Summary


King County Metro Transit is hiring a skilled Employee Services Policy & Learning Evaluator (Project/Program Manager (PPM) IV) with a commitment to equity and social justice.  You will provide analysis and evaluation of policies and procedures within Metro Transit to determine the most effective methods for consistent implementation of policies and improve efficiency and compliance. This position will also provide evaluation support to the Learning & Development portfolio as well as consultation to other teams in the Employee Services Division: Organizational Health and Development, HR Service Delivery, Transit Employee and Labor Relations, and Drug & Alcohol Program.  

A primary role of this position is to evaluate Metro employee policies, practices, and procedures and recommend solutions, improvement, and alignment with King County’s Department of Human Resources policies, and best practices in developing consistent procedures and practices within a large department.

Job Duties

  • Use qualitative and quantitative approaches to conduct comprehensive evaluations of employee policies, procedures, and practices.
  • Research, study and analyze a variety of policies, procedures, and practices across Metro divisions to determine deficiencies; identify and recommend solutions, improvement, and alignment with County policies where required, and practices support the development of Metro specific policies, procedures, and practices where appropriate. 
  • Identify and develop measurement tools and indicators; collect, analyze, and evaluate data to determine inefficiencies or weaknesses; provide recommendations for corrective measures.
  • Develop and implement process improvement tools to ensure systems and practices comply with Federal, state, and local laws, King County code, and County policies, contracts, and agreements.
  • Ensure analysis and recommendations are inclusive of and fully reflect the Metro’s equity priorities.
  • Prepare reports, flow charts, graphs, and other documents summarizing findings and recommendations; present to stakeholders/sponsors.
  • Develop reports and make presentations to diverse audiences.  
  • Provide guidance and facilitate the use of data and recommendations to inform leadership decisions and strategy execution. 
  • Utilize your analytical, communications, project management, and program evaluation skills to support policy alignment and consistent procedures and practices across Metro.
  • Support the development of overall learning and development evaluation framework
  • Use qualitative and quantitative approaches to conduct comprehensive evaluation of curricula to assess the effectiveness of training and learning events.
  • Collect and analyze training evaluation data to analyze the training program’s effectiveness.
  • Design, implement, and monitor evaluation activities.
  • Support implementation and evaluate the assessment of training programs applicable across the employee life cycle.
  • Provide evaluation consultation and support where feasible to leaders within Employee Services.
  • May support leaders and partners in drafting policies, procedures, and/or standard best practices.
  • Work collaboratively with Employee Services leadership and other partners to facilitate data-informed decision making.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications Include 

  • Demonstrated experience in project and program management with ability to apply project management principles and practices.  Bachelor's degree, or equivalent experience that provides the skills, knowledge, and abilities to perform the key roles and responsibilities of the position.  
  • Experience developing policy, practices, and procedures.
  • Strong strategic, critical thinking, and problem-solving skills.
  • Skill in oral and written communication and persuasion sufficient to manage communications in support of implementation efforts, and present to various audience levels of expertise.  
  • Experience with creating and presenting oral and written presentations to decision-makers.
  • Proven ability to shape data for decision-making policy and practice.
  • Knowledge of evaluation design and implementation, logic models, quantitative and qualitative research methods, data collection and management, and data analysis and presentation to inform internal decision making and external policy and practice. 
  • Self-starter who can lead or participate as a member of a self-directed work team and utilize the resources of other team members.
  • Must be able to handle multiple competing priorities and produce quality detailed work within tight timeframes.
  • Familiarity with Equity in Evaluation principles and inclusive research practices
  • Experience with developing and administering data collection approaches tools using Microsoft suite and appropriate evaluation and data analysis tools.
  • Strong communication skills, with a proven ability to partner and collaborate with customers on projects and work requests, help identify business requirements, document business processes, and recommend solutions.
  • Ability to integrate diverse information from varied sources into compelling graphics and reports.

Competitive Candidates will have (but not required)  

  • Public sector experience in policy analysis, program evaluation design, and implementation in an organization of a similar size or type.
  • Experience leading large, complex projects aligning business needs and leader vision.  
  • Education and or training in policy and program evaluation design and implementation.

Work Schedule  
This position is non-exempt from the provisions of the Fair Labor Standards Act and is eligible for overtime pay. Work schedule is normally Monday through Friday, 40-hour work week. Variations may be required depending on the demands and needs of the work.

Teleworking Requirement

The work associated with this position will be performed predominantly by teleworking; complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

 

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
