DCHS’ Housing, Homelessness, and Community Development Division (HHCDD) increases housing stability and develops strong communities. We strive to be an anti-racist division and collaborate with our partners to center historically excluded and systemically marginalized people. HHCDD is looking for an Equitable Development Analyst, Project/Program Manager (PPM II) to support DCHS's efforts to implement a new King County Equitable Development Initiative (KC EDI) to advance self-determination of communities most impacted by historical structural racism and discrimination and communities at heightened risk of displacement.  The new KC EDI will support community-led projects and strategies to resist gentrification and promote access to opportunity. 

 

The Equitable Development Analyst reports to the Equitable Development Program Manager of HHCDD’s Planning, Policy and Special Projects team. This year-long position focuses on contributing to the development of the KC EDI Implementation Plan in partnership with the recently established Community Planning Workgroup, including leading and facilitating community engagement processes, crafting program and policy recommendations and working with departments across King County to align policies and programs with equitable development outcomes. This position will also support DCHS’s participation in anti-displacement efforts in areas of unincorporated King County such as Skyway-West Hill and North Highline.  

 

This position will be responsible for developing and maintaining positive relationships with community-based organizations, particularly in historically underserved and underinvested communities. These relationships will help inform KC EDI practices to better serve community-based organizations through-out King County.

WORK SCHEDULE/CONDITIONS: 

This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end November 1, 2023, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval.  This position is represented by PROTEC17  

 Teleworking Requirement 

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situationsKing County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

King County Equitable Development Initiative Implementation   

  • Under the direction of the Equitable Development Manager, co-design and co-facilitate processes with community stakeholders to develop recommendations for the implementation of a new County-wide equitable development initiative to support community-driven and controlled development led by and for communities most impacted by structural racism and displacement. This includes processes such as: 
    1. Regular planning meetings with the community planning workgroup.  
    2. A day-long hybrid retreat for the KC EDI staff and community planning workgroup; and 
    3. A virtual community meeting to report back on the development of the KC EDI implementation plan with the broader community. 
  • Draft program and policy recommendations based on feedback and input from community stakeholders for reports that will be submitted to King County Council.  
  • Analyze best practices and co-develop recommendations for the design of a new community-led capacity building and capital projects funding and technical assistance program to support community-driven equitable development projects. 
  • Contribute to emerging equitable development and anti-displacement policy research and program development tasks. 
  • Participate in and support the cross-departmental staff workgroup responsible for stewarding the KC EDI implementation planning process in partnership with community stakeholders.  
  • Draft content for briefing materials and participate in presentations for cross-departmental coordination and briefings for DCHS Leadership and King County Council on an as needed basis. 
  • Provide additional project management support such as developing and managing workplans and coordinating meeting logistics.  

Special Projects Related to Anti-displacement  

  • Coordinate and launch a new Request for Proposals (RFP) to support community-led engagement around achieving affordable housing goals through Community Land Trust models in Skyway-West Hill and North Highline.  
  • Provide additional project support as needed on community-led planning processes for implementing anti-displacement strategies for Skyway-West Hill and North Highline.  

Other 

  • Ensure that the County’s equity and social justice goals are incorporated into its equitable development approach.  
  • Perform other related duties or special projects as assigned.

Experience, Qualifications, Knowledge, Skills

  • Bachelor's degree in urban planning, ethnic or critical race studies, public administration, public policy or a related field (or a combination of relevant education, training and/or experience which provides an equivalent background required to perform the work of the position). Experience leading collaborative work in communities of color or other historically underserved communities may be considered relevant experience. 
  • Minimum of two (2) years of experience in community organizing, project management or policy research and analysis with a focus on racial and economic justice, displacement and gentrification, community development, community stewardship of land or a related field (or a combination of education, training and/or experience which provides an equivalent background required to perform the work of the position).  
  • Minimum two (2) years of experience partnering with and building trusted working relationships with community-based organizations led by and for Black, Indigenous and people of color (BIPOC) and/or low-income communities. 
  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, policy and systems-based inequities on BIPOC, low-income and other underserved communities such as immigrants and refugees, people with disabilities, seniors and Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ+) communities.  
  • Excellent oral and written communication skills including the ability to communicate effectively and work with people of various cultural backgrounds. 
  • Excellent project management skills and demonstrated ability to work on several tasks simultaneously, organize and prioritize work quickly in response to changing needs and meet deadlines. 
  • Valid Washington State Driver's License (within 6 months of hire) or the ability to travel throughout the county in a timely manner. 
  • Proficient skills in 2016 Microsoft Suite:  Word, Excel, Outlook, Zoom, and the internet.
Desired Qualifications: 
The following experience and skills are desired but not required:
  • Personal or lived experience with planning, housing or community development issues or challenges.
  • Experience working on equitable development programs or implementing an equitable development project. 
  • Working knowledge of how community-development or affordable housing development is financed.
