General Statement of Duties

The City of Eugene Public Works Wastewater Division is recruiting for a Wastewater Facilities Program Manager. The department and the division have been recognized by our peers with numerous awards and certifications. 

The Wastewater Facilities Program Manager performs a variety of administrative, managerial, and fiscal duties in support of the planning, design, construction, repair, and maintenance of the wastewater treatment plant, biosolids management facility, seasonal industrial waste site, and pump stations.

Salary Range:  $35.83 - $46.34/hourly; $74,526.40 - $96,387.20/annually

Examples of Duties Performed - Duties may include but are not limited to the following

Responsible for the development, management, and administration of long-term system maintenance, capital projects, equipment replacement program.
 
Coordinates and participates in the design of facility improvements; makes design decisions; participates in the development and implementation of Asset Management standards; evaluates and selects methods and materials to be used in construction.
 
Coordinates communication of project planning and design issues between design professionals and appropriate City staff; coordinates technical review process with appropriate City staff.
 
Serve as a division liaison to project teams with the City of Springfield Environmental Services Division in design and construction coordination of capital improvement projects.
 
Directs engineers and other professional consultants to ensure conformance with established standards, project budgets, and project schedules.
 
Participates in the development and management of project budgets and project schedules; prepares documents for internal project authorization.
 
Participates in development of professional service agreements with engineers and other professional consultants; defines scope of work; negotiates fees; writes service agreements.
 
Evaluate options for equipment replacement and other improvements including life cycle cost analysis of alternative equipment, facilities, and technologies.
 
Administers multiple capital projects simultaneously; manages expenditures; authorizes contract payments; coordinates project scheduling and planning.
 
Monitors construction via regular visits to construction sites; administers project specifications to assure compliance with standards; manages change orders.
 
Prepares and presents project work plan and project budgets to supervisor, staff, and Commissioners; administers construction contracts; reviews and authorizes progress payments.
 
Represents the City with outside regulators, inspectors, professional consultants, public and private organizations, and to the general public.
 
Develops and distributes project related correspondence, responsible for other project related communications.
 
Formulate and produce regular status reports of projects.
 
Support the Division’s Safety and Environmental Management System programs.
 
Supports and respects diversity in the workplace.
 
Performs related duties as assigned.

Qualifications

 A typical way to obtain the knowledge and abilities would be:

Experience:
Three years of responsible facilities management or architecture/engineering experience.

Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course in architecture, landscape architecture, work in civil engineering or a related field.

License & Certification:
Possession of, or ability to obtain, and maintain an appropriate, valid Oregon driver's license.

Professional license in architecture, civil engineering, or related field desirable.

Experience:
Five years of progressively responsible experience in commercial facilities management, operations and maintenance, general contracting, architecture, engineering, commercial construction general contractor or related field with at least on year of program management. Preferably in the public sector. Minimum one year of supervisory experience is preferred.
 
Training:
Equivalent to an Associate’s degree from an accredited college or university with major course in public administration, architecture, engineering or related field.  Degree in engineering preferred.

or - 
Seven years or more experience in construction/facility project management.

or -
Any combination of the above examples.

The Ideal Candidate will possess the following knowledge and skills:

Knowledge of:
Principles and practices of project management, equipment maintenance and administration.

Facilities construction industry principles, practices and procedures.
 
Building codes and requirements, including Oregon OSHA and safe work practices.
 
Review of technical specifications, drawings, equipment submittals, and testing reports.
 
Specification review and construction and inspection procedures.
 
Basic working knowledge of Oregon public procurement procedures.
 
Contract negotiation and contract management.
 
Principles and practices of budget preparation and administration.
 
Wastewater industry equipment and processes preferred.
 
Computerized Maintenance Management system for asset inventory, preventative and corrective maintenance.
 
Business letter writing and report preparation.
 
Principles and procedures of record keeping.
 
Skill in:
Project management, time management, planning, negotiation, presentation and training.
 
Researching and analyzing a variety of information and data; making recommendations based on research findings; prioritizing recommendations based on funding and alternative methods analysis; writing reports and creating spreadsheets; and presenting information verbally and in writing.
 
Organizing, directing, and implementing facility improvement and maintenance programs adequate to protect the community’s investment in public assets.
 
Interpreting and applying Federal, State, and local policies, procedures, laws, codes and regulations.
 
Developing and administering construction and consulting contracts.
 
Estimating costs of improvements.  Develop and track project budget.
 
Read and develop technical specifications and drawings.
 
Develop critical path project schedules.
 
Coordinating activities of staff, architects, engineers, consultants, contractors and other outside agencies.
 
Provide clear directions to contractors and resolve disputes successfully.
 
Perform inspections and prepare reports of contracted work to ensure compliance with specifications.
 
Preparing and delivering oral presentations before large groups, including Commissioners.
 
Communicating clearly and concisely, both orally and in writing.
 
Working independently with minimal supervision.
 
Establishing and maintaining cooperative working relationships with those contacted in the course of work.  
 
Relationship-building, consulting, and collaborative team building.

Salary and Benefits
The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
