Summary

The Jail Health Services Division (JHS) of Public Health Seattle & King County is seeking a Diversion Program Manager who will bring their lived experiences as well as their technical competencies to oversee Diversion Services. Diversion Services seeks someone who is representative of those who live in King County and is dedicated to embedding equity in their daily work.
 
Diversion Services includes the Therapeutic Alternative Diversion (TAD) program out of King County District Court and Community Diversion Program (CDP) out of King County Superior Court. These programs are a collaboration between King County Prosecuting Attorney’s Office, King County Executive Team and King County Public Health. Diversion Services seeks to assist those at the intersection of unmet social determinants of health and the legal system to support people in identifying and addressing needs with a human service response rather then a legal one.
 
This position is part of the JHS Psychiatric and Social Services section and will report to the manager of Court Services and Release Planning. The Diversion Program Manager is responsible for the day-to-day operations of Diversion Services as a whole as well as CDP and TAD programs and the team members associated with those programs. Primary duties include developing and implementation of policies and procedures for the program as well as providing direction and oversight to staff, planning and monitoring goals and objectives, preparing and monitoring budgets, and ensuring work adheres to established standards.

Job Duties

Program Management

  • Manage the JHS Diversion Program and its subprograms, including the TAD Program, CDP Program, and team members associated with these programs.
  • Coordinate program activities and ensure program deliverables are achieved; evaluate program progress and results; prepare reports as required. 
  • Create, develop, and implement program operations, procedural guidelines and policies, standard work, program goals and objectives and standards of care for Diversion Services. 
  • Oversee day to day operations of a program area interpreting procedural guidelines, ensuring standard work compliance, that objectives and standards are met. 
  • Conduct complex planning activities for work unit programs and projects including policy/procedure development, using data and evidence-based models, and applying public health principles.   
Supervision & Team Development 
  • Provide clinical supervision of staff and determine position competencies. Evaluate and document work performance formally and informally; coach, counsel, monitor and motivate assigned staff. 
  • Participate in screening and selecting employees, interviewing candidates making hiring recommendations.  
  • Train and supervise staff. Evaluate staff performance and provide coaching, feedback and corrective action for performance issues. Interpret policies and procedures and resolve conflicts.
Communication
  • Develop and maintain a broad working knowledge and good professional relationship with key community substance use treatment, medical, mental health, and community-based providers. Identify and foster new possibilities for effective collaboration with community-based providers. 
  • Address conflicts as opportunities for collaboration with demonstrated facilitation, negotiation, and consensus-building skills.
Analytical
  • Apply equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations when making decisions and recommendations. 

Experience, Qualifications, Knowledge, Skills

  • A well-developed understanding of equity and social justice principles and experience leading teams and/or implementing policies that integrate equity and social justice into program design and workplace culture. 
  • Experience implementing new criminal legal and/or social determinants of health focused policies, programs, or initiatives; working in behavioral health services; criminal legal programs or systems; or related community-based programs. 
  • Demonstrated knowledge of and expertise in principles and processes of social work, case management, behavior change counseling/intervention, and service planning related to identified needs.  
  • Experience liaising between community partners as it relates directly with client services. 
  • Demonstrated knowledge of medical, mental health and substance use conditions/issues/services affecting this program population in King County.
  • Excellent written and verbal communications skills.  
  • Proficiency with Microsoft Office applications and demonstrated skill working with electronic health record systems.  
  • Washington State Driver’s License or the ability to travel to work locations with limited public transportation. 
Desired Qualifications: 
  • Demonstrated extensive direct clinical experience providing social work services for a legally involved population with complex medical, mental health and/or substance use issues.
  • Demonstrated extensive knowledge of King County social service resources related to education, employment, housing, social and family supports, and health.

Work Location: Downtown Seattle will be the primary work or Downtown (Kent). Is available to provide services various community locations throughout King County and that the staff assigned to this team maintains ongoing clearance to all jails within King County.
 
Work Schedule: Monday through Friday and on weekends as needed. Alternative work schedules are considered on a case by case basis and based on the need of the team.
