To plan, organize and direct the activities of an assigned battalion within the Fire Department including fire suppression, fire prevention, emergency response and/or medical services, hazardous materials services, training, and apparatus and facilities maintenance; to coordinate battalion activities with other divisions and departments; and to provide highly complex assistance to Command staff.

DISTINGUISHING CHARACTERISTICS
Shift Assignment: 56-hour work-week with primary responsibility for overseeing the daily operation of fire suppression or related areas as assigned, representing the fire administration in contact with the public, other agencies, and court.
 
Fire Marshal Assignment: 40-hour work-week with primary responsibility for enforcing applicable regulations, periodic inspection of non-dwelling occupancies, investigating fire cause and origin, overseeing the daily operation of fire prevention, representing the fire administration in contact with the public, other agencies, and court.  Incumbent also willing and able to serve in the capacity as a response Battalion Chief as needed and called upon.
 
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Fire Chief or designee.
 Exercises direct supervision over assigned supervisory and technical or administrative staff.
 

Examples of Duties


EXAMPLES OF ESSENTIAL FUNCTIONS – Duties may include but are not limited to the following:
 
Supervise multi-unit emergency operations, conducting pre-incident planning and deploying assigned resources consistent with incident needs.
 
Develop standard operating procedures and function as staff or command at major incidents.
 
Respond to emergencies as necessary or in the capacity of a field Battalion/District Chief and be familiar with NIMS, ICS and Incident Command principles.
 
Develop ordinances or policies based on specific fire safety problems and concerns.
 
Facilitate approval, legislation and public education of new standards.
 
Establish personnel assignments to maximize efficiency based on program requirements and the knowledge, training and experience of available staff.
 
Supervise and evaluate the performance of assigned staff, counsel and discipline subordinates as appropriate, recommend reassignment or termination; administer formal disciplinary measures initiated by the Chief.
 
Participate in the selection of staff; coordinate work schedules and timekeeping; ensure staff compliance with policies, rules, orders and procedures of department and City.
 
Participate in budget preparation and administration; prepare cost estimates for budget recommendations; monitor and control expenditures within assigned area.
 
Drive, operate, and maintain fire trucks and other emergency vehicles; operate engine pumping equipment and apparatus.
 
Perform fire suppression response duties as needed.
 
Attend, chair and participate in a variety of meetings, boards and committees.
 
Communicate with other fire suppression officials, law enforcement agencies, city personnel and others regarding areas of mutual concern.
 
Receive and resolve fire-related complaints and problems.
 
Assure the preparation and maintenance of numerous Department records and reports; prepare narrative reports, correspondence and inter-departmental communication.
 
Conduct staff meetings and individual conferences to provide instruction, resolve problems, discuss concerns and explain procedural changes.
 
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
 
Perform other duties as required.
 
Additional Essential Functions When Assigned to Fire Marshal:
 
Provide technical assistance to the Planning, Building and Public Works Departments, city design teams as well as private developers and contractors; act as the Chief's representative on environmental reviews in his absence.
 
Assure timely investigation of fire and arson incidents, including coordination with the Davis Police Department, Yolo County Arson Investigation Unit and the City Attorney on suspicious fires.
 
Develop a comprehensive long-range fire prevention program consistent with code and standards requirements to increase fire safety in the community.
 
Be responsible for the field fire prevention effectiveness and the efficient execution of the City's business fire prevention billing fee program.
 
Research, develop, implement, and evaluate codes and ordinances, as well as the inspection process for new and existing structures.
 
Provide oversight and supervision for the field Arson response program.
 
Create public fire and life safety education programs based on local loss statistics and available resources that are consistent with public education needs.
 
Prepare and develop the annual budget and supervise and control expenditures; monitor and maintain program accounts.
 
Provide for effective and thorough building plan review that include new construction, tenant improvement, and vacant structure abatement.

MINIMUM QUALIFICATIONS

Knowledge of:         
Fire Department organization, policies, rules and regulations.

Municipal, state and federal fire related laws, ordinances and codes including applicable standards in the NFPA.

Principles, methods, practices and techniques of fire suppression, prevention, and administration.

Proper utilization, maintenance, and procurement of fire apparatus, equipment, tools, devices, and facilities

Allocation and deployment of personnel and equipment.

Record-keeping techniques.

Oral and written communication skills.

Principles and practices of administration, supervision and training.

EXPERIENCE AND TRAINING

 Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:
 
Experience:
 
Five years as a full-time, paid firefighter.
 
Five years increasingly responsible administrative or supervisory experience in a municipal fire department command position.
 
Additional Experience Requirement for Fire Marshal Assignment:
Three years' experience in professional fire prevention activities including public education, plan review, code development and interpretation, fire investigation and budget maintenance.
 
Training:
 
Equivalent to a Bachelor's degree from an accredited college or university with major course work in Fire Science, Public Administration or related field.  Master's degree in Fire Science or related business field is desirable.
 
LICENSE OR CERTIFICATES

 
Must possess and maintain the following:
 California Class C Driver's License with satisfactory driving record
 
Desirable Certification(s):
California State Fire Marshal, Fire Officer Certificate
California State Fire Marshal, Fire Prevention Officer 1 or Inspector Certificate
California Specialized Training Institute, Haz Mat 1st Responder Operational Level

Supplemental Information

PHYSICAL/SENSORY REQUIREMENTS

On a continuous basis, sit at desk and in meetings for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone; write or use a keyboard to communicate through written means; wear appropriate firefighter clothing, carry equipment and perform duties of a Firefighter as required; lift or carry weight of 100 pounds or less.
