The Children, Youth and Young Adults Division (CYYAD) is one of five divisions in DCHS. CYYAD believes that King County should be a place where all young people have equitable opportunities to be happy, healthy, safe, and thriving members of their communities. The division operates several re-engagement, education, and employment programs for youth and young adults, and is home to the Best Starts for Kids 5 to 24 investments, and Puget Sound Tax Payer Accountability Account’s (PSTAA) K-12, community, and post-secondary investments. 

CYYAD seeks a Contract Monitor to support the implementation of PSTAA. Specifically, this position will provide key administrative and project management support to external relationships across PSTAA strategies, specifically King County Promise contracted partners. The successful candidate will work with internal and external audiences to execute equitable contracts; provide culturally effective support to contracted partners; monitor partners’ progress toward contract deliverables; and assist with the drafting of Requests for Proposals (RFPs) for PSTAA strategies.

 

The selected applicant will possess the ability to produce professional documentation, reports, and visual aids. They will write contracts, track, and evaluate contract service performance measures, manage contract invoices, and coordinate program meeting/event arrangements. They must possess knowledge to effectively interact with diverse audiences including, educators, school administrators, nonprofit staff members as well as youth and young adults (ages 12-24 years).

WORK SCHEDULE/CONDITIONS: This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm.  This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by PROTEC17.

TEMPORARY TELECOMMUTING REQUIREMENT

The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Job Duties

  • Participate in implementation planning and program development activities for PSTAA’s K-12, postsecondary, and community strategies, with an emphasis on the King County Promise, which helps young adults gain access to and successfully complete a postsecondary education. Assist with documentation and recording of meeting minutes.
  • Execute contracts and contract amendments on a regular basis with the support of the K-12, Postsecondary, and Community Strategies Manager and PSTAA Implementation Manager. This may include negotiating scopes of work, helping partners provide needed documentation for contract execution (i.e. proof of insurance) and helping to ensure that contracts are executed in the timely fashion.
  • Build relationships and maintain regular communication with contracted partners. Apply active listening and equity lens to build trust with Black, Indigenous, and People of Color (BIPOC)-led organizations.
  • Work collaboratively with stakeholders to develop a calendar of professional development activities for contracted partners.
  • Complete desktop reviews of contracted partners. Work to understand their progress as well as any challenges faced. Provide support to contracted partners and connect them to resources, as needed, to ensure that their project successfully meets the contract's specific outcomes/requirements.
  • Complete annual/biannual monitoring visits in coordination with the PSTAA management team.
  • Process invoices and collaborate with DCHS’ fiscal team to monitor contracted partners for fiscal compliance with County policies.
  • Process required reports and collaborate with DCHS’ Performance Measurement and Evaluation (PME) team to track outcomes related to PSTAA, particularly the King County Promise strategy.
  • Assist the K-12, Postsecondary, and Community Strategies Manager with Requests for Proposals (RFPs) by developing draft language and researching similar local and national efforts.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Two years of experience with contract management and/or monitoring with a proven ability to support contracted partners and ensure they are successful.
  • Two years of experience developing, providing, and/or overseeing programs serving youth and/or young adults.
  • One year of experience in negotiating terms of contracts or similar formal agreements.
  • Demonstrated knowledge and practice of equity and social justice principles and practices, and understanding of the effects of place-, race-, policy- and systems-based inequities on marginalized communities.
  • Demonstrated ability to build collaborative relationships with diverse partners and community members.
  • Demonstrated high-level professional communication skills, both written and verbal.
  • Demonstrated ability to work independently and as a member of a team.
  • Demonstrated ability to multi-task and work in stressful situations involving changing deadlines.
  • Demonstrated professional level organizational skills.
  • Proficiency with Microsoft 365 Office Suite, including Excel and Outlook, and with Microsoft Teams.
  • Valid Washington State Driver's License, or the ability to travel around the county in a timely manner.
DESIRABLE SKILLS, KNOWLEDGE & ABILITIES
  • Experience working within the secondary education, postsecondary education, or community youth development fields.
  • Experience with online application management systems, specifically as ZoomGrants, and/or relational database applications such as AirTable.
  • Experience with the development of Requests for Proposals (RFPs).
