Combined Full-Time Position - the successful candidate will be a member of a four person multi-disciplinary team comprised of other payroll and accounts payable staff that work collaboratively to assist in the timely and accurate processing of payroll and orders and payments to select vendors. This team receives general direction and assistance from the district's Senior Accountant and Assistant Superintendent of Business Services.

Payroll Specialist
6.40 hours/day for 261 days/year (year-round position; prorated for current contract year)
$19.46 - $25.68 (depending on experience) + 6% "PERS Pickup" (Effectively $20.63 - $27.22) & Excellent Benefits

JOB SUMMARY
Position uses district electronic and paper systems to gather, record and store information used to generate monthly employee payroll, health insurance and accrued/used paid/unpaid leave data.  Position ensures correct amounts are withheld monthly from employee compensation and dispersed to appropriate federal and state agencies and private vendors (health insurance premiums, 403b, annuities, etc).  Position prepares monthly, quarterly and annual reports for school district use and state and federal agencies.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties of this position include the following tasks.  Employees in this position perform some or all of the following tasks. Other duties may be assigned at any time.

 
  • Accurately calculates and disburses payment for all employee contracts, electronic and paper time cards, and employee benefits. Maintains all employee payroll history records.
  • Maintains compliance with all state and federal reporting requirements, including tax payments and quarterly reports.
  • Works with computerized master payroll file, which is maintained on software located off-site at Clackamas County Education Service District.
  • Updates and maintains individual records on all employees including new or revised W-4’s, retirement data, and any other approved withholdings requested by employees.
  • Maintains and reports monthly to employees all sick leave, vacation, personal, bereavement, emergency and other leave accrual/use pursuant to federal and state law and negotiated agreements with employee representatives.
  • Maintains proper account structure for charging of salary and fringe payments to the proper accounts.
  • Informs employees of significant changes in withholding of federal, state, and retirement/FICA monthly contributions.
  • Processes Workers’ Compensation claims and employee preference regarding sick leave use.
  • Generates and distributes monthly withholdings including annuities, dues, etc., to state and federal agencies and approved vendors through the accounts payable system.
  • Demonstrates knowledge and understanding of all district policies and procedures.
  • Consistent, daily and punctual attendance.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES 
Non-essential duties of this position include the following tasks. Employees in this position perform some or all of these tasks. Other duties may be assigned at any time.
  • Performs support processing for other accounting cycles as needed.
  • Maintains, develops, and provides information for labor negotiations.
  • Operates various office equipment including telephones and photocopy machines.
  • Attends in-service trainings, staff meetings, and other meetings as assigned.
  • Reports issues to the principal and the appropriate authorities including safety, sanitary and fire hazards, vandalism, thefts and errant wildlife.

  • Education and/or Experience: A high school diploma or GED is required.  An Associate Degree or two years of college/university is preferred.  A minimum of three years of comparable payroll experience is required.

Ability to calculate rates, ratios, percentages and proportions.  Ability to read and interpret various charts, bar graphs and similar visual data depictions.
  • Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in oral, schedule or diagram form.  Ability to deal with problems involving more than one variable.

Bookkeeper III
1.60 hours/day for 261 days/year (year-round position; prorated for current contract year)

JOB SUMMARY:
This position is directly responsible for the proper payment of school district non-payroll expenditures including payments on all purchase orders, immediate payment requests, contract payments, primarily for bond capital programs and other payments, as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Essential duties of this position include the following tasks.  Employees in this position perform some or all of the following tasks.  Other duties may be assigned at any time
  • Reviews and ensures timely payment of district liabilities for contracts, purchase orders, invoices, immediate payment requests, payments to schools and non-payroll payments to employees. 
  • Responsible for verification of receipt of merchandise or service before payment is made to vendors or other payees.
  • Monitors disbursements for contracts, purchase orders and invoices, and compares them with authorized budget expenditures.  Reviews year-end accounts payable balances and encumbrances.
  • Works with all schools and departments to ensure timely payment of all district obligations. Coordinates the receipt, accounting for and deposit to district accounts of all funds received by the district.
  • Responsible for issuance of appropriate billings for all district activities and services.  Oversees and reviews billings by departments assigned to bill directly for services.
  • Works with all schools and departments to ensure timely receipt of payment for district activities and services.
  • Maintains accurate and readily accessible voucher files to facilitate review of all district non-payroll expenditures by the Assistant Superintendent of Business Services, Bond Team, other schools and departments, and outside auditors.
  • Uses procedures and systems necessary to maintain appropriate paper and electronic accounting records and adequate internal accounting controls.
  • Resolves past due and problem invoices for district activities and services and documents resolution.
  • Consistent, daily and punctual attendance.

Special Requirements:
The person selected for this position must be able to provide: proof of college education, verify identity and employment authorization, complete a pre-employment record check and be approved by the State Department of Education after having a Fingerprint-Based Criminal History Verification completed.  The selected candidate will pay $10-$20 for fingerprint transmission and $59.00 for the verification check.
