King County Metro Transit’s Rail Division is seeking outstanding project management professional to become the next Rail Resource Coordinator (Program/Project Manager II) on the Track Access team. This Special Duty Assignment (SDA) will last approximately 6 months and will help us advance our expanding Division's strategic goals.

Metro Transit's Rail Division collaborates with Sound Transit to operate Light Rail service.  Managing and coordinating access to the Light Rail Right of Way is accomplished through the Track Access Permitting program. Under the direction of the Rail Resource Program Manager, this position will coordinate incoming requests as part of the review/approval process for all Right-of-Way access requests. The Rail Resource Coordinator plays a vital role in ensuring the safe and appropriate access to the Right of Way by reviewing, preparing, and managing requests for access to conduct maintenance and repair of facilities within the Right of Way and ensuring all requests are received, reviewed, and completed in a timely, organized, and successful manner.  The individual in this position coordinates information concerning requests between Metro Transit, Sound Transit, and various external stakeholders such as contractors, vendors and city or other inter-jurisdictional agencies.
 
About Metro’s expanding Rail Division:

Metro Transit's Rail Division is responsible for operating and maintaining Sound Transit’s Link Light Rail service on a 24.5 mile route from Angle Lake to Northgate. By the end of 2024, our Light Rail is expected to expand to nearly 60 miles in length, with the planned addition of 19 more stations. These rail services complement Metro's robust fixed-route bus system and mobility services, and the Puget Sound transit agencies are working together to build an integrated system that lets people travel farther, faster, and more easily.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As a Rail Resource Coordinator,  you will:

  • Review and prepare Track Access Permit Requests; approve Track Access Permits in accordance with Standard Operating Procedures (SOP) 6.15. 
  • Review materials submitted by requestors (including work plans and drawings), analyze information for completeness, identify additional requirements and obtain all necessary additional information to safely fulfill request. 
  • Work with all light rail chief work groups to further clarify permit information during group meetings and one-on-ones. 
  • Co-develop and manage web-based Track Access materials and outward facing presence for use by Sound Transit contractors and other permit requestors. Work with the Rail Resource Program Manager, King County Metro Transit Information Technology team and others during the development and management of the webpage and its applications. 
  • Monitor scope and schedule of program and report results. 
  • Foster an equitable, diverse and inclusive work environment 
  • Respond to inquiries related to the Track Access Program and process. Inquiries are from Sound Transit, Sound Transit contractors, and city or other inter-jurisdictional agencies. Provide direction to others about the process. 
  • Produce weekly Track Access reports, post and update Track Access materials in SharePoint. 
  • Gather and analyze data and produce various weekly/monthly/quarterly program status or other reports. Represent Track Access Program at meetings and other meetings as required. If needed, represent Rail Resource Program Manager at weekly Track Access meetings by chairing the meeting.

  •  Experience managing and coordinating projects and/or processes 
  • Knowledge of project management principles 
  • Experience utilizing a computer and other tools to gather, manipulate, and use data to determine accurate solutions and plans
  • Demonstrated knowledge of research methods and ability to find and use data
  • Demonstrated ability to pay close attention to detail and complete work with a high level of accuracy
  • Strong oral, written, and interpersonal communications skills with the demonstrated ability to provide easily understandable information and direction 
  • Demonstrated ability to work successfully with a variety of individuals from diverse backgrounds with diverging opinions and viewpoints 
  • Demonstrated organizational skills for managing and prioritizing a diverse workload with multiple customers Basic quantitative skills 
  • Ability to work collaboratively with internal and external stakeholders to develop solutions to problems 
  • Experience handling multiple tasks and priorities in a fast-paced environment 
  • Skill in solving problems, negotiating differences, and resolving conflicts among multiple stakeholders

  • Proficiency in MS Office, particularly Outlook, Word, SharePoint, and Excel
 
The most competitive applicants for this position will also possess these DESIRABLE QUALIFICATIONS: 
  • One year (or more) of project management experience including initiating, planning, executing, controlling, and closing out the work of a team to achieve specific goals and meet specific pre-determined success criteria within a specified timeframe OR equivalent knowledge/experience to be successful in this role.
  • Previous experience with project coordination related to mobility 
  • Knowledge of Metro Transit Rail Operations
  • Possess a valid Washington state driver's license (or ability to obtain Washington state driver's license upon hire) or alternate ability to travel to off-site locations
  • Intermediate or advanced proficiency with MS office suite, particularly Outlook, Word, SharePoint, and Excel
  • Proficiency in online meeting platforms such as MS Teams, Zoom, and other similar programs

Work Schedule and Location:
This Project/Program Manager II position is an overtime-eligible position that is subject to the provisions of the Fair Labor Standards Act.  The typical work schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m., although work may need to be performed outside of business hours when required.  This position offers a hybrid work schedule that combines telecommuting with occasional on-site work at the Operations and Maintenance Facility-Central (3407 Airport Way S, Seattle, WA).  Some work out of other locations may be required, including the new Operations and Maintenance Facility – East (1925 120th Ave NE, Bellevue, WA).

Requirements when Teleworking
The work associated with this position will be performed through a combination of teleworking and onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.)  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
