Summary

King County Information Technology (KCIT) Cloud and Custom Applications Support Team is seeking to hire a Senior Systems Engineer focusing on Custom and Cloud Applications Support. This position will provide outstanding support for applications that span all departments throughout the County, including the Department of Natural Resources and Parks, Law-Safety-Justice agencies, and Metro, as well as the e-commerce and Assessor & Treasury applications; the position will also support enterprise applications and services implemented county-wide. This position will support applications in our portfolio, and lead or back-up our support responsibilities as a part of KCIT's Applications Support Team.

This position will put to use software development and data management skills to engage in coding, scripting, application environment monitoring & assessments, process improvement, application security, data integrity, configuration management, as well as learning and applying newer technologies. The engineer will collaboratively engage in customer service with business counterparts and support colleagues in KCIT. Within IT, the engineer will use their knowledge and experience to work with KCIT Network, Cloud Infrastructure, Server, Software Engineering, and Project and Product Management teams for onboarding new systems, executing system upgrades, building and monitoring system alerts and dashboards, troubleshooting system issues, managing SDLC, and building out system configuration items.

Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . Duration
This position is estimated for a duration of 3 years.

Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay.

Job Duties
  • Responsible for consistently serving as a technical specialist and co-lead on complex, high-impact projects.
  • Provide application support to many applications and solutions, and will be tasked with troubleshooting, configuring and implementing high impact applications and related systems.
  • Perform complex operation and maintenance activities of applications, data and processes involving county businesses.
  • Develop code fixes and minor enhancements to code in order to serve application support requests
  • Provide support for several services and manage daily customer communications. Manage day to day on-demand requests from King County's Departments and software vendors.
  • Assist with management of production update processes for related systems. Adhere to established change management processes.
  • Proactively monitor system changes; identify, analyze, and prioritize relevant system change requests; assess potential system-wide impacts of proposed configuration changes. Assist with associated testing activities.
  • Provide post go-live system maintenance, documentation and cross training to other support operations staff. Provide support for service issues or failures while incorporating issue resolution into team knowledge base.
  • Lead and manage decommissioning of retired applications and migrating applications from aging infrastructure to the supported platforms.
  • Manage system upgrades and implementations through established change management processes and assist with associated activities
  • Prepare application system documentation. Draft complex technical analysis and flow documentation. Work closely with key stakeholders in the development and evolution of these materials. Employ technical writing skills to create end-user documentation including help files, system diagrams, flowcharts, and websites.
  • Monitor system and applications functionality. Troubleshoot, track, resolve, and document significant system and application problems and issues requiring a good understanding of the entire system. Be the contact for system support issues.
  • Serve as technical support on apps portfolio & systems to provide adequate support coverage. Monitor helpdesk request queue and triage or resolve appropriately. This requires a broad understanding of various IT systems and services as well as excellent communication skills.
  • This position will be called into supporting Law-Safety-Justice, Environmental Lab & Hazardous waste, e-commerce, Assessor & Treasury and Metro systems as well as all after-hours supported applications.
  • KCIT is currently transitioning to Product Teams model and in the near future this position may support applications as a part of one or more product teams.
Experience, Qualifications, Knowledge, Skills
  • Bachelor's Degree in an IT discipline or 3 years' experience in systems analysis, application development and support required.
  • Demonstrated competence with MS Windows operating systems required.
  • Intermediate/Advanced proficiency in MS Office products (Excel, Word, Outlook, Visio).
  • Intermediate/Advanced proficiency in tools such as Visual Studio, VS Code, ADO, SharePoint, SSMS, SSRS, IIS.
  • Intermediate/Advance proficiency in languages such as C#, JavaScript, ASP, HTML, CSS, PowerShell, SQL.
  • Basic proficiency in Azure and experience with Azure Dev Ops.
  • Demonstrated understanding of application and database code, architecture and data models in order to implement minor bug fixes or code enhancements, cross train team members on systems, and contribute to the issue/resolution knowledge base
  • Familiarity with software testing concepts: regression testing, negative testing, functional v. non-functional testing.
  • Clear understanding of of SDLC, especially software development and deployment process.
  • Basic proficiency in Microsoft Server troubleshooting/support experience.
  • Ability to adhere to established change management processes. Facilitate complex system changes; identify, analyze, and prioritize system change requests; assess potential system-wide impacts of proposed module configuration changes.
  • Experience documenting results of analysis appropriately; including experience with data flow diagrams, gap analysis, and writing functional specifications.
  • Experience overseeing system enhancement upgrades.
  • Experience in system support: ability to troubleshoot issues, track, resolve, and document significant system problems and issues requiring a broad understanding of the entire complex system
  • Act as the contact for system support issues. Explain business processes. Resolve system issues. Work with internal and external system users.
  • Perform system configuration duties.
  • Advanced troubleshooting skills, analytical and problem-solving skills.
  • Excellent organizational skills and attention to detail.

Desirable Qualifications
  • Five (5) years' work experience in full-stack software development, especially in cloud environments.
  • Certification or equivalent experience in Systems Engineering.
  • Experience in managing servers, networks and cloud resources.
  • Microsoft Dynamics experience preferred.
  • SCRUM/LEAN methodology experience
  • Demonstrated project management skills
  • Ability to lead small teams through all phases of a project delivery lifecycle
  • Strategic thinking and planning skills
