The Sonoma County Information Systems Department (ISD) is looking for a talented Digital Technology Analyst III to join our team!


Starting salary up to $56.02/hour ($116,920/year), a cash allowance of $600/month, and a competitive total compensation package!*

About the Position

As a Digital Technology Analyst III, you will help County departments and agencies improve business processes by leveraging digital technologies and digitized data.  As a member of the Enterprise Development Services Division in ISD, this key position will focus on the technology aspects of automating County business processes by acting as the Administrator to systems supporting electronic workflows, eForms, electronic document management, and other digital transformation technologies including robotic process automation.  

In this technical role your primary responsibilities will include system administration for the business systems supporting digitization (OnBase, SimpliGov, Adobe Sign), developing digital solutions based on department requirements, and performing technology assessments. Additionally you will:

  • Maintain multiple environments such as development, user acceptance and production for the various platforms
  • Oversee and administer Account Management (Active Directory and Security Roles) related to digitization
  • Deploy desktop software such as OnBase version updates and client-side upgrades 
  • Provide desktop support for OnBase, Adobe Acrobat and Adobe Sign, and SimpliGov 
  • Develop scripts using PowerShell/PowerApps, PowerBI, and PowerFlow   
As the ideal candidate, you will possess:
 
  • Experience implementing electronic forms, workflows, and e-signatures, and using workflow tools (OnBase, Adobe Sign, and SimpliGov or similar technologies)
  • High proficiency and understanding of digitization and digital capture software and equipment including the management of permissions and associated drivers
  • Experience with cloud technologies relating to storage management using AWS or Azure
  • Knowledge of software development lifecycle (SDLC)
  • Experience with basic project management fundamentals
  • Basic knowledge of the four types of analytics (descriptive, diagnostic, predictive and prescriptive)
  • The ability to transform quantitative analysis into actionable recommendations and communicate them in a compelling way
Please note: This position will be required to have access to secure department facilities and/or view data or work with information systems for these departments. This requires that a more extensive “Security Clearance” be performed, after hire, by the Sonoma County Sheriff's Office. Successful completion of the probationary period will be contingent upon passing the security clearance, which includes a Live Scan fingerprint based check of California Department of Justice (DOJ) and Federal Bureau of Investigations (FBI) criminal records. If you are offered a position which requires a security clearance, the job offer letter will clearly specify this as a condition of the probationary period.

Sonoma County ISD offers a hybrid telework/on-site schedule for most positions. At this time our department standard for most staff is on-site work one day a week and telework up to four days a week. This schedule could change based on Department need, County policy, or Department Head discretion.

ISD is currently recruiting to fill a Digital Technology Analyst III position that is currently funded through December 31, 2025. Minimum Qualifications

Education: Any combination of education and training which would provide the opportunity to acquire the knowledge and abilities listed. Normally, academic coursework and/or formal training in computer science, information systems, network systems or a closely related field would provide this opportunity.

Experience: Any combination of training and experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, three years of technical professional experience involving technical support of desktop and/or LAN/WAN systems, or similar experience in a multi-platform information technology environment or two years of experience as an Information Technology Analyst II with the County of Sonoma. Specific experience related to the work of the assigned division may be required. Experience in a lead position or project management is highly desirable.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Considerable knowledge and understanding of: principles and practices of software and hardware installation and repair; computer operations; operating systems and software products; local and wide area network design, management, security, and operation; methods and techniques of troubleshooting hardware, software and inter-connectivity problems; principles, methods, and techniques of systems analysis; principles of data security; methods and techniques of providing support and training to users; methods to analyze and recommend business solutions to meet customer needs and requirements.

Working knowledge and understanding of: the inter-relationship of mainframe, PC, LAN, Network and telecommunications systems including hardware components, software applications, operating systems, documentation, and remote access; software products commonly used with the mainframe and personal computers and networked systems including word processing, spreadsheets, databases, file recovery, backup, and other utilities; principles of organization and management; general office practices and procedures; and security requirements and practices.

Ability to: provide technical support and leadership in area of expertise; identify, analyze and define information technology needs, collect information, establish facts, and draw valid conclusions; identify, troubleshoot, analyze and resolve customer/user problems; understand, interpret, and explain hardware and software application solutions to users; research technical materials to provide solutions to problems; write and modify instructions, procedures, manuals, documentation; understand and respond to problems related to data communications, networks and systems interconnectivity; work cooperatively and effectively with staff, customers, vendors, service and departmental personnel; effectively listen and communicate information to persons with diverse knowledge and experience; perform a variety of tasks in a consistent and accurate manner; read, analyze and take corrective action or refer problems to appropriate staff in response to error messages, codes, and abends in the mainframe, network and personal computing platforms; set priorities and meet established goals and standards; prepare clear, concise and accurate oral and written reports.
