Summary

The Zero Youth Detention (ZYD) Project Manager (classification: Project/Program Manager IV) has an advanced understanding of the juvenile legal system, is an adaptive leader, motivator, thought-partner and doer. Its primary focus rooted in the ZYD Roadmap (https://zeroyouthdetention.com/vision/road-map/) is to work with both internal and external partners to turn innovative strategies and ideas particularly around diverting youth form the formal juvenile system into impactful actions that align with the Road Map to Zero Youth Detention. A successful Program/Project Manager IV will build and maintain trusting relationships across internal and external partners. This leader is committed to leading with racial equity and will work to undo it at all levels.  This position reports to the ZYD Director and is a member of the ZYD Support Group, Workgroup and Regional Community Safety & Well-Being Plan.

The work performed in this position is anticipated to last until December 31, 2022.

Job Duties

  • Coordinate, support and lead juvenile justice transformation efforts creating a pathway to zero youth detention
  • Ensure constituency and broader community inclusion in shaping and implementation of strategies for the work of pathways to zero youth detention
  • Collaborate with entities that allow for upstream prevention and intervention (schools, law enforcement, Behavioral Health, child welfare)
  • Prepare and facilitate internal and external meetings and trainings as needed.
  • Ensure an equity lens, including a racial justice lens, is applied in all County work in the area of juvenile justice
  • Lead teams of internal and external stakeholders in developing, implementing, and evaluating specific policies and actions that help achieve Zero Youth Detention.
  • Implement consistent and intentional practices for involving youth, families, and employees at all stages of developing, implementing, and evaluating actions that align with Zero Youth Detention.
  • Manage the budget, contracts, and grants for ZYD projects funded within Public Health.
  • Develop and implement procedures affecting ZYD’s strategic direction; this may include investments, grant opportunities, and relationships with internal and external partners. Advise the
  • Advise the ZYD Director on policies that may have long-term impacts on ZYD and the Department. 
  • Interpret and/or analyze data to inform policy and strategic direction; use data to communicate with internal and external stakeholders. 
  • Work closely with the ZYD communications lead on implementing a comprehensive communications approach for external stakeholders and internal partners and staff. 
  • Prepare briefing memos, reports and other written communications materials for leadership, and stakeholders including elected officials, sponsors, advisory councils and other decision makers.
  • Coordinate pathways to zero youth detention work with other similar and/or complimentary initiatives at the local, state, and national levels.
  • Act on behalf of and represent priorities and interests of ZYD and serve on a variety of cross functional, departmental and/or jurisdictional teams.
  • Responsible for other assignments as assigned.

Experience, Qualifications, Knowledge, Skills

  • Experience in social work, juvenile justice, public administration, public policy, human services or related field; or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work.
  • Experience with planning, strategic development, program development, public policy and/or grant writing and fund development. 
  • Knowledge and understanding of the juvenile justice system
  • Skills in successfully forging collaborative relationships with a broad and diverse range of stakeholders
  • Strong understanding on the impacts of race on the juvenile justice system
  • Deep commitment to equity and social justice, and racial justice.
  • Skills in program management and experience in turning strategies into actionable items
  • Knowledge of Restorative Framework and a deep understanding of restorative justice
  • Outstanding written and verbal communication skills, including presentations, facilitation, public speaking, community building
  • Analytical and problem-solving skills
  • Skills in managing multiple projects with competing deadlines

Work location: The work associated with this position will be performed predominantly through teleworking with reporting to office location and to meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. Work schedule: The normal work schedule for this position is Monday through Friday, 40 hours per week. This position is not subject to the Fair Labor Standards Act and is not overtime eligible, and the incumbent will be required to work the hours necessary to meet position responsibilities
 
Duration of position:
The work performed in this position is anticipated to last until December 31, 2022. However, the end date of this position may be adjusted based on funding and program need.
