Jail Health Services is seeking an experienced administrative and financial professional with strong analytical skills, creative thinking and problem-solving abilities, excellent attention to detail, who is comfortable working with numbers and data.  The ideal candidate for this position enjoys performing detailed accounting work and has the ability to use data to forecast and plan into the future.  This person understands the important link between finance, policy, and operations and can write persuasively to defend budget proposals; feels comfortable working with large data sets and creating data visualizations; and works effectively and respectfully with people from all backgrounds and organizational roles.

The Administrator III performs and oversees a variety of financial and administrative services in the Jail Health Services (JHS) Division and ensures compliance with all relevant requirements.  The incumbent manages a variety of local, state, and federal funding sources; manages expenditures; performs financial forecasting and long-term planning for both operating and capital budgets; performs various financial analyses; supports Division leaders by developing reports to support their sound operational management; and supports the management and oversight of procurement and contracting activities.

Work Location: 

JHS Division Offices are located at 401 Fifth Avenue, Suite 1000, Seattle, WA, 98104.  This position may require up to two days/month in both the King County Correctional Facility in Seattle and the Maleng Regional Justice Center in Kent.
 
Work Schedule: 

The work schedule is M-F (40 hours per week). This position is exempt from the Fair Labor Standards Act and is not overtime eligible.

The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Job Duties

1. Manage local, state, and federal funding sources.
a) Participate in development of grant applications and funding agreements
b) Implement changes to the financial and payroll systems to facilitate billing
c) Develop and submit financial billing reports
d) Track and reconcile project expenditures and revenues

2. Perform tracking, forecasting, and long-term planning for both capital and operating budgets.
a) Participate in budget development based on trend analysis and forecasting
b) Ensure spending is within budgeted limits through financial monitoring and pre-approving significant expenditures.
c) Conduct monthly financial forecasts
d) Track financial status and manage budgets of technology capital projects
e) Partner with JHS Health Operations Manager to manage equipment inventory maintenance and replacement plan

3. Develop and generate reports for management review.
a) Work with managers to understand their information needs
b) Gather data from various sources
c) Analyze data
d) Develop visually appealing and easy to understand reports
 
4. Manage and oversee JHS procurement processes.
a) Develop and/or revise policies and procedures
b) Partner with supervisors to assure procurement activities comply with policies and procedures
c) Approve procurement transactions in Oracle
d) Research and resolve outstanding transactional issues
e) Maintain Oracle EBS security functions
f) Coordinate financial year-end activities
 
5. Coordinate JHS contracts, agreements, and memoranda with Public Health Department contracting group.
a) Participate in vendor selection and negotiations
b) Partner with subject matter experts to develop RFPs, scopes of work, pricing agreements, payment terms, etc.
c) Assure vendors comply with contract requirements
 
6. Conduct financial analyses and make recommendations (examples include return on investment, lease vs. buy, cost modeling, etc.)

Experience, Qualifications, Knowledge, Skills

  • Demonstrated knowledge of management accounting principles
  • Demonstrated skills in financial analysis, financial reporting, financial modeling, accounting and finance
  • Demonstrated skills and experience in budgeting, forecasting, and managing expenditures
  • Demonstrated knowledge of purchasing procedures and practices
  • Demonstrated knowledge of and experience in negotiating, preparing, monitoring, interpreting, and managing contracts
  • Demonstrated skills in administrative policy development and implementation
  • Demonstrated skills in problem solving, decision making, complex business analysis, and providing detailed analytical information to management 
  • Demonstrated skills and experience handling a number of projects or tasks simultaneously, meeting multiple deadlines, and adjusting to changing priorities
  • Ability to work effectively and respectfully with internal and external customers
  • Experience in and ability to influence performance of employees without direct supervisory authority
  • Excellent oral and written communication skills
  • Excellent attention to detail
  • Skills in facilitation and conflict resolution
  • Demonstrated ability and experience in the use of information systems (including ability to use personal computers and network computing systems, with demonstrated skills in Microsoft Applications:  Excel, Word, Outlook, Internet, PowerPoint, and Sharepoint; demonstrated skills in using spreadsheets for creating, maintaining, and analyzing and presenting data.)

Desired Qualifications:

  • Bachelor’s degree in business, finance, accounting, or related field
  • Experience in governmental accounting and finance
  • Minimum 3 years of experience in financial analysis and/or budget preparation
  • Minimum 3 years of experience in large public agency
  • Minimum 3 years of experience in Microsoft Excel spreadsheets (pivot table, formulas, filter, and sorting). 
  • Strong management abilities, including strong interpersonal skills, motivated self-starter, and advanced problem-solving abilities
  • Knowledge of health care billing and claims processing, specifically Washington State Medicaid
  • Knowledge of King County programs, funding sources, policies and requirements
  • Knowledge of King County EBS system and/or experience budgeting in Hyperion/PBCS
  • Knowledge of Public Health practices and mission; a desire and passion to serve the public through assisting Jail Health Services
  • Experience using Lean tools for continuous quality improvement
