Job Summary/Scope
Responsible for developing and coordinating the City of St. Joseph's efforts to improve stormwater quality under the direction of the Technical Services Manager.  Primary focus lies with compliance with the requirements in the City's National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit and Combined Sewer Overflow (CSO) Long Term Control Plan (LTCP) as well as related goals, objectives, policies.  Assists as needed in activities related to compliance with the City's other NPDES permits, Industrial Pretreatment Program, and Fats, Oil, & Grease Program.

Essential Duties and Responsibilities

  • Plans, coordinates, supervises, and advocates for compliance with the City's MS4 permit.
  • Develops and maintains a Stormwater Management Plan in compliance with the MS4 permit.
  • Researches and recommends policies and codes for MS4 permit compliance and sustainable watershed management.
  • Coordinates grants related to stormwater quality, including grant writing and management, and working with local partners.
  • Participates on steering, technical, advisory, and planning committees for stormwater and environmental projects and issues.
  • Conducts and oversees illicit discharge field investigations, industrial inspections, and enforcement actions in accordance with MS4 permit requirements, CSO policies, and City ordinances.
  • Conducts and oversees water quality monitoring including stream and storm water sample collection and delivery to a laboratory, use of field monitoring equipment, and rainfall and flow data collection.
  • Records, manages, and analyzes stormwater data clearly and concisely.
  • Stays informed on federal, state, and local water quality regulations, attends regulatory meetings, and provides written and oral information to departmental staff regarding regulatory changes and implications.
  • Manages consultant contracts for water quality studies.
  • Organizes water quality, MS4 program data, and CSO program data into formal reports to be submitted to the Missouri Department of Natural Resources and the US Environmental Protection Agency.
  • Maintains organized files and records for MS4 and CSO compiance and program administration.
  • Prepares and presents oral and written informational reports as well as supplemental visual aids and handouts.
  • Effectively communicates, orally and in writing, with the public and other departments, agencies, organizations, and groups regarding water quality protection.
  • Writes, designs, and coordinates printing of educational and informational materials, webpages, and displays about stormwater for the purpose of public education and involvement.
  • Coordinates the planning, production, and execution of special events including creating special publications and coordinating registration and volunteer participation activities as assigned.
  • Attends workshops, conferences, and other training for professional development purposes.
  • Supervises the work of interns and internal work crews temporarily assigned to assist in various aspects of MS4 and CSO compliance including but not limited to water quality sampling and data collection and response and investigation of illicit discharge concerns.
  • Conducts all work in strict adherence to all applicable Health and Safety rules and procedures.

Material and Equipment Directly Used
Operates a variety of sampling and field equipment, laboratory equipment, and standard office equipment including computers, copiers, scanners, telephones.  Drives a light vehicle.  There may be times when use of a personal vehicle is required.
 
Working Environment/Physical Requirements
Work is performed is a variety of environments including wastewater treatment and conveyance facilities, office, laboratory, industrial facilities, restaurants, construction sites, and streams/rivers.  Work may be performed in a range of environmental conditions such as extreme cold or heat, dust, fumes, wind, precipitation, and noise.  Must have hearing and visual acuity and to be able to stand for lengthy periods of time.  Must be able to walk over uneven terrain, bend, stoop, climb, crawl, and perform other similar physical activities.  Frequently required to lift 30 to 50 lbs.  Some overnight and/or day travel may be required for business purposes.  Vacation and other leave scheduling shall be requested in advance and approved by the appropriate supervisor.
 

Education

Education
Bachelor's Degree in Natural Sciences such as Environmental Science, Biology, Chemistry, or Geology required.


Passing of a drug screening required prior to appointment.

Compensation (Pay):
Payday occurs every other Thursday, for the pay period ending the preceding Sunday at midnight.

Vacation:
You begin earning vacation from the first day on the job. Vacation is earned at the following rates per pay period:

There is no "waiting period" to utilize your vacation accruals. However, use of vacation time is subject to supervisor approval. You may carry over four weeks or 160 hours, (240 hours for 24-hour Fire Personnel) of vacation leave from one year to the next.

Sick Leave:
Should you have any personal illness, injury, doctor or dentist appointments, you may use your accumulated sick leave. There is no "waiting period" to utilize your accruals, however sick leave must be approved by your supervisor. Sick leave is earned at the following rates per pay period:

Retirement:
The City participates in L.A.G.E.R.S. (Local Government Employees Retirement System) retirement program. The City pays 11%, and eligible employees pay 4% of gross salary toward the cost of membership. Early retirement is available at age 55 after five years of service. Full retirement; age 60. Firefighters may retire with reduced benefits at age 50; full retirement at age 55. Firefighters and Police Officers are not subject to Social Security withholding (FICA), except for the Medicare portion currently at 1.45%.

INSURANCE
Health:
The City currently has two PPO plan options. The employee's coverage is paid in full by the City for the base plan. If an employee chooses to buy up or add dependent/family coverage, there is an additional cost to the employee.

The City is currently enrolled in Blue Cross and Blue Shield of Kansas City for health insurance. Co-payments and maximum out-of-pocket expenses, as well as details related to managed care, are covered during employee orientation soon after you start employment.

Dental:
The employee's premium is paid in full by the City. Coverage is available for dependent/family with the premium paid 100% by the employee. The City's dental insurance is provided by CIGNA. There is a $50 annual deductible ($100 per family), except no deductible for preventative services. Enrollment for dependents must either be at the time of employment or during a once-a-year "open enrollment" held each May.

Vision:
A voluntary vision plan is also available to eligible employees.  The premium for coverage is paid for by the employee.  The City's vision plan is provided by Superior Vision.

Life:
Group Term Insurance of two times annual salary is provided. In addition an equal amount of accidental death and dismemberment coverage (AD&D) is provided. Three plans are offered for dependent coverage with the premium paid 100% by the employee. Supplemental Life is also available to EMPLOYEES ONLY in increments from $10,000 up to two times your annual salary. Cost is based on your age and amount of insurance elected. The City's life insurance plan is provided by Minnesota Life.

Supplemental Cancer & Universal Life:
Available to employees and their family members.
Cancer: available at two levels of coverage with rates dependent upon which level is elected and who will be covered under the plan.
Universal Life: life insurance that builds cash value with rates dependent upon amount of coverage desired Smoker/non-smoker rates available.

Both the Cancer and Universal Life are portable policies (can be continued at the same rates after leaving employment with the City.) These policies are through Colonial Insurance.

LTD:
Long Term Disability is available to employees who are unable to perform their job. There is a 120-day waiting period, with payment of 60% of your wage after that time for up to two years. Benefits could potentially be continued up to age 65. Our carrier, CIGNA, determines eligibility and conditions.
