Summary

Seattle & King County Public Health is seeking a seeking two (2) full time, Term Limited Temporary (TLT) Business & Finance Officer II (BFO II) positions within the Assessment, Policy Development and Evaluation (APDE), Chronic Disease and Injury Prevention (CDIP) and Communities of Opportunity (COO) unit. This is a 24 month assignment, with a possibility of extension.  

This position is responsible for the fiscal and administrative aspects of a variety of COVID programs, many of which are federally funded.  The Business and Finance Officer II (BFO II) will prepare, review and manage budgets and budget transactions, participate in the biennial budget process, oversee accounting and financial reporting, ensure both county and federal  internal control systems are adhered to, prepare grant billings, administer contracts, and perform other related Division finance and budget functions.

This vacancy can also be filled as a Special Duty opportunity.

For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employees in King County who have completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

The work associated with this position will be performed predominantly by teleworking; complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.)  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Schedule:

The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. 

Job Duties

  • Perform the financial monitoring, tracking and reporting of assigned Division and COVID support programs and make recommendations in support of established organizational goals.
  • Support program managers with all budgeting and fiscal activities in order to help them maintain proper oversight of grant and program finances.  This includes identifying spending patterns and highlighting budget variances and helping program managers understand where and what type of corrective action might be needed. 
  • Demonstrate commitment in adhering to federal, state, and local regulations regarding compliance.   
  • Support programs in submitting grant progress reports and financial status reports.
  • Create and maintain financial/budget compliance tracking tools, monitoring systems, and reporting procedures and processes.  Ensure that programs understand and use internal controls when engaging in procurement or planning.
  • Track project expenditures, prepare grant billing requests, make corrections to accounting entries, and maintain documentation of expenses to collect revenue from funders.
  • Identify trends and areas where corrective action is needed and develop recommendations for management’s consideration.
  • Oversee grants management and monitoring of assigned programs in accordance with Office of Management and Budget (OMB) Uniform Guidance.
  • Coordinate, interpret and implement federal, state and local laws, policies and procedures.
  • Oversee accounting and financial reporting systems in area of responsibility and perform financial and program system audits.
  • Participate in biennial budget process as needed.
  • Complete all department year-end fiscal tasks as needed.
  • Administer contracts with sub-recipients beginning with establishing contract exhibits and other required documents, setting up contracts in the online contract administration system, monitoring and reporting on progress, and maintaining subcontract files. Conduct detailed review of sub-recipient invoices, route to program staff for approval, follow up with questioned costs, enter invoice into online procurement system for payment, track receipt of payments, and troubleshoot problems with payments.
  • Work with sub-recipients to ensure they understand terms and conditions of their contracts, including financial management of grant funds and reporting requirements, and provide technical assistance to subcontractors to ensure timely and accurate invoicing and financial tracking.
  • Monitor and report on subcontractor spending.
  • Ensure sub-recipients and subcontractors complete contract closeout requirements.
  • Innovate and improve administrative processes for better financial stewardship of public funds, and increased value in direct services to the residents of King County.
  • Process complex expenditure and revenue/reimbursement transactions for special funded contracts, and provide detailed reconciliations and financial analysis.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • At least 2 years of demonstrated knowledge and experience with grants management including compliance, monitoring, and reporting.
  • Demonstrated ability in developing and monitoring budgets.  This includes understanding budget terminology, demonstrated ability to apply budget principles and procedures, and demonstrated ability to effectively interact with budget personnel to facilitate budget formulation and execution. 
  • Demonstrated ability to review, analyze, and interpret federal and state policies and provide guidance and recommendations. 
  • Demonstrated ability to apply quantitative and qualitative analysis and evaluate data for decision-making, and exercise independent judgment and creative thinking to solve problems. 
  • Demonstrated ability to use MS Office for spreadsheets, databases, and word-processing with the ability to prepare charts, tables, graphs, and correspondence. 
  • Demonstrated ability to communicate effectively orally and in writing, develop and prepare training materials and reports, prepare briefing papers for use by executive level management; and present information to a variety of audiences. 
  • Demonstrated ability to work effectively with diverse groups and individuals with the goal of facilitating a productive and positive work environment.
  • Ability to build respectful and productive relationships with external clients, and establish and maintain effective working relationships with multiple stakeholders.
  • Demonstrated ability in prioritizing competing demands and handling multiple projects or tasks simultaneously while meeting deadlines. 
  • Demonstrated skill with organizational, project management, and time management skills. 
  • Demonstrated ability in gathering, analyzing, and presenting information and budget data using Microsoft Excel (proficiency is required). 
  • Strong written and verbal communication skills.  Demonstrated ability to employ proper English grammar, usage and spelling, both orally and in writing.
  • Ability to use knowledge, skills, techniques and systems to define, visualize, measure, control, report and improve processes.

DESIRABLE QUALIFICATIONS

  • Advanced knowledge of grants management, accounting, and public sector budgeting. 
  • At least five years of experience managing federal grants.
  • At least five years working in public sector institutions.
