The Office of Academic Personnel (OAP) leverages its subject matter expertise and institutional perspective in academic personnel administration to support the recruitment and retention of the University of Washington's world-class community including faculty, librarians, and academic staff.  In addition, the Equal Opportunity and Affirmative Action (EOAA) is organizationally within OAP although it coordinates EOAA issues, data, and compliance projects related to all employees at the University of Washington (UW).

We have an outstanding opportunity for a Compliance Manager to provide professional expertise in the coordination and management of activities related to equal employment opportunity and affirmative action (EOAA) at the University of Washington. The Compliance Manager will also assist with OAP issues involving policies and compliance with regulated areas of academic personnel administration, not necessarily directly related to EOAA issues.

Reporting to the Assistant Vice Provost, who also serves as the institutional Affirmative Action (AA) Officer, the Compliance Manager plays a key role in the preparation, coordination, and oversight of UW’s Affirmative Action Plan; outreach, collaboration, and project management around UW’s equal opportunity goals; development of resources and training to support hiring units in compliance and equal opportunity/affirmative action goals; participation and representation on various related committees and workgroups; and communication related to UW’s efforts to sustain a successful record of meeting affirmative action placement goals and benchmarks, and institutional goals for equal opportunity in employment.

In serving the UW community, the Compliance Manager joins the entire OAP team in promoting and continually aspiring to excellence, collaboration, integrity, innovation, diversity, and respect.

The Compliance Manager must have the ability to interpret, track, and be responsive to dynamic state and federal laws/regulations. The successful candidate must demonstrate exceptional collaboration, project management, communication, and interpersonal skills in collecting and analyzing data, and in preparing institutional, state, and federal reports.

The Compliance Manager should have considerable experience with affirmative action, data analysis, compensation policies, compliance, and project management, preferably at an institution of higher education.

Furthermore, during an audit by either a state or federal agency, this position will be expected to assume a leadership role and collaborate with the AA Officer and other business partners to coordinate the institution's response.

The Compliance Manager must be able to work independently on certain specific assignments and manage the day-to-day administrative operations of EOAA.


Duties & Responsibilities

Management (50%)

•      Manage, coordinate, and execute the Affirmative Action Plan process; develop, communicate, and adhere to associated timelines; collaborate with AP team, relevant UW offices, and external vendors/consultants as appropriate
•      Prepare, coordinate and implement other UW and related filings, as needed, such as the VETS-4212
•      Coordinate and collaborate efforts to re-survey employees and develop data collection techniques/instruments
•      In collaboration with the OAP and/or the Assistant Vice Provost for Academic Personnel, coordinate implementation of affirmative action related policies to maintain compliance with state and federal laws/regulations including, but not limited, to Executive Order 11246, and coordinate responses to compliance reviews and audits conducted by state and federal agencies
•      Actively participate on the EOAA Advisory Workgroup, engaging in and/or driving discussion related to compliance, services, and outreach; and manage approved EOAA Advisory Workgroup projects or initiatives, developing timelines and providing support to ensure timely and successful completion of deliverables


Analysis (20%)

• Gather, review, analyze, prepare, and disseminate EOAA-related data as needed or as requested by hiring units in accord with project timelines, university policy and standards, and/or applicable state and federal regulations
• Assist in periodic audits to determine progress in the compliance and implementation of affirmative action policy
• Collaborate with staff HR and Academic HR teams and Office of Faculty Advancement regarding search and hire processes; conduct periodic review of recruitment (search) plans in the UW’s faculty applicant tracking system; and manage the recruitment search waiver review and approval process
• Coordinate responses to data requests and recruitment efforts
• Effectively leverage existing reports and participate in the development of new reports to support EOAA-related data needs.

Communication, Training, and Outreach (15%)

• In coordination with OAP Team, develop and deliver communication and training to the UW community around affirmative action and other compliance related issues; coordinate meetings with UW leadership and administrators to deliver and discuss affirmative action data and associated strategies to address any possible areas of under-utilization in the UW's Affirmative Action Plan
• Serve as a resource for the UW community regarding equal employment opportunity and affirmative action
• Coordinate with relevant offices in developing appropriate communications informing the University community of their rights pursuant to state and federal EOAA-related regulations
• Serve as an EOAA expert on various committees and teams, both internal and external to the University
• Perform regular review of EOAA website to update and maintain content

Other Academic Personnel Compliance Issues (15%)

• Provide support and guidance on regulation and compliance requirements related to academic personnel administration including, but not limited to, employment and labor relations, leave regulations, immigration, data privacy, and public records.

Lead Responsibilities:

• EOAA projects including AA annual report and coordination of audits.

Requirements include:

• Bachelor's degree in human resources management, sociology, data management, or related field
• Minimum of four years’ experience in human resources, information management, compliance, or related work
• Experience or familiarity with preparing, managing, and overseeing an Affirmative Action Plan
• Demonstrated success leading initiatives/projects to completion
• Experience managing and producing complex institutional reports (data and written)
• Demonstrated proficiency with data, analytics, and/or related information management software
• Excellent written, verbal, and interpersonal communication skills
• Ability to monitor, comprehend, and implement relevant federal and state laws/regulations
• Experience handling complex issues/sensitive data with discretion and tact
• Excellent critical thinking, problem-solving, and professional judgment skills
• Demonstrated commitment to serving diverse populations/communities representing a range of social, economic, cultural, ideological, racial, and/or ethnic backgrounds.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.


Desired:

• Two or more years’ experience preparing and coordinating Affirmative Action Plans
• Advanced proficiency with information management, statistical reporting, and/or data gathering
• History of successful project management experience or project management certification
• Previous experience working on compliance issues in a complex, highly regulated environment
• Relevant experience in a higher education or large public institution setting
• Ability to prioritize work, initiate projects/tasks, and meet deadlines with minimal supervision
