Position Description

Seattle Information Technology (IT) is seeking candidates for our Project Portfolio Manager opening within the Project Delivery Division.

Seattle IT is the department that provides secure, reliable, and compliant technologies that enable the City of Seattle to deliver equitable and responsive services to the public. Seattle IT manages the city’s technology infrastructure, applications, services, programs, and projects. Job Responsibilities

As Seattle IT’s Project Portfolio Manager, you’ll work side-by-side with leaders across the City to advance strategic, operational, and delivery-focused initiatives while validating alignment to the priorities and mission of the City and departments. Every day will be different, and you’ll have the opportunity to demonstrate and build a wide range of skills. While you will have others to support you and provide guidance, we’ll be looking to you to help craft the tools, systems, and processes that we use to run the portfolio in the future.

You’ll report to the Project Delivery Division Director and can expect strong support and partnership. You will manage the Reporting Analyst who support project portfolio data analysis and reporting.

Key Accountabilities and Responsibilities

Strategic Portfolio Leadership:

  • Define and/or refine the portfolio governance model including decision-making roles and responsibilities to support effective decision making and achieve strategic goals.
  • Create a high-level portfolio roadmap working with key customers using prioritization criteria, interdependency analysis, and organizational constraints.
  • Ensure the portfolio is balanced and aligned with citywide goals and priorities.
  • Determine consistent portfolio management processes and standards using industry best practices.
  • Define and/or refine portfolio processes and procedures including but not limited to project registration, prioritization, and resource allocation; portfolio performance management and risk management; and benefits realization.
Portfolio Performance Management:
  • Define, sequence, and schedule projects and programs according to citywide priorities and prioritization principles.
  • Collect and consolidate key performance metric data in order to report the health of the portfolio regularly to the Chief Technology Officer (CTO), Mayor’s Office, and City Council.
  • Lead and regularly report portfolio risk, including risks to strategic goals, objectives, and business value, and escalated from individual portfolio projects.
  • Manage portfolio changes using organizational change techniques in order to improve portfolio performance and maintain strategic alignment.
Resource Management:
  • Perform portfolio resource demand planning and support workforce planning based on demand.
  • Manage resource demand and supply forecasts and support adjustments to project sequencing or resource assignments as necessary.
  • Serve as “air traffic control” working with project business sponsors, project managers, and resource managers to effectively allocate resources to complete the portfolio.
  • Optimize resource utilization.
  • Conduct resource usage trend analysis.
Relationship Management:
  • Build trust, credibility, and collaborative relationships with clients and other Seattle IT teams to improve project portfolio management services and methodologies and forward the goals of the city.
  • Facilitate customer understanding of portfolio management-related process, procedures, and practices.
  • Foster appropriate partner engagement in portfolio decisions and activities.
  • Drive alignment among various teams and leaders across the city.

Qualifications

Required Qualifications:

You will be prepared for this role if you have the following knowledge, skills, and experience:

  • Bachelor’s degree in Business or Computer Science or equivalent education and/or experience.
  • Consistent record of leading large-scale IT projects or programs, with 5+ years of experience leading an IT project portfolio.
  • Solid understanding of portfolio management (PfMP) domain areas.
  • Exceptional communication skills with the ability to partner and drive alignment at senior levels.
  • High degree of emotional intelligence (EQ), excellent leadership, eye for business, and political awareness.
  • Excellent leadership skills and ability to influence customers and drive decisions to closure; adept at moving executive and senior management to action.
  • Strong problem solving and issue resolution skills.
  • Demonstrated experience in fostering an environment of equity, inclusion, and diversity.

NOTE: Equivalent combinations of education and experience will be considered for the required qualifications.

Desired Qualifications:

You will be best equipped for this role if you have one or more of the following:

  • 2+ years of experience working with or for local government.
  • Knowledge of city budgeting process for capital projects.
  • Portfolio Management (PfMP) certification or equivalent certification or training.
  • Familiarity with project portfolio management (PPM) solutions.
  • Project Management Professional (PMP) certification or equivalent completion of Project Management certification or degree from an accredited institution.
