Overview

ATSS Group has a client in Pascagoula, MS in need of an Estimating Manager.

GENERAL FUNCTION:  Manages the estimating department and supports preparation of cost estimates for labor, materials and other costs.  Performs under the general direction of the Vice President of Contracts and Pricing.

TYPICAL DUTIES:              

Demonstrate strong ethical leadership and a willingness to engage in a team-first, results driven environment.
Ability to make high-level decisions and ensure senior leadership is apprised of the departmental work load.
Responsible for development of and adherence to departmental policy and procedures for all estimating functions.  Departmental policies and procedures shall be in full compliance with contract requirements as necessary.
Facilitates reviews of cost estimates which include labor and material estimates based on information from highly complex specifications and drawings.  Development of thorough reviews and leadership briefs in accordance with cost proposal schedules are expected in order to ensure the estimated man-hours and material costs are adequately accounted for in the cost estimate.
Provides guidance to the team and supports the department’s cost estimating techniques by assigning production man-hours and material costs to each statement of work. Finalization of a cost estimate will require collaboration with various functional organizations including Supply Chain Management, Engineering, Contract Administration, Operations, Planning and Program Management.
DESIRED KNOWLEDGE, SKILLS & ABILITIES:                

Considerable knowledge of cost estimating relationships for both new business and change order estimates.
Comprehensive knowledge of practices and procedures for developing, preparing, and forecasting cost estimates.
Understanding of government contract compliance requirements.
 

EXPERIENCE & TRAINING: 

Bachelor’s Degree in Business Administration or related field.
Minimum of 7 years’ experience in Cost Estimating and/or job experience in either Program Management, Contract Administration, Finance, Supply Chain Management, or any equivalent combination of experience and training which results in the required knowledge, skills and abilities.
