Summary

Metro is seeking an Organizational Health and Development Manager for the Employee Services Division.  Our ideal candidate is a dedicated people leader with experience leading, managing, supervising and directing teams to successfully achieve business goals in Organization Development and Human Resources. The successful candidate will have experience with organizational change and cultural transformation and proven/demonstrated ability to implement equity and social justice principles in all aspects of their work.

Employee Services Division. Through partnerships and collaboration, Employee Services recruits, develops and retains a high performing and diverse workforce, provides tools and support for success, and fosters an equitable, healthy, safe, and engaging work environment in order to maximize individual and organizational potential for all King County Metro employees and quality products and services for our citizens and customers.

The Organizational Health and Development Manager reports directly to the Employee Services Assistant General Manager and works in partnership with employees, colleagues and stakeholders to ensure that Metro provides a world-class organizational heath and development function to meet agency and customer needs.  

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

In this role, you will:

  • Build teams, define strategy and provide direction to staff by:
    • Defining a clear mission, vision, and values statement for the Organizational Health and Development Section. Work in partnership with section employees and key stakeholders.
    • Building the Organizational Health and Development Section and managing staff in Program Management, HR Business Partners, Organization Development, and Health & Wellness teams.
    • Building teams, supervising, developing and mentoring staff across the Employee Services Division.
    • Motivating employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly.
  • In partnership with the Department of Human Resources, King County Executive Leadership, Metro’s union partners, and other key Metro Stakeholders, this position will develop, implement and oversee the following programs and lines of business in organizational health and development:  
    • Leader Standard Work for the Metro Transit Department
    • Tools and Technology platforms for learning and development, including the NEOGOV transition and implementation for Metro
    • Employee Engagement, Onboarding and Development Programs, including pipelines, pathway, and apprenticeship Programming
    • Health and Wellbeing programming
  • Develop, implement and oversee the strategic HR business partner function for Metro to help coordinate performance management, employee engagement, succession planning, and provide HR support and advice to employees and supervisors.
  • Influence and implement strategic organizational health goals and policies in partnership with the Department of Human Resources; ensure compliance with applicable laws, regulations, and policies; analyze and interpret operating policies, procedures, and guidelines; and approve recommendations for improvement
  • Lead and manage the development of new initiatives, efficiencies, and operational methods; determine and select technology and equipment; and direct program and procedure development, implementation, monitoring, and reporting
  • Developapproveand monitor budget; determine and allocate resources.

Experience, Qualifications, Knowledge, Skills

The successful candidate will meet the following qualifications:

  • Has ten years of increasingly responsible management experience in human resources, organization development, or other applicable fields that provide the knowledge, skills, and abilities to perform the key roles and responsibilities of the positions. Preference will be given to candidates who have education and training in Organization Development and Human Resources, or equivalent combination of skills and experience.
  • Is a skilled people leader who:
    • Has effectively led with and modeled behaviors that promote racial equity and social justice focused strategies, operations and service delivery.
    • Brings a robust “Customer First & Always” mindset and servant disposition for internal and external customers.
    • Has demonstrated experience building effective teams in diverse work environments while creating strong morale, instilling vision and purpose, and fostering open dialogue.
    • Is interested in and inspired to develop and lead direct reports, furthering people's career goals, providing challenging and stretching tasks and assignments, and effectively developing all levels of staff.
    • Is able to influence other leaders at all levels of the organization and advocate for the Employee Services mission and role.
    • Knows how to build relationships and treat all employees and customers equitably, with respect and dignity, as well as solve problems.
    • Has experience working with labor and the ability to develop and nurture strong, productive relationships with union leadership, respecting established processes and fostering an environment of mutual respect.
    • Is an excellent communicator, both in oral and written communications.
  • Is a strategic human resources leader who is:
    • Is proactive, empathetic, thoughtful and thorough in working through conflict and disciplinary actions and HR consultations.
    • Knowledgeable about how organizations work and how to get things done both through formal channels and informal networks.
    • Able to effectively deploy people strategies to help an organization achieve its business objectives.
    • Able to make complex decisions and to deal with concepts and complexity comfortably, in a capable and agile manner.
    • Able to see clearly ahead, anticipate future consequences, effectively set priorities, and have broad knowledge, perspective and the ability to articulate possibilities and spend time on what is important.
    • Is skilled in process management and can quickly see the steps to accomplishing a task.
  • Has high integrity and a commitment to continuous improvement and:
    • Ability to exhibit composure and practice attentive and active listening.
    • Has a good sense of self, knowing personal strengths, weaknesses and biases and the impacts of these on others, particularly those you lead; possessing a commitment to continuously advancing this self-awareness.
    • Can demonstrate transparency and build trust, courageously and consistently acting upon a strong set of core values that are aligned with King County Metro Transit's values.
    • Has the ability as a leader to facilitate difficult conversations, particularly related to race (and other protected classes), power, and privilege.
    • Has the leadership courage and ability to identify and take steps necessary to ensure that all have equitable opportunities to thrive.
