The Department of Housing and Community Development's Headquarters Office is located in Prince George's County across from the New Carrollton Metro stop.
POSITION DUTIES
The Division of Community Development Administration is seeking a qualified candidate for the position of Multi-Family Accountant. The Multi-Family Accountant position is responsible for the servicing, accounting and reporting of approximately $500 million in loans for approximately 71 multi-family housing projects located throughout the State of Maryland.
This position examines and analyzes billings, receipts and escrow changes and records these transactions in the Division of Community Development Administration's sub-ledgers. The position requires knowledge of generally accepted accounting principles, financial management software systems, real estate finance, and mortgage loan servicing. The ability to interpret complex legal documents is also essential. This position reports accurate and timely information regarding this loan portfolio to senior management, the general ledger team, asset managers, borrowers, the trustee, and mortgage insurers. Accurate servicing and accounting is critical for Division of Community Development Administration to meet its fiduciary and disclosure obligations to bondholders.
By issuing tax-exempt bonds for the Multi-Family Program, the Division of Community Development Administration meets the mission of the Department by providing financing at attractive interest rates for non-profit and for-profit entities to construct and rehabilitate multi-family properties. This financing expands the housing opportunities and affordability for low and moderate income citizens across the State of Maryland.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.
Experience: Four years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.
Notes:
1. A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.
2. A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.
3. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.
