Description

Professional work with responsibility for technical and long range planning/ comprehensive plan assignments for the Planning and Development Division of the Development Services Department.  Reviews long range planning and zoning issues to ensure effective application of the Seminole County Land Development Code (SCLDC), and Comprehensive Plan.  Through the Development Review process, either as an additional reviewer or Project Manager, reviews comprehensive plan land use amendments, rezones, site plans, subdivisions, permits, and plats. Coordinates with staff from other divisions and fields of expertise during the review process and makes recommendations to ensure conformity with the SCLDC and Comprehensive Plan. Reviews and makes decisions regarding lot splits and lot line reconfigurations. Reviews legal descriptions, and instruments for plats, deeds, and easements for dedication. Through the Development Review Committee participates in pre-application meetings, project development review meetings, and other meetings as needed. Provides customer service to the public, developers, applicants, and fellow staff.  Serves as Project Manager for land use studies and other special projects. Prepares written reports and presents projects before the Board of County Commissioners and the Planning and Zoning Commission.  Contributes to the Development Services Department in achieving its Mission and Vision statements.
 

**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

Essential Functions

Reviews all types of comprehensive plan future land use map amendments, rezones, site plan, subdivision, and other development applications to ensure compliance with the requirements of the County Land Development Code and Comprehensive Plan.
Prepares technical reports, agenda items and makes presentations to County boards such as the Planning and Zoning Commission and the Board of County Commissioners.
Manages projects in the development review process to ensure the consistent, efficient, and effective application of the Land Development Code and Comprehensive Plan. Reviews planning and zoning issues and design criteria related to land development regulations.
Coordinates with other departments, divisions, outside agencies, applicants, developers, and engineers during the review of development projects and makes recommendations to maintain consistency with established codes and regulations.

Additional Duties:   
May process applications, permits, and ordinance revisions associated with the Land Development Code or Comprehensive Plan.
 
Performs research projects and small area studies.
 
Performs other related work as required.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
 

Minimum Qualifications

Bachelor's degree in Public Administration or Business Administration and four (4) years of local governmental planning experience. American Institute of Certified Planner Certification or able to qualify for certification within six months. Any equivalent combination of related education, training and experience which provides the required knowledge, skills and abilities to perform the essential job functions may be substituted. Relevant experience should relate to Land Use Planning, Environmental Planning, Land Development, or related field.  
 
Preference will be given to applicants that demonstrate an expertise in GIS analysis.
 
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Additional Requirements

Extensive knowledge of the principles and practices of planning, zoning, and land development regulations as applied to land development projects.
 
A thorough knowledge of Local, State and Federal regulations pertaining to city and county planning issues, regulations, and programs.
 
Ability to communicate effectively both orally and in writing.
 
Ability to make effective oral presentations, and prepare clear and effective technical reports and correspondence.
 
Ability to establish and maintain effective working relationships with co-workers, subordinates, and managers.
 
Ability to verify mathematical calculations and skill in the use of computers with various programs for planning analysis, database management, document preparation, and general information.
 
Ability to take direction and work independently or in a team environment.
 
Ability to take initiative on assigned projects and meet given deadlines.
 
Must possess and maintain a valid Florida Driver's License.
 
General knowledge of Windows and Microsoft Office, including Word, Excel, Access, PowerPoint and various office software packages.  GIS preferred.
All employees must attend Seminole County required trainings.
Department Specific trainings per position may be required.

Development Review Committee meetings.

Advises developers, engineers, and the public on County policies regarding land development requirements and comprehensive plan requirements. Provides technical assistance to other staff and officials.

Prepares and presents written and oral presentations and reports for the Board of County Commissioners, other government officials and agencies, the community, and other interested groups and individuals.  Works to create community and interdepartmental partnerships.

Represents the County on local technical and advisory committees and at various meetings and conferences. 

Implements and participates in developing and reviewing research, analysis, and interpretations of data.

Provides technical analysis on planning and development issues.

Competitive Wages:  Our compensation system includes competitive hiring salaries. 

Paid Time Off: 
New full-time employees accrue 20 days per year of Paid Time Off (16 days for 24-hour shift personnel).  New part-time employees accrue 83 hours per year of Paid Time Off. Accrual rates increase with service time.

Employees may receive up to one week paid leave per fiscal year for absence due to the death of an immediate family member. 

Florida Retirement System:  All employees in regularly established positions are automatically covered from the first day of employment. Seminole County makes contribution on behalf of the employee and the employee is also required to make a 3% contribution.

Health Insurance: Health Insurance is effective the first of the month after completing 30 calendar days of employment. Seminole County offers a Point of Service (POS) plan. Dependent coverage is also available, the cost is split between the employee and employer. This benefit is not extended to part-time employees.

Life Insurance:  Life and Accidental Death & Dismemberment Insurance for employees, equal to one times annual salary. Not extended to part-time employees.

Long-Term Disability:  Provides 60% of salary after 6 months of disability. Not extended to part-time employees.

Optional benefits (employee-paid) for full-time employees:

Deferred Compensation Plan (457):  Employees may choose to have pre-tax payroll deductions made for deposit into this savings plan up to an IRS-established maximum. 

Dental Insurance: A choice of 3 plans is available for employees and dependents at employee expense. 

Additional Life Insurance: At employee expense, additional life insurance up to five times annual salary; dependent coverage also available. 

Short-Term Disability Insurance:  60% of salary for the first six months of disability at employee expense. 

Cancer and Specified Disease:  Pays a benefit directly to the employee if being treated for this disease.

Flexible Spending Account:  A pre-tax account for childcare and un-reimbursed medical expenses.
