We have 4 exciting opportunities for program leaders in the role of a Project/Program Manager IV with our COVID-19 community response (2 positions), COVID-19 testing strategy (1 position) and viral hepatitis (1 position) investigation teams. The positions have similar bodies of work with a focus on oversight of teams responsible for investigations, testing coordination, response, and community outreach in different sectors across King County.  
 
  1. COVID-19 Community Response (1 position): focus on schools, childcares, homeless service sites, correctional facilities, and other congregate settings.
  2. COVID-19 Community Response (1 position): focus on businesses and underserved communities, including disproportionately impacted Black, Latinx, and Indigenous communities.
  3. COVID-19 Testing Strategy (1 position): focus on community outreach and improving access to testing for communities disproportionately affected by COVID-19 including racial and ethnic minority populations, homeless populations, and people living in congregate settings.
  4. Viral Hepatitis (1 position): focus on viral hepatitis, grant oversight and coordination of deliverables, and lead the complex work around expanding outbreaks in King County.

After consulting with the most competitive candidates and with program stakeholders, the program will assign a body of work from the list above to each PPM IV hired.

This is an opportunity to lead multi-disciplinary teams whose passion is to control the spread of COVID-19 or viral hepatitis. Under the direction of a Medical Epidemiologist, each position is responsible for technical expertise, developing strategy, and providing oversight for each body of work and hiring and daily supervision of Program Managers, Public Health Nurses, Disease Research Intervention Specialists and others as appropriate. The positions represent Public Health to public stakeholders and drive the vision of a highly visible public health response.

JOB DUTIES
 
  • Lead strategy and planning in the focus area. Develop goals and strategies to accomplish the work with clear expectations. Determine schedules, scope, and prioritization of work.
  • Monitor and evaluate project team to ensure that they are meeting budgetary, deadline, and outcome goals.
  • Oversee communicable disease investigations, surveillance activities, and implementation of disease control measures (COVID-19 Community Response and Viral Hepatitis positions).
  • Oversee the development and implementation of new testing sites and population testing strategies in collaboration with numerous community stakeholders (COVID-19 Testing Strategy position).
  • Coordinate with internal staff, other County staff, state and federal agencies to ensure compliance with local, state, and federal regulations and participate in audits of County records performed by these agencies. 
  • Collaborate with community stakeholders to ensure successful and equitable outcomes. 
  • Manage contracts or grants.  
  • Seek and apply for new grant opportunities.
  • Oversee and provide technical direction for creation of user guides, protocols and provision of training and coaching in knowledge areas. 
  • Support project teams with evaluation of business processes, feedback, resolving issues, and implementing changes. 
  • Handle inquiries and requests about Section work, including media inquiries and politically sensitive inquiries about the program or work being done. 
  • Represent Public Health with internal and external partners, including community stakeholders, and state and federal agencies. 
  • Engage and seek input from impacted communities to develop systems and policies that advance equity and social justice.
  • Supervise Lead staff, including hiring, mentoring, developing training expectations, and recommending effective discipline or termination.  
  • Notify/consult with the Medical Epidemiologist, Chief, or Deputy Chief when managing complicated, unusual, or high-priority cases, investigations, and activities. 
  • Perform other duties as assigned.
  • Participate in Section’s response during outbreaks and emergencies as approved by supervisor.
  • Participate in Section’s after-hours call coverage for communicable disease reports from healthcare providers, approximately 6-8 weeks a year (and provide back-up consultation to staff participating in after-hours call).
  • Provide back-up coverage to other PPM IV/PHSS and Program Lead SME staff as needed. 

QUALIFICATIONS
  •  Experience and skill in working with diverse populations and cultures.
  • Experience and skill in maintaining effective working relationships with team members, the community, and other social service agencies.
  • Experience supervising multi-disciplinary staff.
  • Experience working on projects with complex technical aspects that change regularly.
  • Experience using process metrics to inform the success of the program and make adaptations as needed.
  • Ability to communicate clearly and concisely in person and in writing on both technical and non-technical levels.
  • Must display good judgment and comfort in making independent decisions, while understanding limitations and elevating as needed in the absence of information.
  • Effectively manage multiple competing priorities and projects under a rapidly changing environment, with the ability to plan and prioritize effectively in this environment.
  • Work well under pressure.
  • In depth knowledge of laboratory testing and diagnostics (COVID-19 Testing Strategy position)
  • Public Health relies on office automation (Microsoft Office 365), other web-enabled tools, and multiple large databases. Candidates must be proficient and comfortable with computer use to perform essential functions of the position.
  • Ability to travel between sites on a regular basis.

COMPETITIVE CANDIDATES WILL HAVE
  •  At least two years of experience in a supervisory role.
  • Experience with managing a large program, including communicable disease investigation, highly desirable.
  • Demonstrated skills and comprehension in communicable disease epidemiology, clinical characteristics, prevention, investigations, disease control, and pandemic preparedness and response highly desirable.
  • Experience in interpreting guidance and adapting Centers for Disease Control and Prevention (CDC), WA Department of Health (DOH), or Public Health-Seattle & King County (PHSKC) guidance to various settings.
  • Knowledge of county hiring and contracting procedures highly desirable.
  • Demonstrated skill in developing and giving presentations.
  • Demonstrated skill in grant writing and managing grants and contracts.
  • Demonstrated skills in personnel supervision, management, and team building.
  • Demonstrated ability to provide advice and serve as liaison with various medical and public health specialists on a wide range of public health issues.
  • Demonstrated ability to learn and comprehend new and complex bodies of knowledge efficiently.
  • Bilingual/bicultural.

WORK SCHEDULE AND LOCATION
These positions are full-time, 1.0 FTE and exempt from the provisions of the Fair Labor Standards Act, and are not overtime-eligible. Some weekends and evening work required, and some travel may be required.Workdays and hours will be determined at time of hire, may vary based on business needs, and may include some evening and weekend hours, and likely regular remote work will be required. Home site is King County Chinook Building in Seattle, WA.
