WHO WE ARE
In April 2007, the Metropolitan King County Council created a new countywide special purpose district, the King County Flood Control District, to provide funding and policy oversight for flood risk reduction capital projects and programs in King County. The District brings a comprehensive approach to floodplain management and commits to multi-benefit projects that protect local communities and the health of the environment.
 
The Flood Control District’s Board of Supervisors is its primary governing body and is composed of all nine members of the Metropolitan King County Council. The District is responsible for planning and funding maintenance and repairs of the flood control system.
 
The King County Flood District’s fundamental role in government works to protect lives and property and ensure that a significant portion of King County’s economic infrastructure is safe from the damage that can be caused by fall and winter storms. We are a cooperative small team made up of committed public servants addressing the backlog of maintenance and repairs to levees and revetments, acquiring repetitive loss properties and other at-risk floodplain properties, and improving countywide flood warnings and flood prediction capacity. OPPORTUNITY:
We seek a highly skilled and motivated individual to provide strategic partnership to the Executive Director, and serve as a project manager, strategist, advisor, and communications liaison responsible for policy development and integration of all forms of outreach and communications used by the Flood District.  The Deputy Executive Director is a self-starter with a keen political acumen and has experience working on complex and controversial issues, performing extensive research, presenting analysis, and developing and maintaining valuable relationships among governmental entities.  
 
The successful candidate is a flexible leader who works well with team members to support the District’s objective to protect lives and property from the damage that can be caused by fall and winter storms. This is an exciting opportunity to join the King County Flood Control District staff and play a role in providing a comprehensive approach to flood management and fostering effective partnerships with communities within King County.  The Deputy Executive Director is a full-time, salaried, at-will, overtime-exempt classification that reports directly to the Executive Director but is responsive to all members of the Board of Supervisors.

Job Duties

Applicants must, at a minimum, demonstrate skills and abilities to:

  • Carry out strategic and business planning, as well as an annual work plan, subject to the Executive Director and Board’s approval.
  • Clearly communicate complex ideas and information to the Executive Director and the Board of Supervisors.
  • Advise on a wide range of complex strategic, policy, legislation, organizational and management issues.  
  • Prepare correspondence, reports, legislation or other analytical work as needed.
  • Attend relevant local community meetings on behalf of the Flood District.
  • Lead outreach and networking for the Flood District and ensure a wide array of diverse community partners and organizations.  
  • Acts as a resource for the Board and all staff on the flood control system and flood risk reduction projects in King County.

Experience, Qualifications, Knowledge, Skills

Have a passion for working in the public sector, inspires action in others and leads by example, has experience supporting department directors and elected offices with a proven track record facilitating decisions and successfully navigating a political environment, as well as excellent written and verbal communication skills, initiative, and good judgment
 
Competitive candidates will possess a Business Administration degree or related field and a minimum of three years of relevant work experience in executive-level leadership that includes accountability to legislative bodies, as well as policy and advisory boards OR any combination of education and experience that clearly demonstrates the ability to perform the scope of the job duties.  Candidates may satisfy requirements in a variety of ways; candidates with non-traditional career paths are encouraged to apply.  We value “lived experience” when the candidate can demonstrate the following abilities:
 

  • A Commitment to equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and population
  • Knowledge of local government, its mandates and functions, and familiarity with the regional and local policy issues and challenges. Within King County is a PLUS.
  • Experience working with Elected Officials, and/or Boards or Councils. Within King County is a PLUS.
  • Provide Objective analysis related to policy and legislation development.
  • Able to maintain confidentiality and remain calm under pressure.
  • Skilled at communicating with diverse audiences both in writing and verbally.
  • Flexibility to adapt in a multi-faceted and sometimes fast-paced team environment. 

 

Supplemental Information

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position may be performed remotely. It is possible that the work will be primarily performed remotely on an ongoing basis, depending upon the operational needs of the Council.  Employees will receive a County issued laptop and must maintain a workspace with internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
 
Covid-19 Vaccination Requirement:
 
All Legislative Branch staff must be fully vaccinated against COVID-19. If hired, you will be required to submit proof of vaccination before hire. People are considered fully vaccinated two weeks after their second dose in a two-dose series or two weeks after a single-dose vaccine. Work Schedule: This position is an hourly overtime eligible position; The standard work week for Legislative Branch employees is 35-hours.  This position may occasionally require some non-traditional work hours. The Council supports flexing work time to maintain a healthy work-life balance.
