York College of Pennsylvania, a competitive private college in York, PA, seeks a highly collaborative, energetic, and team-oriented Vice President for Finance and Chief Financial Officer (VPF-CFO) who will lead the work of aligning the financial and business operations of the College with our mission, vision, and strategic plan.  Reporting to the President the VPF-CFO serves as the Chief Financial Officer of the College and is responsible for all financial systems at the College as well as the development of long-term financial planning and management systems that will support robust infrastructure development and resource development for the College.  The VPF-CFO will provide management and oversight for accounting functions, investments, reporting, treasury, budgeting and planning, financing of plant and capital expenses, insurance programs, enterprise risk management, the campus store, outsourced vendor operations and contracts, and internal control systems. The VPF-CFO serves as an engaged and collaborative member of the President’s Cabinet and as the primary administrative liaison to the Finance, Investments, and Audit committees of the Board of Trustees.

Under the leadership of new president, Dr. Thomas Burns, the College seeks engaged and innovative candidates who are comfortable with data-informed and community-minded decision making, committed to transparent and thoughtful financial communications, and who have held increasingly responsible financial and administrative positions in an institution of higher education, or another large-scale public or private entity. A bachelor’s degree is required; an MBA or advanced degree, or evidence of on-going professional development, is preferred. Preference will be given to candidates with experience managing major construction projects and their financing (public bonds), negotiating outsourced contracts (food service, etc.), and a large investment portfolio.

Essential Functions

  • Serve as member of the President’s Cabinet.
  • Responsible for the College’s financial planning, including investments, debt management and compliance, bond offerings, and cash flow modeling.
  • Oversight and maintenance of the College budget and long-range planning management systems and processes.
  • Oversight of the institutional audit and ratings processes as well as the campus enterprise risk management process.
  • Monitor budget and spending on all construction projects and be responsible for the purchase of all goods and services required in the operation of the College, as well as the negotiations for contracts related to campus operations.
  • Management of leasing agreements for college-owned facilities with external partners.
  • Support and engagement with revenue generation opportunities.
  • Other duties as assigned by the President.

Experience and Education Required

  • A bachelor’s degree in finance or related field is required.
  • An MBA or advanced degree, or evidence of on-going professional development, is preferred.
  • At least ten (10) years of related professional financial experience that demonstrates progressive responsibility and evidence of strategic leadership.
  • Experience in managing and monitoring significant capital projects and bond financing.
  • Experience in creating and sustaining partnerships with business and non-profit entities.
