Reports To Director of Planning 
Starting salary of $45,000. Exempt Pay Scale/Grade/Salary: Approved by Salary Board 

The Community Development Block Grant (CDBG) Administrator will perform professional and  administrative tasks required to implement Bedford County’s and Bedford Townships’ participation in  the CDBG Program of the U.S. Department of Housing and Urban Development. The Administrator is  responsible for the appropriate interpretation of federal regulations and administrative guidelines which  govern the expenditures of the PA State CDBG entitlement and ensures compliance with all CDBG  program responsibilities. 


ESSENTIAL FUNCTIONS (Illustrative Only) 
1. Request project proposals and provide guidance and advice to communities and organizations  seeking funding assistance, including determining eligibility for funding. 
2. Advertise public notices and conduct public hearings when necessary. 
3. Administer and oversee income surveys and compile data from responses. 
4. Revise the annual 3-Year Community Development Plan. 
5. Write, compile, and submit applications to the Pennsylvania Department of Community and  Economic Development (DCED). 
6. Write grant proposals, professional services bid documents, and construction contracts.

7. Amend, modify, and/or revise grant contracts, as needed, through the life of each contract.

8. Submit annual and semi-annual progress reports, and closeout reports to DCED.

9. Conduct environmental reviews and compile records.  
10. Write and distribute Request for Proposals (RFP’s) for selection of professional consulting  services. 
11. Work closely with engineers/architects, contractors and community project leaders during  construction including investigating, reviewing, and inspecting project sites to ensure project design, execution, and completion.  
12. Perform various labor standards compliance functions including employee interviews, reviewing  certified construction payrolls, and interpreting wage scales.  
13. Maintain project records for DCED monitoring and County Auditing. 
14. Assist with the administration of the Appalachian Regional Commission (ARC) Grant.

15. Other duties as assigned by the Director of Planning.

QUALIFICATIONS

• Minimum of a BA or BS degree, or equivalent years of experience and training.

• Experience with the Federal CDBG program, grant administration, and/or project  management preferred. 
• Proficient verbal and written communication skills. 
• Must have excellent computer skills; expertise with Microsoft Office software. 


PHYSICAL DEMANDS 
While performing the duties of this job, the employee is regularly required to sit; use hands and fingers;  feel, talk and hear. The employee is frequently required to reach with hands and arms. The employee is  occasionally required to stand and walk, including through graded or hazardous terrain. The employee  must be able to lift and/or move up to 25 pounds. Specific vision abilities required by this job include  close vision and ability to adjust focus.

WORK ENVIRONMENT 
While performing the duties of this job, the employee is mostly working in an office environment though  some field work will be required.
