Yamhill County is seeking applicants to fill one regular, full-time Executive Office Specialist position. This position is an essential member of the Commissioners’ office administrative team which provides direct and advanced administrative support to elected and appointed officials in the Yamhill County Board of Commissioners’ Office.  Responsibilities include public records management, attending County Commissioners’ meetings and taking meeting minutes, preparing, and distributing agendas and pertinent meeting materials, purchasing office supplies, preparing official documents and correspondence, and performing other administrative and clerical support functions as assigned. Work is performed in a busy public office, with numerous interruptions, and may involve subject matter that is highly sensitive or confidential.  The position requires creativity, initiative, and independent judgment while working effectively with elected officials, department heads, boards, commissions, citizens, and employees.   


 The Qualifications

The position requires three years’ experience at a level equivalent to a senior office specialist. College-level course work or training in public administration or an area related to the position may substitute for one year of experience. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work will be considered.


The Candidate

In addition to the minimum experience and training requirements, the successful candidate will possess excellent customer service and organization/prioritization skills, and work well in a team environment. They must be able to effectively communicate with elected and appointed officials, co-workers, and the general public in a courteous and professional manner. The successful candidate must have excellent composition skills (grammar, sentence structure, spelling, and proof-reading) to prepare official correspondence and to construct agendas and minutes, which summarize the content and context of various meetings in a concise and readable format. The position requires excellent computer skills and knowledge of Microsoft Office Products (specifically Word and Excel). Knowledge of public records management and public meetings requirements is preferred. Additionally, the successful candidate will be required to perform work with considerable independent judgement, be self-directed, attend evening meetings, and may be requested to perform work on special projects, as directed or requested by the County Administrator or Board of Commissioners. The ability to work independently within prescribed policies and procedures, as well as the ability to recognize and provide recommendations for process improvements is strongly desired.  Previous experience in providing executive-level administrative support and public sector experience preferred.

Health Coverage - Group medical, dental, and vision insurance coverage is available for the entire family. For the 2022-2023 plan year, the County will pay 97% of the monthly premium and employees will pay 3% ($58.53 per month) for the Base Plan. With this plan, employees are eligible for a $125 a month contribution into an HRA VEBA account. Buy-up plans are also available.

Retirement - PERS (Public Employee Retirement System) contribution is 100% employer funded, which includes both contribution to PERS pension and IAP accounts (IAP contribution is 6% of salary).

Short-Term Disability – 100% County paid.

Life insurance - $10,000 for employee/$2,000 for spouse and children – 100% County Paid.

Vacation/Sick Leave - Flexible Earned Time (FET) is a combination of vacation and sick leave. To start, employees earn 13 hours per month and future accruals increase based on years of service. After a year of service and depending on FET balance, employees may sell-back up to 40 hours of FET per year.
