Metro Transit’s Rail is hiring a skilled Maintenance Planner to immediately fill a career service vacancy on the  Vehicle Maintenance team.

The Maintenance Planner is responsible for planning, scheduling, and estimating job costs related to the maintenance activities in Rail Vehicle Maintenance (VM). This role is a valued member of the leadership team as a high level of collaboration with chiefs, leads, and Sound Transit is required to plan and execute fleet-wide improvement projects and activities related to vehicle maintenance and procurement in Rail.

This is an exciting opportunity for someone to utilize their technical and planning skills to make a large impact within our rapidly expanding Rail division, which is preparing to double the amount of Light Rail Vehicles in operation over the coming months. This position's duties will contribute directly to Metro Transit's "Long Game" goals of providing safe, reliable, and equitable public transportation services by ensuring our ability to plan and complete necessary Light Rail Vehicle maintenance services without disrupting our regular service routes. 

The person in this role will have the opportunity to develop a deeper understanding of our Agency’s operations and build rapport with leaders across multiple areas of Metro Transit; such as Finance, Rail leadership, Vehicle Maintenance, etc.   The ideal candidate will be able to leverage multiple tools and software to help Vehicle Maintenance stay on track with multiple maintenance schedules, use metrics and data to hold us accountable, and have strong communication and collaboration skills to ensure key stakeholders are updated during the planning process.

Metro Transit's Rail Division is responsible for operating and maintaining Sound Transit’s Link Light Rail service on a 24.5 mile route from Angle Lake to Northgate. Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. The Maintenance Planner will also:

  • Plan, schedule, estimate and/or coordinate work related to: preventative maintenance, repair, and servicing of light rail vehicles (LRVs) and non-revenue vehicles (NRVs). Prioritize work and determine the maintenance schedule for all fleets of vehicles.
  • Collaborate with our Sound Transit partners to assist with the handling and management of warranties; collaborate and negotiate with vendors to receive goodwill warranties; provide documentation and failed parts to facilitate warranty claims; partner in warranty processing to ensure claims are treated in a timely and accurate manner, payments are received and auditing requirements are met; update equipment warranty records
  • Coordinate with the Maintenance Service Center that is responsible for parts inventory, purchasing and procurement to ensure parts are ordered and adequate materials are available to support vehicle maintenance projects 
  • Develop specifications for procurement of goods, materials and equipment.
  • Estimate and determine labor and material requirements related to the maintenance of revenue and non-revenue support vehicles.
  • Coordinate or assist in the coordination of maintenance and revisions to automated management information system use and operation. 
  • Diagnose electronic trouble codes, alarms or errors reported from the Electronic Control units in fleets to assist technician group.
  •  Serve as a technical resource for work teams handling multiple analytical, planning projects, or programs involving a combination of analysis, planning, coordination, implementation and oversight.
  • Use specialized computer programs to audit, check and monitor work. Estimate and determine labor and material requirements after evaluation and prioritization of work to ensure daily operations are done in accordance to process, procedures and various regulations.  
  •  Coordinate maintenance work performed by external contractors.
  • Prepare alternative maintenance strategies to assist management in determining maintenance program goals and objectives.
  • Audit the performance of Vehicle Maintenance contractors, check on work-in-progress, manage progress payments, and site audit for completion of projects to ensure proper documentation is signed off.
  • Follow up with Labor and Industries findings on safety violation(s), contact vendor to schedule necessary maintenance/repair on a timely manner.

  • Any combination of education and experience that clearly demonstrates the ability to perform the job duties of the position 

  • Demonstrated knowledge of maintenance planningscheduling techniques, and principles  

  • Time management and prioritization skills 

  • A general understanding of how maintenance software and automated information systems are navigated and function 

  • Excellent oral and written communication skills,  organizational skills, and attention to detail 

  • Strong analysis, problem solving, and quantitative skills  

  • Resourceful and independent problem-solving skills, and the proven ability to research information thoroughly 

  • Ability to effectively engage in and sustain relationships with people from diverse cultures and socio-economic backgrounds 

  • The ability to perform work independently and as an effective team member  

  • Demonstrated proficiency with business applications such as Microsoft Office suite (Excel, Outlook, Teams, Word, PowerPoint, etc)  

  • Ability to interpret and apply applicable standard operation procedures, standard maintenance procedures, and operating rules.  

  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities. 

  • Demonstrating a positive customer service orientation with both internal and external clients. 

  • Effective administration, planning and materials management skills. 

  • Ability to successfully compiland prepare spreadsheets and reports. 

  • A strong sense of initiative and self motivation 

The most competitive applicants for this position will also possess these DESIRABLE QUALIFICATIONS:
  • Knowledge of light rail vehicle designor maintenance  of light rail (and /or transit vehicle) components, systems, and equipment.  

  • Knowledge of planning/ scheduling techniques and principles related to vehicle maintenance 

  •  Knowledge of the principles, practices and industry standards that support effective and cost-efficient preventive maintenance and repair of light rail revenue vehicles 

  •  Experience or skill related to using Power BI and other databases to make decisions.  

  •  Familiarity  with APTA standards and guidelines. Technical knowledge about light rail maintenance, maintenance planning, operations, materials, resource allocations, availability, reliability, and all Maintenance Assignments. 

  • Skill in researching, analyzing, and evaluating new maintenance, rebuilding and refurbishment methods, and techniques. 

  • Skill or experience in developing and monitoring departmental and program/project operating budgets, costs, and schedules. 

  • Attention to detail and knowledge in ensuring all appropriate measures are taken to prevent or minimize reoccurrence of maintenance problems, failures, defects, and issues. 

  • Use of Computer Maintenance Management Software (CMMS) or Enterprise Asset Management Software (EAMS) 

  • Understanding of trades/crafts in maintenance setting 

  • Understanding of data systems, data entry experience 

Licensing, Certification and Other Requirements
  • A Washington State Driver’s License is required for some positions
  • Some licenses, certifications and other requirements determined to be necessary to meet the business needs of the employing unit may be required

WORK SCHEDULE
This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not eligible for overtime.  The work schedule for this position is typically Monday through Friday, between the hours of 6:00am and 5:30pm. This position offers some flexibility with schedule, as long as it is approved or pre-planned.

WORK LOCATION
 
This position works on-site at the Operations and Maintenance Facility-Central  (3407 Airport Way S, Seattle)  and occasionally at the Operations and Maintenance Facility-East (1975 124th Ave NE, Bellevue)
