Shift: Monday-Friday, 9:00a.m.-5:00p.m.
Regular Days Off: Saturday and Sunday
Supervision Received: The Human Resources Generalist reports to the Director of Human Resources 
Supervision Exercised: May supervise clerical staff and student workers engaged in tasks related to Human Resources.
Salary: $58,000-$63,000 (To commensurate with education and experience)

Duties and Responsibilities:
Duties include but not limited to:
Essential:

  • Provides administrative support to the AVP of Human Resources on routine, complex, sensitive and confidential matters.
  • Administers various human resource plans and procedures for all organization personnel and assists in the development of personnel policies and procedure handbooks.
  • Assist with constructive and timely performance evaluations: Processes Non-Unit, AFSCME and APA employee evaluations, maintains evaluation schedules, and suggests revisions as needed in accordance with the appropriate collective bargaining agreements.
  • Prepares reports, including the bi-weekly Personnel Changes Report, APA Union Report, and AFSCME Union Report; responds to inquiries from various internal departments and external agencies regarding the same.
  • Accepts grievance submissions, maintains grievance records, and schedules hearings on behalf of the AVP of Human Resources; attends hearings when requested by the AVP of HR.
  • In collaboration with Academic Affairs and Payroll, responsible for Human Resources related contractual actions for MSCA: salary calculations for promotions, post-tenure review, and minimum salary calculations; preparation and processing of paperwork associated with faculty reappointments, post-tenure review, promotions, sabbaticals and tenure.
  • Responsible for faculty immigration matters related to H-1B visas and green cards; works with external immigration attorneys on research and preparation of application materials; maintains immigration records and monitors expiration dates of current faculty visa and green cards; and ensures university compliance with immigration laws.
  • Aids in the assisting and administering of the university's compensation program; will research job requirements and evaluate job positions to ensure the university is competitive and equitable in the area of salaries; will benchmark jobs against internal survey data and other market intelligence to determine competitive compensation ranges for each position and provide recommendation(s) when necessary.
  • Assists the HR Director with Banner in processing: purchase orders, payments and vendor contracts, travel documents/travel arrangements and expense reports.
  • Completes annual CUPA salary surveys for upper and mid-level administration and faculty.
  • Prepares queries and reports using Warehouse, Access, and Excel; Maintains human resource information system records and compiles reports from the database.
  • Coordinates distribution of the Conflict of Interest Summary to employees; track acknowledgment of the summary and certification of completion for the online employee Conflict of Interest training to ensure compliance.
  • Facilitates, maintains and recommend updates to webpage content.
  • Serves as back-up for processing of campus background checks.

General Duties:

  • Creates and maintains employee personnel files for current and former employees;  Responsible for filing HR and Payroll documents in employee files.
  • Orders office and printer/copier supplies; arranges for service on printer/copier as needed;  orders flowers for funerals; orders sympathy cards and coordinates signatures/mailing; monitors general HR email account and phone line.
  • Delivers and picks up department mail.


Requirements:

Required Qualifications

  • Bachelors Business Administration, HR or related field
  • Two years of relevant experience
  • Ability to follow written and oral instructions
  • Strong verbal and written communication skills
  • Ability to analyze and determine the applicability of data, to draw conclusions and to make appropriate recommendations
  • Ability to prepare employment reports and maintain accurate records
  • Experience in supporting a diverse employee and/or student population and fostering a multicultural environment
  • Ability to deal tactfully with others
  • Ability to exercise sound judgment and use discretion in handling confidential information
  • Ability to work independently and without direct supervision

Preferred Qualifications

  • Higher Education Human Resources experience       
  • Knowledge of quantitative and qualitative research methods


Additional Information:

Salary:
For the majority of new employees, the minimum starting salary will apply. Specific salary for current Westfield State University employees and individuals currently working for the state of Massachusetts must be calculated individually in accordance with collective bargaining and state policies and procedures.
