Job Summary: The Integrity Officer will enforce and provide guidance on compliance with ethics laws and regulations and conflicts of interest that apply to all employees of the organization. Will assist the Chief Ethics and Compliance Officer (CECO) with insuring that both the organization and all personnel comply with the legal obligations related to, but not limited to: NYS Code of Conduct, financial disclosure requirements, mandatory ethics trainings, review of outside activities, honoraria, official activity expense payments (travel), acceptance of gifts, political activity restrictions, nepotism, post-employment restrictions, and reverse two-year bar. Essential duties and responsibilities include: Integrates the organizational ethics message throughout the Upstate culture; Responsible for compliance with the NYS JCOPE mandates, SUNY Project Sunlight, and Federal Sunshine Act; Assists in the provision of organizational ethics and conflicts of interest training throughout the organization; Conducts related audits and risk assessments and identifies potential areas of ethics and conflicts of interest vulnerability and works in conjunction with the CECO to develop corrective action plans; Conducts investigations pursuant to complaints and allegations of ethical wrong-doing or conflicts of interest, prepares written investigative reports and works to resolve issues in consultation with the CECO; Serves as liaison between the organization and the CECO; Provides guidance to the organizations' employees in the implementation of ethics laws; monitors ethics-related matters, including new laws, regulations, policies and advisory opinions; Participates in organizational committees related to ethics and conflict of interest issues; Promotes a culture of integrity by fostering awareness of ethics laws and obligations and serves as a resource on ethics questions.  
Minimum Qualifications:

1. Bachelor's degree in Healthcare Administration, Business or related field.
2. Minimum 5 or more years relevant experience with regulatory compliance activities, including progressively responsible leadership roles.
3. Prior experience in an industry-related organization.
4. Must never have been convicted of a criminal offense in any jurisdiction or have been found in violation of ethics rules or any similar rules of any other profession or trade organization or licensing board to which the individual is a member or is governed by.
5. Ability to work with confidential information and highly sensitive data.
6. Excellent interpersonal, verbal and written communication skills with the ability to listen
and to make others comfortable reporting incidents of perceived conflict of interest and ethical concerns.
7. Self-motivated, detail-oriented, highly organized who can function independently as a leader or subordinate.
8. Proficiency in MS Word, Excel and PowerPoint mandatory.
9. Experience with preparation of effective presentations and reports.
10. Strong analytical skills with ability to research complex, regulatory issues for interpretive purposes.
11. Strategic thinker and problem-solver.
12. Consistently demonstrates integrity, initiative and team-building support and acts as a role model for professionalism.
13. Committed to continuous improvement objectives.

Preferred Qualifications:

Master's Degree preferred


Board certification (CCEP) by the HCCB in Ethics preferred.

Comprehensive knowledge of pertinent rules and regulations applicable to academic medical center, including but not limited to, conflict of interest, NYS Public Officers Law, Anti-Kickback Statute, Ethics Laws, etc.
