Summary

Public Health - Seattle & King County (DPH) is seeking a Program Manager III (Project/Program Manager III) position within the Administrative Services Division, to manage the Consolidated Contract with the Washington State Department of Health, coordinating with the State Department of Health (DOH), department leadership, program, and fiscal staff to streamline contract methods – promoting a more efficient use of public health funds and improving public health outcomes. 

The Consolidated Contract with the Washington State Department of Health is the mechanism used to transmit federal and state funding for public health services to the local health jurisdictions where the services are delivered.

We are looking for an enthusiastic team member to identify innovative ways to enhance our effectiveness in meeting department operational expectations and improving communication and transparency with contractual partners. development and reporting of targets, performance measures, strategies and actions, and analysis of budget needs and cost recovery options.

The position is expected to have a strong technical background in contract developments, monitoring and management, and knowledge and experience in public health.

This position will model and build a culture of excellence, transparency, and accountability: incorporating the County's Equity and Best Run Government principles, and ensuring policies, practices, and agreements are followed; and, guiding in a manner consistent with the strategic plans. The position is expected to be highly skilled at building relationships with stakeholders, facilitating discussions, and making decisions that satisfy diverse interests and contribute to organization goals; and effectively communicating key strategies to program management, fiscal staff, and leadership.

This is a term limited position anticipated to last twelve months, however, the end date of this position may be extended as needed.

Job Duties

  • Represent DPH Divisions to negotiate with DPH and DOH program/fiscal/budget/grant/contract staff to create, review and approve contents of the Consolidated Contract documents.
  • Develop and implement streamlined contracting process that spans contract creation, amendment processes, and contract monitoring and performance management. Determine best practice model to coordinate with programmatic subject matter experts.
  • Coordinate efforts with contract management staff and subject matter experts to develop and document guidelines and process for contractual and program performance management for contractual accomplishments, grant deliverables, and quality improvement processes. Develop process to report performance achievements to the team for dissemination to leadership, and community partners as appropriate. Ensure grant required quality management and evaluation plans are regularly updated and meet funder requirements.
  • Work in close partnership with DOH Contracts Office to ensure accuracy of grant funding and contract requirements.
  • Collaborate with DOH Fiscal Monitoring Unit and DPH Divisions to prepare and participate in the DOH Fiscal Review.
  • Collaborate with budget staff to manage and monitor the Foundational Public Health Services (FPHS) funds received through the Consolidated Contract; plan, co-facilitate and contribute to the FPHS Coordinating Team meetings/check-ins; ensure coordinated communications about funding available and contract requirements related to FPHS funds, as detailed in the Consolidated Contract FPHS Statement of Work.

Experience, Qualifications, Knowledge, Skills

Significant demonstrated experience performing the following areas: compliance with federal grants, contract management and budget management; public health policies and program assessment and performance management.
 
Demonstrated ability to:

  • See the big picture and problem solve from a collaborative solutions-oriented approach,
  • Effectively communicate to a variety of audiences in a variety of styles and methods, 
  • Collaborate and negotiate with stakeholders on complex or controversial issues,
  • Excellent organization skills to manage multiple projects and assignments at one time. 
  • Maintain confidentiality of information and documents as appropriate. 
  • Analyze information and exercise professional judgment, supported by fact-based information, in order to develop practical, value-added recommendations. 
  • Proficiently use office software such as MS Excel, Word, PowerPoint, and SharePoint. 
 
Desired Qualifications:
Combination of education and experience demonstrative knowledge, skills, and abilities equivalent to:
  • Bachelor’s degree involving a major study in public health, public administration, business administration or closely allied field.
  • Five or more years of experience within a government agency focusing on contracts management, procurements, administrative oversight and/or fiscal services.
  • Advanced project management and analysis, and problem-solving experience.

Work location: This position will be based out of the Chinook Building, located at 401 5th Ave in Seattle. The work for this position will be performed predominantly via telecommuting, with occasional onsite work.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: The normal work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm, 40 hours per week. This position is not subject to the Fair Labor Standards Act and is not overtime eligible.
