Summary

The Wastewater Treatment Division (WTD) of King County Department of Natural Resources and Parks is looking for a high performing individual to be part of the Rates, Capital & Debt Management (RCDM) Team in the Finance Section. The Capital Finance Debt Coordinator (Financial Services Administrator) is responsible for managing the strategy, schedule, issuance, and tracking of the WTD debt portfolio. We are looking for a self-starter with strong analytical skills and experience in public finance. Other key responsibilities include ad hoc economic and forecasting analyses to transform data into tools that assist and guide policy development and analysis, as well as supporting the writing of technical reports and briefing documents for a wide range of stakeholders.

WTD maintains a debt portfolio that includes municipal bonds, state and federal loans, and short-term variable rate debt. The division engages in regular debt activity related to new money issuance to fund the capital program, refinancing and defeasance of outstanding debt, pursuing strategies to lower the cost of debt, and debt-related compliance activities. The Capital Finance Debt Coordinator (CFDC) provides leadership within the RCDM Unit managing debt strategy and processes for WTD in coordination with both the County debt manager and the County’s financial advisor.


This position will require an understanding of municipal bonds, federal and state loan opportunities and application processes, rating agency criteria, cash-flow tracking and forecasting, relevant legislative action at the County,  state and federal level, official statement preparation, and compliance with bond covenants, arbitrage requirements and financial policies. Familiarity with utility financial planning and rate-setting will contribute to success in this position. 

This position reports directly to the Finance Section - Rates, Capital, and Debt Management Unit Supervisor.

Who is Eligible: This position is open to all qualified applicants. First consideration will be given to current Wastewater Treatment Division employees who are represented by Teamsters Local 117 and who are covered by the Professional & Technical and Administrative Support collective bargaining agreement or the Supervisors collective bargaining agreement in the Wastewater Treatment Division.

Permanent Telecommuting Requirement:
The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.
 

Job Duties

  • Manage WTD’s short-term and long-term debt program, including working with the County’s debt manager, financial advisor, and bond counsel to determine the timing, amount, and structure of WTD debt issuances and coordinating preparation of official statements and post-issue materials
  • Coordinate with the County’s Treasurer’s office in the management of the newly authorized commercial paper program, including, issuance, redemptions and optimization with other funding sources
  • Prepare and deliver bond rating presentations and formal responses to rating agency questions
  • Work with the accounting unit to prepare quarterly bond reports and debt-related disclosures for the annual audit
  • Coordinate with the accounting unit to ensure compliance with bond covenants, state and federal loan agreements, arbitrage requirements, and WTD and County debt policies
  • Work with the County debt manager and WTD government relations to prepare debt-related legislative materials to maintain borrowing authorization and coordinate legislative actions to sell bonds and issue other forms of debt
  • Monitor and track monthly cash activity in WTD funds to evaluate the need for and use of debt proceeds and opportunities for refinancing and defeasance
  • Analyze complex data, policy, practices, systems, and procedures, document findings, recommendations, and prepare reports
  • Evaluate policy alternatives and prepare recommendations for consideration by any applicable advisory committee and decision-makers
  • Develop, integrate and apply quantitative and qualitative frameworks for the evaluation of capital projects, alternatives, and policies

Experience, Qualifications, Knowledge, Skills

  • Education in Finance, Economics, Accounting, Business/Public Administration, Public Policy, or closely related field (advanced degrees valued but not required to be considered)
  • Experience with public finance and municipal enterprise funds
  • Advanced knowledge of and skills in financial planning, developing financial models, and quantitative analysis, preferably for a public agency
  • Demonstrated ability to research, analyze and interpret financial information to resolve issues and make recommendations
  • Skill in assessing the financial impact of alternative decisions
  • Demonstrated ability to communicate effectively orally, in writing, and prepare materials to present
  • Demonstrated ability to effectively address complex and sensitive issues with different stakeholders and multiple management levels
  • Demonstrated ability to proactively collaborate and problem solve with cross-sectional teams
  • Skills and desire to value and create space for a diversity of view points and voices
