Summary

Public Health—Seattle & King County seeks an outstanding operational leader, strategist, and systems-thinker who is committed to equity and serving marginalized populations, and who excels at inspiring, supporting and managing people, to serve as a Regional Health Administrator within the Community Health Services (CHS) Division. In this position, you will join the CHS Leadership Team, oversee Public Health Centers where CHS delivers services, navigate fluidly in a dynamic political and heavily-matrixed organization, collaborate with internal and external partners, and be accountable for employees delivering compassionate and quality care to clients.
 
COMMUNITY HEALTH SERVICES:
King County is seeking to fill a Regional Health Administrator position within Public Health – Seattle & King County (PHSKC), Community Health Services (CHS) Division. The purpose of CHS is to strengthen King County’s safety net services and partnerships to deliver equitable and responsive health care for marginalized communities. CHS provides direct services through its Public Health Center system as well as assures access to quality services through partnerships and regional programs. The Division’s 2021-22 biennial budget is $295 million, with more than 580 employees. Approximately 80,000 clients are served annually in the Public Health Center system. In addition, our regional partnership programs support service delivery to more than 300,000 people annually.
 
The Regional Health Administrator is a member of the CHS Leadership Team and shares in the responsibility to develop and promote a work culture that leads with Racial Justice, promotes resilience, is trauma-informed, and ensures respect between all employees. Three of the overarching County initiatives that guide the work of CHS are being equitable and racially just, emphasizing community and employee engagement, and pursuing social justice. Additionally, PHSKC strives to be a trauma-informed agency and in this context CHS focuses on promoting trauma-informed care and promoting resilience in its workforce, clients, and community.
 
The Public Health Centers provide comprehensive clinical care delivered through a framework of evidence-based practices. Services focus on two primary populations:

  • Low income pregnant women and women with young children and 
  • Low income marginalized adults including:
    • People experiencing homelessness,
    • People with chronic and multiple medical, mental health and substance abuse conditions, and
    • People with limited access to services due to cultural or language barriers.
There are six core program services delivered at our Public Health Centers:
  • First Steps (Maternity Support Services [MSS]/Infant Case Management [ICM]), 
  • WIC (Women Infant and Children Supplemental Food Program), 
  • Family Planning including health education, 
  • Primary Care, 
  • Clinical Dental Services, and 
  • Enrollment into health insurance and other benefit programs. 
 
Not all Public Health Centers offer every program. All Health Centers offer First Steps and WIC, which account for more than 60% of the services provided by the Public Health Center system. First Steps and WIC are also delivered by four Regional Teams (two in North King County and two in South King County).
 
ROLE OF THE REGIONAL HEALTH ADMINISTRATORS:
The primary role for this Regional Health Administrator is as a co-leader of the Public Health Center system, with responsibility for oversight, strategic direction, and operational priorities for approximately half of the centers and their employees.   This position reports to the CHS Division Director.
 
The Regional Health Administrator oversees all aspects of an assigned number of the Public Health Centers including direct supervision of those centers’ managers and has responsibility for performance of the Public Health Center system relative to program and budget goals and objectives. The Regional Health Administrator is pivotal in building a work environment that promotes inclusion, teamwork, a culture of learning and continuous improvement, and which fully enables the staff to utilize their skills and competencies in the service areas provided.
 
In a heavily matrixed organization, the Regional Health Administrator works closely with CHS Deputy Director, Program Quality Manager, Operations support staff, and Finance Manager, who provide programmatic, budget and quality oversight of the programs offered at the Public Health Centers as well as the business practices at each site. CHS has Program Managers or Health Services Administrators for First Steps, WIC, Family Planning, Dental, Primary Care, and Health Insurance Enrollment. The Regional Health Administrator also works closely with the CHS Medical Officer and Chief of Dental Services, as well as with Human Resources, in order to ensure that the Health Centers implement sound business practices and provide excellent care.
 
