Human Resources Director Job Description

 

Required:

   Education- Bachelor's degree in Human Resources, Business Administration, or a related field required. Master’s Degree in Human Resources Management or related Personnel /Human Resources field preferred.

   Experience- Seven (7) to Ten (10) years of progressively responsible experience in the Human Resources field is required. A minimum of three years of supervisory experience is preferred.

   Equivalency- Master’s Degree in Human Resources Management or related Personnel /Human Resources field and five (5) years of experience in Human Resources field.

 

FLSA Status: Exempt

Level: 11

Salary: $66,202.36 - $74,608.59 DOE

 

Background

Southeast New Mexico College formerly New Mexico State University Carlsbad was formed by House Bill 212 in April 2021. HB212 made Southeast New Mexico College an Independent College accredited by Higher Learning Commission. Purpose and Scope

Under limited supervision, the Human Resources Director provides college-level specialized support in various areas of Human Resources Services. Directs and manages the college’s core human resource functions. Provides strategic and operational direction, and provides leadership to the institution in the human resources area. The Director will assist with implementing and directing policy and procedures developed in support of the institution's mission and goals. Oversees the implementation of college-level Human Resource benefits programs and initiatives. Provides professional guidance, coordination, and support in benefits and search committees. Oversees the payroll functions. Monitors and coordinates compliance with SENMC policies, procedures, and standard practices ensuring that related communications are disseminated within the college.

 

Duties and Responsibilities:

During the transition period, payroll is outsourced to ADP. However, the Human Resources Director will be responsible for ensuring that all processes are set for the HR Coordinator and Payroll Manager to meet deadlines for payroll for the current system and the future ERP system (Anthology). The Human Resources Director will assist with the setup and implementation of Anthology as it is designed.  The HR Director will need to have the ability to step in to assist with the functions of the HR Coordinator such as benefits or position announcements, to run payroll effectively, and to assist wherever necessary within the department.

 

The HR Director establishes and evaluates goals, objectives, and procedures to maximize operational and organizational effectiveness. Ensures that services are delivered effectively and cohesively that support the needs of employees, departments as well as the entire campus. Ensures that the campus's human resource administration is compliant with all laws, regulations, and policies. Ensures timely and open communication with college constituencies. Evaluates policy and procedures for system or process improvements. Participates in planning and decision making including the development of campus policy and procedures. Serves as a liaison with campus management and staff to discuss and resolve a variety of human resources issues such as staffing, reorganization, policy and rule interpretation, and related personnel issues. Serves on various committees as a representative of the Human Resources Department. Monitors unemployment claims, performance evaluation programs, Workers’ Compensation claims, Employee FMLA, and Disciplinary Actions. Oversees the Human Resources Coordinator, Payroll Manager, and Human Resources Administrative Assistant. Performs miscellaneous job-related duties as assigned.

 

Knowledge, Skills, and Abilities

Advanced knowledge and understanding of human resources management principles, practices, and standards, as applied to public institutions. Knowledge of computerized information systems used in human resources applications. Knowledge of organizational structure, staffing patterns, and job design. Knowledge of project management principles, practices, techniques, and tools. Knowledge of financial/business analysis techniques. Knowledge of recruitment and employment information documentation and standards. Knowledge of human resource principles, procedures, and requirements. Knowledge of federal, state, and university EEO/AA/Diversity laws, guidelines, and procedures. Ability to interpret and advise on the application of EEOC laws and regulations. Skill in budget preparation and fiscal management. Skill in organizing resources and establishing priorities. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Excellent interpersonal skills and the ability to deal credibly and effectively with senior institutional leadership. Employee development and performance management skills. Ability to supervise and train employees, including organizing, prioritizing, and scheduling work assignments. Ability to foster a cooperative work environment. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Strong analytical and critical thinking skills and the ability to analyze, summarize and effectively present data. Ability to analyze problems and develop creative solutions to complex human resource issues. Knowledge of New Mexico benefits and retirement is a plus. Skill in the implementation of performance management and dispute resolution procedures and documentation. Ability to develop and deliver presentations on benefits and other pertinent topics. Ability to communicate effectively, both orally and in writing. Ability to analyze and assess training and development needs.
