Class Description

This class’s purpose is to plan and direct the design, implementation, communication, and administration of CCBC’s health and welfare benefits program and the retirement plans.  Lead the development of new initiatives to establish competitive and cost-effective programs.  Ensure that programs adhere to current regulations and support CCBC’s strategic objectives.  Evaluate current programs to ensure compliance with governmental regulations and competitiveness with other organizations.  Oversee the processes to provide effective plan administration and manage the staff and day-to-day operations of the Benefit’s Department and all its functions. 

Minimum Requirements

Master's degree in business, Human Resources or related field from an accredited institution with (7) seven years of full time Benefits Administration work experience with a minimum of three (3) years of staff supervision experience required. Current PHR/SPHR/SHRM-CP or SHRM-SCP or CEBS certification preferred. 

Class Specific Essential Duties

  1. Provide leadership and supervision of assigned College division or function.
  2. Develop and implement goals and objectives in coordination with senior management.
  3. Implement strategies related to operation and services.
  4. Evaluate the effectiveness of policies and procedures to ensure consistency.
  5. Supervise, advise, and evaluate assigned staff, as required.
  6. Prepare, analyze, and provide reports on miscellaneous subjects, as requested.
  7. Serve as liaison between college departments, vendors, government agencies and/or other external organizations. 
  8. Manage operating budget for assigned division or function, as required.

Position Specific Essential Duties

  1. Develop and recommend cost-effective benefits strategies that are consistent with market trends and college strategy and objectives. Develop metrics to Analyze and monitor effectiveness of programs to ensure competitiveness with local markets.  Review and conduct surveys to assess the College’s competitive position. Monitor trends continuously to propose changes to existing benefits.  Lead or participate in obtaining and analyzing bids for benefit programs. 
  2. Manage the daily administration of the Health, Prescription, and Dental Insurance benefit programs for employees, retirees, and their eligible dependents. Counsel management and employees on effectiveness of existing benefit plans.
  3.   Serve as the lead for the annual benefits plan reviews. Work with plan consultants, vendors, Baltimore County, and internal partners to assess programs and develop recommendations and strategies based on market, regulatory requirements, need and budget.  
  4. Oversees administration of Baltimore County, Maryland State, and supplemental retirement plans, to include defined benefit and defined contribution plans, a 457 plan, and a 403b plan and Roth plans.
  5. Develop, implement, administer, and monitor other fringe benefit plans such as, but not limited to, Whole and Term Life Insurance, Long Term Disability, COBRA, and Worker’s Compensation plans.  Unemployment and Tuition.
  6. Oversees administration of FMLA, Maryland Sick/Safe Leave and other mandated leave programs as well as CCBC-specific leave programs such as CCBC’s Family Medical Leave, CCBCs sick bank, and AFSCME and CWA leave donation programs. 
  7. Oversee employee Wellness and Employee Assistance Program (EAP) programs. 
  8. Oversee the annual Open Enrollment process (with in-person and remote Benefit Fairs) for active, inactive, and retired staff.
  9. Ensure compliance with federal and state laws and regulations regarding health, retirement, and other fringe benefits. Supervise audits and prepares reports and applications required by federal and state and local agencies. Monitor changes in legislation and policy to ensure the college remains in compliance. 
  10. Ensure benefits vendors are held accountable for service level agreements and performance targets. Address issues identified within a timely manner. 
  11. Manage the effective administration of the Benefits Helpline and email. 
  12.  Provide oversight for the College’s tuition assistance benefits. Process all employee and dependent requests for tuition reimbursement and waivers.
  13. Develop communication strategies and training opportunities to educate employees and retirees about benefits and increase understanding, utilization, and engagement in programs. 
  14. Lead, develop and monitor direct reports (full and part time employees) to ensure they provide consistently excellent customer support and expert advice to CCBC employees, retirees, and affiliates.   
  15. Supervise, motivate, develop, and provide leadership to staff.
  16. Meet schedules and timelines, organize multiple projects efficiently and effectively and carry out required project details throughout the year. 
  17. Ensure policies, procedures, and checklists for all job-related functions are up-to-date and available.   
  18. Must excel in professional interactions with employees at all levels of the organization; to include 24-hour turnaround for emails and phone calls, collegiate discussions and interactions with employees at all levels of the organization.

Long-Term Disability

Plan pays 60% of gross monthly salary after 90 consecutive days of absence. Employee pays 100% of premium.

The Roth 403(b) savings feature allows employees to contribute after-tax dollars and then withdraw tax-free dollars from their account upon retirement. The Roth 403(b) savings feature is only offered by the following vendors:  TIAA-CREF and VOYA Financial Advisors, Inc.  Adjunct Faculty, Part Time Associates and Full Time employees are eligible to save for retirement using the Roth 403(b) savings feature.  Employees may contribute traditional pre-tax 403(b) dollars and Roth 403(b) post-tax dollars simultaneously. Tuition Assistance
Eligible full-time employees may qualify for waiver or reimbursement programs. McDaniel College has extended its Educator’s Legacy Scholarship (ELS) program to CCBC benefits-eligible employees. CCBC is among the inaugural community college partners.

Children of ANY current full-time benefits-eligible CCBC employee with at least four years of continuous full-time employment are eligible to receive a scholarship valued at up to $100,000 over four (4) years.
