About the Division

This position is a member of the MIDD Team within the Behavioral Health & Recovery Division (BHRD). BHRD works to improve the quality of life in King County by ensuring that adults, youth, children, families, and communities receive the mental health and substance use disorder services that they need. BHRD's client-centered, coordinated system of service delivery is based on community assessment, measurable outcomes and systematic program evaluation that is accountable to our clients and their families, funding agencies and residents of King County.

About the Program

The MIDD Behavioral Health Sales Tax Fund generates over $136 million every biennium. MIDD funds behavioral health programs and services throughout King County through approximately 51 initiatives that support people living with or at risk of behavioral health conditions to be healthy, have satisfying social relationships and avoid legal system involvement. This position plays a key role on the MIDD Team which works to assure that MIDD initiatives and programming are operating effectively and that MIDD policy goals are being achieved. About the Position

The MIDD Team is seeking a highly skilled Operations Manager to lead, manage and support MIDD-related programming and strategies. Duties include supporting existing MIDD initiatives, staffing the MIDD Advisory Committee, leading the development of the MIDD Annual Report and identifying opportunities for system alignment. The ideal candidate will have both project and program management experience, be a self-starter, enjoy collaborating with colleagues, and be skilled in working with both internal and external partners. 

The selected candidate will integrate King County's Equity and Social Justice principles into the daily functions of this position.

WORK SCHEDULE/CONDITIONS:  This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. 

Teleworking Requirement 

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situationsKing County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Develop a strong understanding of the many systems in which MIDD operates, identify opportunities for cross initiative pollination, and continuous quality improvement of overall MIDD programming.
  • Act as first point of contact and liaison for internal program staff who oversee individual MIDD funded initiatives. Provide technical support and assistance, review budget/billing status with fiscal, monitor initiative implementation and assure operations are in accordance with MIDD planning documents and expectations of MIDD.
  • In partnership with the MIDD Communications Specialist, manage the MIDD Annual Report process, collaborate on high profile documents, and/or other program materials for broad distribution to both internal and external stakeholder, including to the King County Council, the MIDD Advisory Committee, and the public. 
  • Convene Provide program development and project management support to MIDD Team, program leads and MIDD Advisory Committee.
  • Work cross divisionally with fiscal, contracting, evaluation and MIDD program staff to improve processes related to invoicing, budget monitoring, program management, and program outcomes for MIDD initiatives.
  • Provide staff support for the MIDD Advisory Committee, including recruitment and onboarding of new members, maintaining rosters, scheduling meetings, developing agendas, and assuring that the MIDD website is current.
  • Coordinate with division and/or departmental teams to assure alignment of MIDD programming, including items related to behavioral health policy, motions, ordinances, contracts, and request for proposals.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • A Bachelor's degree in public administration, social work, public health, health care administration, or closely related field and a minimum of three years progressively responsible and relevant experience. Related experience may substitute for the degree.
  • Experienced program manager, with demonstrated knowledge of project management techniques, principles, analysis, planning and organization. Skilled in project management and program development, including implementing short and long-term objectives; facilitating meetings, communicating with partners, and ensuring deliverables meet deadlines. 
  • Strong commitment and experience creating programming grounded in Equity and Social Justice with understanding of equity and social justice principles and practices, and the effects of place, race and policy & systems-based inequities on marginalized communities and populations.
  • Skill in coordinating and convening multi-disciplinary staff and working in highly political environment; demonstrated experience building effective relationships, including moving others to act.
  • Experienced writer and presenter; ability to synthesize complex ideas and communicate them in an understandable way to others. 
  • Demonstrated experience in gathering, analyzing, and using information and data for a variety of uses, including reports, evaluations and preparing recommendations for action.
  • Skill in being process oriented with strong attention to detail and ongoing improvement efforts.
  • Demonstrated ability to succeed in a dynamic environment, work on several tasks simultaneously, organize and prioritize work in response to changing needs and meet deadlines.
  • Proficiency in the use of personal computers, with working knowledge of MS 2010 Word, Excel, and Outlook

NECESSARY SPECIAL REQUIREMENTS:  

Valid Washington State Driver's License, or the ability to travel around the county and state in a timely manner. 

DESIRED QUALIFICATIONS:

Experience working in the field of public health, behavioral health and/or human services in a governmental and/or community-based not-for-profit organization.
