Summary

The King County Department of Assessments Office is looking for seasoned, dynamic and skilled supervisors to fill the Assessments Unit Supervisor positions within the Accounting Division. Come join our award-winning team!

With a growing portfolio of residential and commercial property parcels, King County's Department of Assessments is looking for interested applicants to apply for the Assessment Unit Supervisor positions to assist in the management and direction of work and employees in the Senior Exemptions/Public Information Section. We are looking for candidates with strong supervision, leadership, and administration skill to ensure equitable outcomes for tax-assessment purposes. The King County Department of Assessments Office is a leader in the industry with our assessment and administrative practices, and our technology. King County Assessments was just the fourth jurisdiction to earn the Certificate of Excellence in Assessment Administration (CEAA) from the International Association of Assessing Officers (IAAO) in 2008. Nearly 15 years later, King County is still one of only 48 counties and Jurisdictions in the United States and Canada to earn the CEAA. This coveted award recognizes jurisdictions that utilize best appraisal, assessment, and administrative practices in their offices.

With our on-line taxpayer technology tools such as eAppeals (on-line appeal filing), Senior Exemption Portal (on-line exemption filing), and other innovations like Localscape (interactive GIS mapping) our agency takes pride in providing taxpayers with the tools they need to review and take actions on their property assessments. We are transparent and accountable, and we are looking for assessment professionals who embody these same qualities.

Job Duties

We have three (3) Assessment Unit Supervisor positions to fill. These Assessment Unit Supervisors will report to the Accounting Division Director and will play a key role in the employee performance management and supervision, as well as senior exemption/public information process oversight and administration. This person(s) will be relied on to ensure that we are on track with our commitment to be one of "Best Assessment Departments in North America". The successful candidate(s) will:
  • Perform all supervision, performance, and personnel-related tasks for assigned staff; write and conduct performance appraisals; provide new staff orientation and training.
  • Plan, assign and direct the work of the Units work, which includes training, evaluating performance and recommendations for discipline.
  • Supervise and review public information and/or senior exemption cases and business processes for completeness and legal ramifications.
  • Participate in the development of internal processes and analytical and computer system improvements aimed at improving the quality and efficiency of the customer service and senior exemption services to taxpayers.
  • Provide expertise and decisions on business issues occurring in the section; resolve taxpayer complaints; provide technical assistance to the public, other departments/divisions and outside agencies.
  • Recommend changes to policies, procedures and division guidelines and suggest plans for their implementation.
  • Develop and coordinate division projects, act as a liaison between division staff and technical staff in other divisions, particularly Assessments' IT division, Treasury, and the Tax Advisors Office.
  • Coordinate and collaboration with other unit supervisors to create seamless customer service across the Senior Exemption and Public Information teams.
  • Utilize a keen understanding of property assessment accounting and administration standards, strategies, and trends necessary to assist in the leadership of the division
  • Have the ability to drive quality accounting and administrative processes that ensure accurate and accountable property parcel administration and property tax exemptions services for our community.
  • Demonstrate strong business acumen, and an ability to work in a culturally and generationally diverse environment.
The three (3) positions and their roles include:

Senior Exemptions Supervisor:
  • Manage the performance of the staff in this unit
  • Approve leave and absence requests of the staff in the unit
  • Subject matter expert in Senior Exemptions program requirements
  • Support team regarding questions regarding SE program rules and application to fact patterns
  • Oversee application assignment and management
  • Application processing escalation prioritization
  • Manage complex applications routed by staff
  • Monitor process flow and identify barriers and roadblocks
  • Provide individual and team training as needed
  • Support Standards and Project Supervisor in developing SOPs
  • Coordinate with unit supervisors and Accounting Director as needed
  • Serve as a back-up for other Unit Supervisors as required
Customer Service Supervisor:
  • Manage the performance of the staff in this unit
  • Approve leave and absence requests of the staff in the unit
  • Gather information from team members on current processes
  • Develop and maintain visible and dynamic scheduling tools for the CS team
  • Identify gaps and/or inconsistencies in current process practices
  • Create and manage measures to ensure customer service provision through counter, phone and email for the the team
  • Provide support and escalation for customer service
  • Provide individual and team training as needed
  • Coordinate with unit supervisors and Accounting Director as needed
  • Serve as a back-up for other Unit Supervisors as required
Quality Assurance Supervisor:
  • Manage the performance of the staff in this unit
  • Approve leave and absence requests of the staff in the unit
  • Regular review of applications for quality
  • Identify, study, and recommend solutions for systemic issues
  • Create and maintain repository of SOPs and resources
  • Monitor team performance (approval, denial, and RFI rates) for alignment
    with SOP and identify future development and training needs
  • Integration of TrueRoll into SE team processes
  • Systemic and ad hoc (citizen reports) of existing SE accounts for changes
  • Manage removal SE accounts for deaths and sales
  • Renewal program development
  • Project and process improvement support
    (First effort focused on continuing review of RFI process and evaluate
    strategies to increase first pass complete information)
  • Coordinate with unit supervisors and Accounting Director as needed
  • Serve as a back-up for other Unit Supervisors as required

The individual(s) selected for this role will at a minimum demonstrate skill and ability to:

  • Strong interpersonal skills including the ability to listen; provide feedback and respond diplomatically to issues or concerns.

  • Skills on the use of personal computers and work processing, spreadsheets, and database management software.
Experience, Qualifications, Knowledge, Skills

We are seeking a candidate(s) who:
  • Has Three (3) to Five (5) years of increasingly responsible performance management experience in accounting and administration related to property assessments, or another related field.
  • Has experience in employee supervision and engagement.
  • Possesses a strong grounding in senior exemptions and property tax administration principles, techniques, and best practices.
  • Is knowledgeable about how customer service operations work, including how to deliver excellence service and improve processes to meet the needs of customers.
  • Has a track record with developing and supporting the performance of employees and implementing detailed and accounting/appraisal-specific processes, best practices, and goals.
  • Can develop metrics and benchmarks to be able to project how results can be used in future initiatives to improve accounting exemption and administration processes.
  • Is customer-focused with a dedication to providing efficient and value-added services to our taxpayers.
  • Is an IT Project Adopter and Leader in the introduction of new technology tools to improve our accounting functions and services.
  • Ability to collaborate with other SEPI unit supervisor positions to solve cross-team problems and improve service to our customers.
  • Is able to supervise, manage, develop, coach and mentor a culturally and generationally diverse staff in a collaborative manner that focuses on engagement, good communication, and team building that is essential for the evolving business needs of the future; and,
  • Is able to understand and apply Equity and Social Justice concepts in the supervision of staff and delivery of customer service.
