The Department of Community and Human Services (DCHS) is looking for a skilled, knowledgeable, and highly motivated team player to work in the DCHS Contracts & Procurement Unit (C&P) as a Temporary Long Term (TLT) Contract Specialist II to assist primarily with the administration of federal COVID-19 relief funds.  C&P develops, implements, and oversees compliance with department wide contracting and procurement processes, supporting program staff in all parts of the department. This includes a portfolio of government funds with complex funding sources, including federal, state, and local funding, in various human service programs and services.

The Contract Specialist II is a professional classification that reports directly to the Department's Contract & Procurement Manager and provides expertise in creating and implementing new, efficient, and effective procurement and contracting methods and processes for human service programs within DCHS. The Contract Specialist II supports staff with procurement and contracting responsibilities in various work units using new contract or procurement methods, policies and procedures independently with nominal supervision. The desired candidate has significant expertise in government procurement, contract management, and experience with organizational change. The ideal candidate will also have experience in the field of human services, and will prioritize social justice and equity and commit to creating forward progress in transforming the health of the population in King County.

WORK SCHEDULE/CONDITIONS: This is a Special Duty or Term-Limited Temporary (TLT) position anticipated to end June 30, 2022, but subject to change dependent on operational need. This position is exempt from the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by PROTEC17.

Teleworking Requirement 
The work associated with this position will be performed predominantly by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.) Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are requiredincluding the wearing of masks in some situations. Job Duties

  • Develop the preparation and advertising of RFPs, using effective contract or procurement methods, policies and procedures, in compliance with federal rules and regulations; develops and implements new procedures for selection of bidders; coordinates public pre-bid/pre-proposal meetings; convenes and trains RFP review panelists; reviews bids/proposals and assures compliance with bid or proposal requirements.
  • Create and compile new contract documents, including drafting unique contract terms and conditions, including unique federal terms and conditions. Ensure that all essential contract documentation is in the procurement contract database, accurate, and complete for audit purposes. Manage voluminous electronic project documentation.
  • Works with subject matter experts to edit scopes of work, technical specifications, and other solicitation/contract documents for clarity and consistency, technical specifications, and other solicitation/contract.
  • Collaborate with team members in creating and implementing department wide contracting policies and procedures and provide direction and training for other DCHS program staff in the requirements and regulations concerning the contract process, including incorporating an equity lens.
  • Assist and provide direction and training for other DCHS program staff in the requirements and regulations concerning the procurement process.
  • Works with Prosecuting Attorney and Risk Management to update and maintain contract templates.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Bachelor's degree in Public Administration, Social Services, or Business and three years of experience in planning and/or implementing social services, government programs; or equivalent combination of education and experience.
  • At least three additional years’ experience in negotiating, preparing, monitoring and/or managing service contracts.
  • Knowledge of management and legal issues concerning formulation and administration of public contracts, claims and change orders.
  • Knowledge of applicable procurement case law
  • Skill in applying procurement theory, principles and practices.
  • Skill in training and conflict resolution.
  • Facilitation skills: ability to work as a team member both internally and externally with other jurisdictions and service providers; engage in planning processes that bring together constituencies representing diverse interests and successfully result in concrete products, including working to incorporate an equity lens into the contracting/procurement process.
  • Demonstrated clear and professional-level writing ability for tasks such as drafting contracts, correspondence, and other internal and external documentation.
  • Ability to work under deadlines, work on a number of tasks simultaneously, and organize and prioritize work quickly in response to changing needs.
DESIRED QUALIFICATIONS
  • Understanding of the public procurement and contracting processes for delivering human service programs.
  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations.
  • Ability to provide trainings and/or technical assistance with diverse groups using adult learning approaches.
  • Interpreting and applying local, state and federal laws and regulations.
  • Certified Procurement Manager.
