The York County Planning Commission (YCPC) seeks a candidate for Planner in the Transportation Planning division. Our agency guides sustainable development and preservation to improve the quality of life in York County communities.

YCPC’s Transportation Planning division serves as the York Area Metropolitan Planning Organization’s (YAMPO) staff. Our group of four transportation planners works to advance YAMPO’s goal: a collaborative and integrated land use and transportation planning process that develops a multimodal network to connect people, goods, and communities through diverse mobility options.

In 2022, our primary work includes:

  • 2023-2026 Transportation Improvement Program
  • York County Bicycle and Pedestrian Committee and Plan
  • York County Freight Plan
  • Interstate 83 Traffic and Conditions report
  • Safety Project Evaluation report
  • YCPC’s Public Participation Plan

We seek a motivated, adaptable, and community-minded public servant to join our team. As a transportation planner, you will work closely with residents and partner organizations to inform, build consensus, solve problems, and make decisions that change our built environment. Effectively communicating complex ideas by written, oral, or visual means is crucial in our work.

The Transportation Planner reports to the Chief of the Transportation Planning division.

Core Responsibilities:

  • Analyzing and visualizing transportation-related data, including crash locations, road and bridge conditions, traffic volumes, and congestion
  • Objectively summarizing decision options for elected and appointed officials and logically supporting the team’s recommendations
  • Facilitating project and policy discussions among stakeholders with competing viewpoints
  • Assisting in the development of the four-year program for transportation projects
  • Creating meaningful public engagement opportunities
  • Collecting primary and proprietary data
  • Reviewing highway occupancy permit applications and subdivision & land development plans with regards to access, safety, and congestion
  • Communicating in-person and via email, phone call, & video conference with PennDOT and USDOT staff, municipal and elected officials, partner organizations, and the general public

Qualifications

  • YCPC has three levels of Planner with increasing responsibilities and compensation. YCPC will negotiate the level with the successful candidate based on qualifications and experience.
  • Required for all levels
  • Bachelor’s degree in urban/community planning or a related field
  • Computer literacy, including proficiency in Outlook, Word, Excel, and PowerPoint
  • Strong oral and written skills
  • Ability to work in a team environment
  • Ability to prepare clear and concise reports
  • Ability to exhibit good work habits, such as behaving professionally, providing notice of absences, meeting deadlines, and communicating work problems
  • Participation in early morning, evening, and weekend meetings and events
  • Valid driver’s license

Preferred for all levels

  • American Institute of Certified Planners or other professional certification
  • Master’s degree in urban/community planning or a related field
  • Proficiency in ArcGIS suite
  • Understanding of government and public administration
  • Knowledge of York County, PA
  • Spanish proficiency

Required for Planner – Level II

  • One to three years of experience in urban/community planning or a related field
  • Knowledge of the transportation planning process
  • Ability to significantly contribute to team projects
  • Ability to represent YCPC/YAMPO along with supervisor or colleagues

Required for Senior Planner

  • Three years of experience in urban/community planning or a related field
  • Significant breadth and depth of knowledge in transportation planning
  • Ability to develop work assignments independent of supervisor
  • Ability to represent YCPC/YAMPO independent of supervisor
  • Ability to lead and manage other team members for specific projects
