Summary

Make a difference! The Facilities Management Division is looking for an Assistant Building Operations Section Manager to provide high-level management/administrative/supervisory functions under the direction of the Building Operations Section Manager, including assisting in the oversight of the computerized Maintenance Management System and other business activities of the section.
 
The candidate will possess effective team building skills and the ability to develop and nurture high performing teams. The candidate will have a track record of developing direct reports and having their direct reports develop staff at all levels of the organization. The candidate has skills to effectively deal with ambiguity and conflict.

Through a workforce of over 300 dedicated employees, FMD operates and manages the County's capital assets by developing and maintaining cost-conscious, sustainable, high-quality facilities. The Building Operations Section of FMD maintains approximately 3 million square feet in facilities where King County provides regional services, including the King County Courthouse and District Courts, Maleng Regional Justice Center, King County Administration Building, King County Animal Shelter, and several Public Health facilities. Our facilities range in age from 8 to 100 years, with equipment such as boilers, chillers, DDC controls, ventilation fans, pumps and compressors, and fire/life/safety systems.

Job Duties

SCOPE OF JOB DUTIES 
The successful candidate will demonstrate skill and/or ability at a minimum to: 

  • Assist in developing the Building Operations Section budget by reviewing, evaluating, and approving budgets prepared by unit supervisors; prepare documentation in coordination with the Section Manager. 
  • Oversee Customer Care, Warehouse, Maximo Computerized Maintenance Management System, and maintenance planning operations.
  • Oversee Building Operations mandatory facility/safety compliance programs.
  • Assist in monitoring expenditures in all program areas for the Building Operations Section; review, recommend, and/or authorize purchases of equipment, materials, and contract services. 
  • Assist BOS Manager with human resource and labor relations issues; conduct investigations and make recommendations regarding grievance responses and disciplinary matters; provide guidance on recruitments. 
  • Act as Section Manager, as needed. 
  • Represent BOS Manager in contract negotiations, joint labor management, and labor management committees, as needed. 
  • Assist in developing the annual work programs for Section operations, including staffing and performance standards, benchmarking, and performance monitoring.

Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WHO HAVE: 

  • A strong background in managing and providing strategic leadership to large, multi-faceted organization including working collaboratively at all levels OR any combination of education and experience that clearly demonstrates the ability to perform the scope of job duties.
  • Professional experience in Facilities Management, Public Administration, Public Works, Project Management, or related field. 
  • In-depth progressive supervisory experience in operations management, preferably in public sector jurisdictions with multiple facility locations. 
  • The ability to lead and coordinate matrix and/or cross-functional teams in a   complex, and unionized public organization and to engage client stakeholders to make decisions. 
  • Experience overseeing a computerized maintenance management system, developing budgets, monitoring expenditures, and financial activities of an organization of similar complexity, size, and scope. 
  • Have knowledge and/or experience in monitoring, recording, collaborating, and implementing facilities compliance in areas to include but not limited to: Labor & Industries Elevator program, Building Fire & Safety programs, National Pollutant Discharge Elimination Systems (NPDES), Building High Rise Inspections, Generator annual testing, and other various applicable compliance programs.
  • Have knowledge and/or experience in customer service and warehousing operations.
  • A thorough knowledge of human resource management, and labor relations principles. 
  • Experience implementing programs and policies, communicating performance standards, and monitoring and evaluating work performance of a diverse workforce. 
  • Excellent written/oral communication skills, including the ability to communicate effectively with executive management and diverse stakeholders. 
  • Strong commitment to customer service and demonstrated ability to maintain positive interpersonal relationships with a wide variety of people and stakeholders, both internal and external to an organization. 
  • The ability to conceptualize, develop and implement strategies, systems, standards and plans for a wide variety of functions. Use continuous improvement techniques such as LEAN to accomplish these initiatives.

ADDITIONAL POSITION INFORMATION:

  • This position has been designated by department leadership as a FIRST RESPONDER in the event of a proclaimed emergency. Meaning this position has a role in emergency response and is responsible for the protection and preservation of life, property, evidence, environment and/or restoration of order.

  • The normal workweek is 40 hours, Monday-Friday and may vary dependent on staff schedules and operational needs.
  • This position is on the Duty Manager rotation and is responsible for handling after-hours facility and/or building operational calls.
  • This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.
  • Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; schedule and work location are to be determined.
  • Final appointment is contingent upon successfully passing a thorough federal and county background investigation.
