Be a part of King County Parks! We are seeking a meticulous and collaborative individual to provide grants contract support services as a Contracts Specialist II.  This is an exciting opportunity to help shepherd millions in grants contract funding meant to help promote a prosperous and socially just King County. Through our recently approved  2020 - 2025 King County Parks, Recreation, Trails, and Open Space Levy, we are distributing 100 million in grant funds over the next several years.

In close collaboration with program staff, the successful candidate will manage a range of processes and issues related to grant contract advertisement, proposal review, contract execution, and grant contract program management. You will work with King County’s centralized contract team in order to ensure that proper steps are taken in the disbursement of contract funds. This position will also work closely with the Parks Accounting Team in order to keep track of funds awarded.

Permanent Telecommuting Requirement
The work associated with this position will be performed remotely on a permanent basis.  There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. 

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.   Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104 

Work Schedule:This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.
 

Job Duties

Key Job Duties:

  •  Analyze, research and make recommendations in support of the coordination and oversight of grants issued. Review all incoming grant applications and requested grant amounts.
  • Work with Parks Project Managers in order to capture grant proposal solicitation documentation and publish through centralized system.
  • Receive and review grant proposals in coordination with evaluation panel.
  • Work with centralized King County agencies and grant awardees in the development of grant contract and route documents for signature.
  • Coordinate grant award appeals process in accordance with internal policies.
  • Organize grant database documents to ensure comprehensive audit-ready files; ensure completeness of file documentation for grant requirements; prepare grants for close-out and audit.
  • Recommend contract language in order to ensure program control procedures are followed.
  • Analyze and make recommendations regarding compliance issues, violations of contract/grant agreement provisions and policies and procedures.
  • Monitor and report grant program progress and developments to more senior staff as directed.
  • Lead the development of internal procurement and control policies for goods and services contracts.
  • Assist in capital improvement project control audits and control policy development as directed.

Experience, Qualifications, Knowledge, Skills

Required Qualifications:

  • 3 years of experience in the direct and full-time procurement and management of public contracts.
  • Ability to collaborate and work with multidisciplinary staff with diverse personal and professional backgrounds. Participate with perseverance, patience, and humor in high-paced contracting environment with overlapping deadlines.
  • 2 years’ experience with Public Works projects
  • Demonstrated proficiency in the use of Microsoft Office products.

The Most Competitive Candidates Will Have:
  • Experience with contract management software systems
  • 4 or more years experience in public contracting
  • 3 or more years experience in public works
