These positions are centrally located within the Performance Measurement and Evaluation (PME) unit of the DCHS Director's Office. PME is composed of a team of dedicated program evaluators who work with partners within and outside of DCHS to test innovative approaches to tackling a variety of system, policy, and service delivery challenges.

This Career Service position leads the evaluation and performance measurement support for the Children, Youth and Young Adults (CYYA) Division. This position allows a senior-level evaluator the opportunity to partner with Division leadership to evaluate King County programs that focus on promotion, prevention, and early intervention for children, youth and young adults. The division is home to the Best Starts for Kids (BSK) 5 to 24 investments, the newly approved Puget Sound Taxpayer Accountability Account (PSTAA) work, and a direct services unit operating several programs for youth and young adults.

Job Duties


 Develop Performance Measures and Evaluate High Priority Initiatives

  • Partner closely with division leadership to support the entirety of the CYYA Division.
  • Supervise and support evaluation staff working to develop, analyze and report evaluation and performance measurement of CYYA strategies, including programs funded by Best Starts for Kids (BSK), the Puget Sound Taxpayer Accountability Account (PSTAA) and the direct services unit.
  • Partner closely with the Public Health co-lead to align Best Starts for Kids evaluation activities across DCHS and Public Health Seattle King County (PHSKC) and oversee a cross-departmental team of evaluators.
  • Provide leadership in the development, implementation, and management of continuous quality improvement (CQI) processes needed to support and improve outcomes for people living in King County.
  • Support the evaluation team’s work with program staff, implementing agencies, stakeholders, and planning teams to design program performance measures and evaluation approaches. This may include leading evaluation efforts for more complex programs.
  • Work with the evaluation team to design and conduct program evaluations of key initiatives using rigorous evaluation methods (e.g., quasi-experimental design).
  • Coordinate with members of PME to develop foundational documents that support standardized workflows and processes across the unit; support and champion compliance with these policies and processes.
Make Meaning of Complex Data
  • Actively engage internal and external partners in the evaluation process.
  • Develop and/or review performance monitoring reports, dashboards, presentations, and other visual representations of data.
  • Develop and/or review data collection instruments and quality assurance processes to ensure accurate and timely data collection.
  • Train and support program staff and implementing agencies on performance measurement, data collection, reporting, CQI and other evaluation related activities.
  • Support the analysis and interpretation of both quantitative and qualitative data using appropriate statistical methods and data manipulation tools.
  • Prepare and present reports and briefings that summarize results and interpretations of findings for a wide range of audiences including policy makers, system administrators, service providers, clients, advocates and/or community representatives.
  • Respond to data requests requiring integrated data or complex analytical approaches.
  • Participate in selected team, work group, division, and department meetings.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

 

  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on communities and populations.
  • Ability to apply a race equity lens to all areas of the work, including methods, analysis, results interpretation and dissemination.
  • At least 3 years of experience conducting program evaluations and developing performance measures.
  • Demonstrated passion and commitment to ensuring children, youth and families are happy, healthy, safe and thriving.
  • Demonstrated knowledge of: quantitative and qualitative analysis principles and methods; principles and practices of intervention research and program evaluation; subject privacy; methods, tools and techniques of applied research; study design and advanced analytic procedures; data collection methods, including surveys; and computerized database systems.
  • Critical thinking and analytical capabilities, and experience developing and implementing continuous quality improvement (CQI) strategies.
  • Superb attention to detail and ability to think analytically. 
  • Experience with data management, analysis, and visualization tools such as SQL, Excel, SAS, R, and/or Tableau.
  • Experience directly supervising staff.
  • Strong oral and written communication skills, including the ability to communicate well with diverse groups in multiple settings.
  • Skilled at writing professional documents for specific audiences including high-level summaries for non-technical stakeholders and detailed technical notes for evaluation colleagues.
  • Strong problem solving and interpersonal skills, including the ability to work independently and maintain collaborative relationships as part of a team.
  • Experience successfully managing complex projects, anticipating stakeholder needs, synthesizing information, making decisions, and meeting deadlines.
DESIRABLE QUALIFICATIONS:   
  • A Master's degree or PhD in social sciences, public health, behavioral health or related field with course work in child development, performance measurement, research methods and statistics and/or equivalent education and experience.
  • Knowledge of social and human service business process and use of performance management tools within a service environment.
  • Experience in community-based and participatory research methods.
  • Experience in the area of youth development.
  • Expert skills in data visualization tools such as Tableau.
  • Expert skills in SQL and statistical software such as R or SAS.
  • Experience extracting, matching, cleaning, managing, and validating data.
  • Familiarity with Results Based Accountability (RBA) framework.
