King County Road Services Division, Engineering Section is looking for a Utility Coordination/Resident Engineer (Engineer III) to join our dynamic team! Our successful candidate will serve as the Engineering Section representative with Utility Companies by providing pre-construction coordination with utility providers that have services impacting the delivery of Roads Capital Improvement projects.  This position will also support the Construction Management and Inspection (CM&I) Unit as a Resident Engineer by providing countywide construction support during the implementation of a variety of complex infrastructure construction projects and supervise, train and support a team of construction inspectors.  This is an exciting opportunity to work with the Road Services Engineering team and make a difference in our community!

Job Duties

Utility Coordination

  • Plan, direct and monitor the work performed by the Utility Support Services Team;   
  • Support Project Managers by leading the Engineering Services Utility Coordination (ESUC) efforts for Capital Improvement projects.
  • Facilitate the resolution of conflicts between utility companies and Capital Improvement Projects.  
  • Coordinate construction work by utility companies to relocate utilities necessary to avoid conflicts with Capital Improvement Projects. 
  • Review proposed utility construction plans to ensure plans comply with the Road Standards and meet the needs of the Capital Improvement Construction Project. 
  • Inspect utility construction work required as part of Capital Improvement Projects to ensure compliance with the Road Standards and Utility Franchise Agreements. 
  • Serve as principal liaison between the Engineering Section and utility companies and their contractors. 
  • Monitor utility company construction crews for compliance with relocation plan during construction.
  • Review, evaluate and comment on proposed and new requirements, codes, laws, franchise agreements and other regulations for impact to Roads. 
  • Represent Engineering Section on task forces and work groups addressing utility and construction related matters, as needed.
  • Participate as a member of the Engineering Section senior staff in a full range of design issues
Resident Engineer
  • Organize necessary resources to implement the construction program.
  • Effectively communicate difficult issues to team members, other division staff, other agencies, management, and the public. Prepare, present, and discuss technical construction engineering information and data with managers and staff, project teams, landowners, elected officials and representatives of other jurisdictions and agencies.
  • Administer detailed contract documentation and track project cost/expenditure data.
  • Conduct and oversee field investigations and constructability engineering assessments of project sites including emergency repairs.
  • Verify appropriate field records are maintained for assigned projects.
  • Inspector Daily Diaries, Weekly Statements of Working Days and Field Note Records that document project payment progress.
  • Review project monthly Pay Estimates prior to submitting for payment.
  • Act as the contract’s “point of contact” on all Contractor to King County correspondence on assigned contracts.
  • Develop and propose resolution of contract disputes with contractors.
  • Monitor the construction scope, schedule, budget and change orders for all assigned projects.
  • Responsible for the development and implementation of Change Orders to assigned projects, includes subtasks to the process.
  • Evaluate issues of concern and develop corrective actions based on contract.
  • Coordinate Change Order process with contractors.
  • Draft and finalize change orders for Engineer’s signature.
  • Implement and administer change order under the terms of each contract.
Technical Support: Road Services Division
  • Work with Maintenance Staff to address any road construction maintenance issues.
  • Work with Design Staff to identify and resolve constructability issues.
  • Review engineering, constructability, and related technical work products prepared by Design engineers, including digitally developed topographic maps, site surveys, specifications and plans.
  • Verify project quantities, project costs and estimates, construction techniques, construction scheduling and sequencing for multiple projects with multiple project work sites.
  • Review environmental documents and evaluate environmental and construction issues and options.
  • Assess project site conditions, develop concept and detailed constructability designs, oversee construction of projects, and assist in development of monitoring plans appropriate to road, bridge, drainage and emergency construction projects.
  • Support the development of construction grant applications by providing construction engineering information and cost estimates. Manage and administer required documentation of grants and budgets for grant-funded projects, including emergency relief.
  • Coordinate project construction needs with contract cities, utility franchisees or other agencies.
  • Collaborate in the drafting of reimbursable construction agreements with contract cities and other agencies.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who have:

  • Bachelor's degree in Civil Engineering or related field with increasingly responsible civil engineering experience, or a combination of relevant education and experience that demonstrates one's knowledge of utility coordination, construction management, and inspection.
  • Experience in road and bridge construction as owner’s representative including significant design and construction experience.  
  • Candidate must have experience in inspecting or leading the inspection of all features of roadway, drainage, paving, and bridge projects.
  • Demonstrated experience and ability to research, develop, negotiate, write and execute contract change orders for all phases of construction.
  • Experience in reviewing road, bridge, drainage, and stream improvement construction plans, specifications, schedules and cost estimates. 
  • Demonstrated knowledge and experience working with WSDOT Standard Specifications and Construction Manual, King County Road Standards and other applicable manuals.
  • Strong problem-solving skills and excellent oral and written communication skills.
  • Ability to develop, implement and maintain workload tracking systems. 
  • Strong customer service ethic;
  • Strong computer and software skills including MS Office, MS Project and Adobe Pro or Bluebeam.

  • A valid Washington State driver’s license is required
  • Employment will be contingent on the success of a pre­ employment physical examination
  • Work performed in the office (home/assigned) and in the field. Work in the field may be performed under unfavorable weather conditions. 
  • Must be able to safely negotiate and traverse steep slopes, and to perform work in the field at a variety of construction sites, which may require walking on uneven, rocky or rough ground. 
  • Must be able to work a variety of work hours including working nights and/or weekends when required. 
  • The typical work schedule for this position is 7:00 am – 3:30 pm, Monday – Friday, with occasional night and weekend work. This position is overtime eligible. 
  • This position is represented by Professional Technical Employees (PROTEC 17).
