Summary

The Office of Equity and Community Partnerships in the Director's Office, Public Health-Seattle & King County (PHSKC), is seeking a COVID-19 Health Equity (CHE) Capacity Building Grant Manager. The CHE Capacity Building Grant Manager will bring their lived experiences as well as their technical expertise to manage a federal funding opportunity to Community-Based Organizations (CBOs) to build capacity to reduce COVID-19 disparities and other health inequities. This position will provide day-to-day management for the Health Equity Capacity Building grant , supporting the CBOs awarded funding through the grant opportunity. Supporting the CHE Capacity Building grant will include: contracting and procurement, program monitoring, reporting, and guiding strategy and implementation for the community investment process.

The CHE Capacity Building Grant Manager will serve as a Project/Program Manager II (PPM-II) and will work with leads from other parts of PHSKC to address Racism as a Public Health Crisis and to align with the King County Equity and Social Justice Strategic Plan . The CHE Capacity Building Grant Manager will convene and participate in multi-disciplinary teams working the grant's workplan. The position will complete quarterly reporting to the CDC and end of grant progress reports. The position will prepare for and complete end of grant close out activities.

This is a term-limited temporary (TLT) position funded by a Centers for Disease Control and Prevention (CDC) COVID-19 Disparities grant and is anticipated to last until March 31st, 2024.

The position will be a member of the Office of Equity and Community Partnerships and will report to the CHE Program Manager who reports to the Director of the Office/the Principal Investigator for the federal grant.

Work location: Hybrid - Remote and Onsite (Chinook Building)
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: The normal work schedule for this position is Monday-Friday, 8am-5pm. This position is subject to the Fair Labor Standards Act and is overtime eligible.

Duration of position: The work performed in this position is anticipated to last until March 31st, 2024. However, the end date of this position may be adjusted based on funding and program need.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
  • Support preparation and administration of COVID-19 Health Equity Capacity Building Grant. Prepare and maintain required documentation. Identify allowable and eligible invoice charges for proper coding to grants. Review grant closeout reports for accuracy and completeness and work with grant managers to finalize the reports.
  • Support grant awardees in meeting program and reporting requirements.
  • Work independently to develop, monitor scope and schedule of projects and report results to leadership.
  • Work with county staff to monitor and report on grant awards or commitments.
  • Work collaboratively with the management team and community advisory groups to identify and implement opportunities for process improvement.
  • Research project and program needs in order to develop project or program recommendations.
  • Other duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • Have a background and knowledge of principles and practices in contracting including public work procurement systems and processes.
  • Ability to manage projects or programs; skilled at monitoring projects or programs to ensure that milestones and requirements are met.
  • Ability to see Public Health-Seattle & King County work through an anti-racist and equity lens; awareness and understanding of the historical and systemic impacts that health and government structures have had on communities of color and the fractured trust this has caused.
  • Has a continuous improvement mindset necessary to decrease turnaround time, meeting deadlines, and streamline work processes.
  • Experience engaging and involving historically marginalized communities in planning and implementation of services.
  • Strong communicator who understands how to build relationships with internal and external stakeholders, and centers marginalized groups in times of conflict.
  • Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
DESIRED QUALIFICATIONS:
  • Passion for racial equity, and social justice, and experience implementing racial equity projects.
  • Knowledge of federal grant requirements and compliance standards, especially within the local government context.
  • Facilitation or leadership experience; can manage different opinions, facilitating discussion, resolving conflict, finding resolution, and giving and receiving feedback rooted in dismantling white supremacy culture in the workplace.
  • Demonstrated experience dismantling institutionalized racist practices in a community, business, local government, or political setting.