In order to assure access to comprehensive services, the Regional Health Administrator works to develop and nurture relationships and partnerships with hospitals, other health care organizations, human service agencies, and local governments. In some cases, partnerships are forged to provide integrated co-located services within Public Health Centers or at sites owned by partners.
 
The Regional Health Administrator is also a public health official assigned to a region of King County.    In this role, the RHA is entrusted with providing quality assurance of public health policy and participating in the development and implementation of health care policies and procedures for the department and King County. Further, the Regional Health Administrator partners with department and division leadership, the King County Executive’s Office, other King County departments, and the King County Council to set and execute on the strategic direction of the Public Health Center system and CHS.
 
During a public health emergency or crisis, the Regional Health Administrator will work with Department and Division leadership, Area Managers, Program Managers, and community partners to address the emergency. The role of the Regional Health Administrator may include the following:
  • Working with Area Managers, Program Managers, unions, Human Resources, and Labor Relations staff, redeploy Public Health Center employees to perform emergency response functions.
  • Working with Area Managers and Program Managers, change how Public Health Center services are delivered and prioritize services.
  • Develop, implement, and manage emergency response strategies outside of the customary Public Health Center services and operations.
 
During this past year, CHS was called upon to develop, implement, and manage major COVID-19 response strategies including testing and vaccinations. CHS was also called upon to respond to the King County and PHSKC declaration that Racism is a Public Health Crisis and to intensify its work to advance racial equity and justice. The Regional Health Administrators have leadership responsibilities in responding to both of these public health emergencies.

CURRENT VACANCY: 
 The open position is the Regional Health Administrator for the Public Health Centers located in Auburn, Federal Way, and Kent. The position also oversees integrated First Steps and WIC services in partnership with HealthPoint Community Health Center at HealthPoint’s clinics across the County. This Regional Health Administrator also supports four Regional Teams (two in North and two in South King County) that deliver First Steps and WIC in community-based locations.
 
This position also partners with its fellow Regional Health Administrator for the Public Health Centers to provide supervision and direction to the Public Health Center system central operations team. Central Operations includes an appointment and registration call center, emergency preparedness/continuity of operations planning, and the system “float pool” which assigns staff and providers to backfill position vacancies.
 
The two Regional Health Administrators are responsible for leading ongoing strategic planning efforts for the Public Health Center system and regional programming of direct services. In this role, the Regional Health Administrators partner with the CHS Business Planning Manager and the Office of Performance Strategy and Budget in the King County Executive’s Office and engages stakeholders to develop and facilitate processes to determine: strategic context and drivers, business challenges and opportunities, and actionable priorities for the Public Health Center System and regional direct services. The position then partners with CHS leadership to develop and support a management system to execute these priorities.

Job Duties

  • Providing leadership for all aspects of the Public Health Center system operations including employee engagement, revenue cycle management, service productivity, program quality, and financial performance. 
  • Training, motivating and empowering health center and regional team Area Managers and site management team members; providing mentorship and guidance; fostering a culture of learning and continuous improvement. 
  • Creating an environment that fosters open communication, inclusion, commitment to quality service, and excitement about the challenge of providing health care services in a dynamic system. 
  • Facilitating and leading processes and activities to develop strategic priorities. Engaging stakeholders for key input. Directing analyses of contextual, assessment and performance data. Driving processes and information to specific, actionable priorities and objectives. 
  • Collaborating with partners to achieve the vision and goals of integrated health services.  Serving as a liaison between CHS and other community partner agencies, other King County departments, and County leadership. 
  • Developing, communicating and supporting division and department priorities and division goals. Collaboratively developing and leading strategies with CHS Leadership team members to meet these priorities and goals. 
  • Supporting the financial strength of the organization by managing and monitoring the capital and operating budgets of the health center system.

DESIRED QUALIFICATIONS: 
  • The most competitive candidates will have a minimum of five years’ experience managing in an ambulatory health clinical practice.

  • Demonstrated ability in managing clinic operations in a federally qualified health center.

Temporary Telecommuting Requirement
