Summary

We have a short-term Special Duty opportunity that is open to all qualified King County Career Service employees eligible for special duty. This position is expected to last through October 2021.
 
This Business Development Specialist position administers the King County Contracting Opportunities Program for Small Contractors and Suppliers and related federal Disadvantaged Business Enterprise programs.  

The Business Development and Contract Compliance (BDCC) office aims to increase the participation of Small Contractors and Suppliers, Small Business Enterprises (SBE) and Disadvantaged Business Enterprises, Minority and Women owned Business Enterprises in the county’s contracting opportunities and the workforce of its contractors through its Apprenticeship and Priority Hire programs.

The Finance and Business Operations Division's mission is to provide exceptional customer value for accounting, procurement, treasury, and small business services. For this Special Duty Assignment (SDA) you will be responsible for:

  • Data Analysis and Report Development for contracts related data and initiatives.  Maintain contract files for audit accountability.   Maintain procedures and rules for county and contractor compliance in accordance with county, State, and federal requirements, laws, and regulations. 
  • Evaluate bids/proposals and contracts for compliance with program rules, federal regulations for compliance with EEO and non-discrimination policies and provisions, small and disadvantaged business utilization, and apprenticeship requirements.  Investigate and draft protest responses.
  • Provide customer service to internal and external clients including developing partnerships, identifying and negotiating technical assistance and resources for small business development efforts.  Plan, coordinate, and participate in outreach efforts and events. Plan, attend, and deliver workshops and presentations to a wide variety of audiences. 
  • Develop and recommend new business development strategies and methods to increase the use of small and disadvantaged businesses in the award of county contracts. Administer and provide lead oversight for multiple federal contracting programs.
      
Minimum Qualifications:
 
  • Experience managing programs involving contracting and/or compliance
  • Experience querying and analyzing contract-related data sets; gathering and performing data analysis and reporting results.
  • Ability to learn, understand and apply complex materials such as policies, laws, regulations.
  • Demonstrated experience and skill in drafting, editing, and reviewing comprehensive reports, memos, and other necessary communications.
  • Strong writing and communication skills
  • Ability to perform research, analyze and solve problems 
  • Ability to work individually and collaboratively as a team member 
  • Ability to think differently, are eager to try new things and challenge yourself to improve processes
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work 
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
  • Ability to uphold our Division’s values
  • Ability to work in a remote work environment

The recruitment for this position is open to all King County career service employees who has passed their initial King County probation.   
 
Other Position Information:
This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime-eligible.  Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m., Monday through Friday.  This position is represented by Local 17 PROTEC union.
 
The work associated with this position will be performed predominantly by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared work spaces at various King County facilities.  Employees must reside in Washington state and within a reasonable distance to their King County work site to respond to workplace reporting requirements.
  
Employees will be provided with a County issued laptop and must maintain a work space with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.  The work associated with this position will mostly be performed remotely. Employees must reside in WA state and within a reasonable distance to their King County work site to respond to workplace reporting requirements.
