YouthSource Tukwila is King County Children, Youth and Young Adult Division's Reengagement Center in south King County. YouthSource provides case management, education, training and employment services to young people ages 16-24 years who have barriers to successfully engaging in education and employment including but not limited to: homelessness/unstable housing, criminal justice involvement, pregnant/parenting, high school dropouts, lack of work experience, substance use disorders and other behavioral health disorders. This position requires a highly skilled leader who can lead a team and manage multiple funding sources/grants/programs and partners, while also providing excellent customer service to the young people we serve. This position also provides functional supervision of the instructional services delivered by Renton Technical College.

Job Duties

  • Provide supervision and leadership to the multi-disciplinary team, including prioritizing site goals and objectives.   
  • Proven ability to manage complex grants, and multiple complex grants at one time.
  • Ensure excellent customer service at YouthSource, including resolving concerns with students, parents and community partners.
  • Provide leadership and day-to-day oversight of customer flow, including intake sessions, New Student Orientation and coordination of classroom activities. 
  • Negotiate inter-local agreements between King County and Renton Technical College, and other key partners and funders including Renton School District and Tukwila School District.
  • Maintain comprehensive knowledge of community resources and services. Provide leadership to case managers on complex and difficult cases to support student growth and development. 
  • Ensure team meets all programmatic goals under the Workforce Innovation and Opportunity (WIOA) Out-of-School Youth program. Performance measures such as enrollments, basic skill attainments, credential attainments, work experience placements, occupational skill attainments, and positive exits.
  • Ensure that the team is also meeting programmatic goals for other grants and programs.
  • Manage the Open Doors program and partnership with Renton School District and Renton Technical College. Ensure compliance with all State of Washington Office of Superintendent of Public Instruction (OSPI) regulations and re-negotiate agreements. 
  • Facilitate and maintain strong partnership with community partners. 
  • Provide functional leadership in the YouthSource classroom(s) on academic instruction, youth development programming and upcoming schedule of events, and ensure student's needs are being met.
  • Identify promising practices and explore continuous improvement opportunities.
  • Review data and use data for continuous quality improvement. 
  • Ensure staff are working assigned hours and meeting program goals. This may including hiring staff, and developing professional development opportunities. 
  • Perform other related duties as assigned. 

Experience, Qualifications, Knowledge, Skills

  1. Master's Degree in Education, Social Work, Public Administration or related field. Increasingly responsible experience in youth program management, planning, development and implementation and/or equivalent education and experience. 
  2. At least six years' of demonstrated supervisory experience of a team that provides direct education and employment services to young people ages 16-24 years with challenges. Proven ability to supervise and support a multidisciplinary team, and a multi-agency team. 
  3. Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race- and policy and system based inequities on marginalized communities.
  4. Technical expertise, and ability to serve as the subject matter expert, in education and employment services for youth/young adults ages 16-24 years with the goal of helping youth complete a secondary credential and move on to post-secondary education.
  5. Ability to multitask and work in stressful situations involving youth with multiple-barriers to success. 
  6. Strong leadership and management skills, including team building and team accountability.  
  7. Demonstrated team building skills with youth and adults.
  8. Demonstrated ability to manage complex federal grants that are outcome based, and ensure program goals are achieved. 
  9. Demonstrated knowledge of and work experience with budget management and program development, specifically in the youth education and employment services.
  10. Demonstrated experience in ensuring program compliance with contract policies, procedures, program requirements, and federal regulations. 
  11. Demonstrated experience in gathering, maintaining, analyzing data and developing formal written reports for professional and community audiences.
  12. Demonstrated ability to develop and maintain collaborative partnerships with stakeholders. 
  13. Demonstrated ability to negotiate Inter-local agreements.
  14. Proficiency in Microsoft Word for Windows, Excel, Access, and Outlook.
  15. Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner.
  16. Willingness to submit to a Washington State Patrol background check.
Preferred Qualifications: 
  1. Knowledge/Experience with the Workforce Innovation and Opportunity Act (WIOA).
  2. Knowledge of the Open Doors program/experience managing an Open Doors program or similar.
