Summary

Rail Operations has an SDA Opportunity for a Rail Transit Chief-Link Control Center (LCC).  This position reports to the Rail Operations/Communications Superintendent and is responsible for ensuring the delivery of light rail transit services and the day-to-day coordination, direction, and supervision of the personnel and equipment of the LCC.
 

This leadership role requires the ability to communicate effectively with a diverse employee workgroup, to proactively solve problems that impact service delivery, and an ability to provide quality customer service, as well as the ability to motivate employees through building respect and trust. Transit Chiefs promote teamwork and resolve conflicts that arise, promoting a cooperative environment and effective communication.


Job Duties

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the LCC Chief, you will: 

  • Supervise, develop, and direct the work of personnel and equipment at the base, field, and LCC as well as management support of the training unit 
  • Exhibit positive leadership and role modeling to encourage and support staff while managing employee performance.  Chiefs assist in the selection of staff, assign work, counsel, and discipline subordinates in accordance with labor agreement provisions and Light Rail rules and procedures 
  • Represent management at disciplinary hearings and grievances, interpret labor contract provisions in support of supervisory role, including grievance resolution, establishing and developing collaborative relationships with Union leadership, and assist in labor negotiations and contract changes as needed 
  • Work closely with Human Resources and Labor Relations staff to track and resolve personnel issues and other related labor issues 
  • Assist with implementation of the instruction program for new operators and re-instruction/re-certification program for veteran rail operators and other rail employees as needed, in the proper and safe method of operating light rail vehicles 
  • Ensure compliance with Department of Motor Vehicles, the Department of Transportation, State and Federal laws; track and maintain records for training and medical certificates 
  • Act as the first responder to all incidents and accidents involving rail; review accident/incident reports and make recommendations in regards to preventability/non-preventability; serve as Incident Commander as needed 
  • Assist with monitoring of the operating budget 
  • Create, monitor, and enforce policies, procedures, and rules pertaining to the Operations Control Center, the operation of light rail vehicles, and the internal System Safety Program Plan 
  • Represent management in coordinating emergency services during natural disasters 
  • May participate as an active member of the Rail Rules and Procedures Development and other rail committees 
  • Perform other related duties as required; may be assigned to special projects

Experience, Qualifications, Knowledge, Skills

Successful Transit Chiefs will be able to demonstrate and apply the following competencies (Download PDF reader) 

Minimum Qualifications also Include:
  • Three years of experience in a transit operations environment including at least one year in a supervisory or lead capacity  OR Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work
  • Knowledge of and the ability to accurately use Rail SCADA Systems including Emergency Ventilation System, Building Management System, Train Control System and Emergency Management Panels; as well as the ability to operate the SCADA based Traction Power Substation and train signal controls 
  • Knowledge of light rail vehicle operation, train and traffic signal systems, train wayside equipment, train switch operation, and all associated regulatory requirements 
  • Knowledge of rail operator and rail supervisor performance standards, rail operator and rail supervisor discipline matrices, HASTUS and payroll processes; and ability to create and manage work time schedules for supervisors and other rail operations personnel.

Highly Desirable Qualifications:  
  

  • Bachelor's Degree in a transit related field such as Economics, Urban Planning, Public or Business Administration or Communications 
  • Operational knowledge of a public transit system and/or knowledge of Downtown Seattle Transit Tunnel operations 
  • Radio communication technology and terminology

Necessary Special Requirements: 
  

  • Valid Washington State Driver's License with an acceptable driving history 
  • Ability to qualify for and maintain a Class B driver's license 
  • Ability to acquire and maintain Rail Operator certificate 
  • Ability to successfully complete National Incident Management System (incident command system) training

Supplemental Information

This position is considered safety-sensitive. Applicants for these positions are required to undergo drug testing prior to employment and subsequent to the commencement of employment, will be subject to random, post-accident, reasonable suspicion, return to duty, and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substance testing program protocols.
 
 Selection Process: Applicants meeting qualifications will be screened based on clarity, completeness, and content of their application materials. The most competitive applicants will be invited to participate in a panel interview.  Employment offers will be finalized only after candidates have successfully completed physical examinations, drug screens and drug and alcohol background checks. 


This recruitment may be used to create an eligibility pool for future Link Control Center Chief SDA vacancies.  Pools may be active up to 6 months at the discretion of the hiring authority.  

Work Schedule
This position is a Graveyard shift with 4 day/10 hour schedule. This position has on-call responsibilities and must respond to emergency situations as needed.
 

This position is not subject to the provisions of the Fair Labor Standards Act and therefore is not eligible for overtime pay if scheduled.
