Job Overview

The Albany Port District Commission is looking for a skilled and experienced professional as an addition to our team. The APDC is currently undergoing major growth and development and needs an experienced and knowledgeable professional to assist with procurement management. The Compliance and Procurement Coordinator will be responsible for oversight and implementation of the APDC procurement policies and procedures. This will include the coordination of the procurement process, including development of documents, outreach, review, recommendation, authorization, implementation and compliance reporting. This work will be for a variety of purchasing needs including supplies, equipment, various construction projects, consultant and professional services and other potential operational functions or needs as directed by management. This would include and is not limited to RFP/RFQ development and publication through NYS Contract Reporter, proper notification and follow up to bidders and awardees. Responsibilities will include having a full working knowledge of public authority process and requirements, state finance rules, state and federal grant and resource regulatory compliance. 

Responsibilities and Duties

The Compliance and Procurement Coordinator will be responsible for oversight, implementation and periodic review of the APDC procurement policies and procedures. This includes review of policies, understanding of best practices, and in some cases review and assessment of other public authorities and/or port operations practices.

The professional will be responsible for coordination, development and outreach of bid/procurement documentation within necessary /required parameters. The professional will be responsible for all outreach for such bids/advertisement duties as well the direct contact during the process and will undertake or lead the review and recommendation process.  This may include large-scale projects with multi-million dollar cost bidding for various port development activity. The Port is currently undertaking a major development expansion and requires an experienced and qualified professional to assist with components of the project activity. Beyond construction, necessary bids include Insurance, security, financing as well as day-to day needs. In addition to composition of bids, the work will include the following:

  • Process contract advertisement with utilization goals for MWBE SDVOB vendors.
  • Understanding and compliance with state and federal regulatory and grant funding rules and requirements as well as APDC guidelines. This will require gathering pertinent information and dissemination of materials and information as necessary. This also includes continuity of communication with bidders as required by law.
  • Coordination with Port’s general counsel for processing, approval and implementation of a contractor/bidder for review of agreements and/or contracts to ensure that final signatures are properly obtained and filed for backup/integrity purposes.
  • Coordinate completion of procurement paperwork, purchase orders and review so that purchase orders are approved properly and tracked within fiscal and legal policies.
  • Work with management in the legal and fiscal department to streamline and store such agreements and purchase orders for historical reference.
  • Develop MWBE goals annual goals, utilize and track such goals This work would include, direct reporting on NYS Contract Reporter. Work with management to improve utilization procedures to reach annual goals and identify the need for waivers when necessary.

Qualifications

  • A Bachelor’s degree in business, development, accounting or related field is preferred.
  • 5-10 years procurement or related experience preferably for a public authority.
  • Excellent writing skills as demonstrated by expertise in the ability to previously develop bidding documents (examples will be requested).
  • Extensive knowledge of procurement process, regulations and critical guidelines and requirements.
  • Experience with larger procurement projects, including multi million construction and development projects.
  • Flexibility to work as a liaison between management department requirements and goals of various departments.
  • Independence to develop suggestions that will streamline/improve current procurement processes.
  • Attention to detail, follow through, accountability and friendly and confident working manner
  • Knowledge or ability to quickly learn regulatory requirements with an ability to expeditiously administer the process
  • Experience in construction and operations bidding is strongly desired for this position.
