King County Metro Transit is hiring forward-thinking and detail-oriented Project Control Engineer I to join a dynamic work group within the Capital Division. The Project Control Engineer I plays an important role in providing contract and project administration services within the Project Controls Office to ensure the success of Metro’s Capital Improvement Program (CIP).

We are accepting applications from all qualified candidates. This recruitment will be used to fill 3 career service (CS) vacancies. This recruitment will create an eligibility pool for future Career Service or Temporary (Term-limited temporary, special duty assignment or short-term temp) positions that may occur in the next 12 months. The eligibility pool will be used at the discretion of the hiring manager or until exhausted.

This recruitment is open until filled. The first review period will include applicants that submit a completed application by April 2, 2023. If needed, the following review period will include applications submitted between April 3 and April 17, 2023. We will continue to update this tentative review schedule as needed or until all positions are filled.

**NOTE: Salary range shown above is the 2018 rates; a new salary rates reflecting possible Cost-Of-Living and/or Market Adjustments since 2018 is currently proceeding to arbitration in April 2023. As a Transit Project Control Engineer I, you would be represented by the Technical Employees’ Association (TEA Code W2). Job Duties

Applying equity and social justice principles (ESJ) is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. In this role, you will also:

  • Review and analyze invoices to ensure compliance with contract terms, standard work, and policies. Process payments, including packaging, routing, and tracking required documents for approval. DocuSign is used to secure required approvals per established Capital Division Sub-Delegation of Signature Authority.
  • Gather and maintain required data for assigned contracts in the contractor payment system within Metro Transit’s Capital Management Reporting System (CMRS).  
  • Conduct compliance review, draft, and route work order agreements, change orders, and amendments, including supporting documentation for approval.
  • Maintain and update various logs (submittals, request for information, change orders and amendments, etc.).
  • Prepare closeout documentation or checklists as required by contract, policies, or regulatory requirements. Secure lien releases. Coordinate with state agencies for outstanding closeout documentation.
  • Create requisitions (utilizing Oracle EBS) receipts and respond to internal and external inquiries for payment information.
  • Assist in the preparation of regular or ad hoc reporting.
  • Responsible for inputting data into the standardized template (MS Project) used for capital projects.
  • Furnish input on existing or assist with the development of new standard works and processes for the workgroup.
  • Participate in discussions at team and unit meetings on various Equity and Social Justice topics.
  • Perform other contract and project administration duties and related tasks as assigned.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who meet the following minimum qualifications: 

  • One year of experience performing contract administration, project administration, or project controls duties in an architecture/engineering/planning setting or construction setting.
  • Excellent organizational skills and attention to detail; ability to complete tasks or assignments within specified deadlines.
  • Ability to work well and respectfully within a diverse team and establish and maintain effective working relationships with individuals from different various positions, cultures, and backgrounds.
  • Ability to demonstrate behaviors that include fairness, respect, inclusiveness, integrity, and ethical conduct.
  • Demonstrated excellent customer service skills, including the ability to provide professional and courteous service.
  • Proficient in Microsoft Office Suite such as Excel, Word, Outlook, Teams, and SharePoint.
  • Valid Washington State driver's license (or ability to obtain Washington State driver's license upon hire) or ability to travel to off-site locations as needed.
  • A bachelor's degree in engineering, business administration, or closely related field OR any equivalent combination of experience and education listed above which provides the applicant with the skills, knowledge, and abilities required to perform the work will be considered.
Desired Qualifications:
  • Certificate(s) or certification(s) in public works procurement, contracts administration, project controls and/or program management.
  • Proficiency using Microsoft Project and Power BI.
  • Experience working with State and Federal grants, including reporting and recordkeeping.
  • Experience working for a contractor or working on a construction site.
  • Experience working for an Architecture, Engineering, or Planning Consulting firm preparing designs, administering contracts, or preparing schedules.
  • Experience using Oracle EBS (iProcurement), or similar software.

Work Schedule

This position has a work week that is 40 hours, Monday through Friday. This is an overtime eligible position that is subject to the provisions of the Fair Labor Standards Act. Work outside normal business hours may be required occasionally. Alternate work schedules may be considered.

Work Location 
The primary location of the position is at the King Street Center, 201 S. Jackson St., Seattle, WA 98104.  However, this is a hybrid position (teleworking and in office).  The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
