Public Health - Seattle & King County's Preparedness Section is seeking an Emergency Preparedness Evaluation Manager (Project/Program Manager II) to collect lessons learned, develop improvement plans, and track corrective actions to address areas for improvement identified in exercises and real-world emergency responses.

The Emergency Preparedness Evaluation Manager is responsible for writing Public Health's strengths, areas for improvement, and other observations in After-Action Reports (AARs) for discussion-based exercises, operations-based exercises, and real-world responses. AARs are informed by stakeholder feedback and data gathered by the Emergency Preparedness Evaluation Manager.

The Emergency Preparedness Evaluation Manager is also responsible for evaluating Public Health's overall levels of readiness by using evidence-based assessment tools such as the CDC's Operational Readiness Review (ORR) and by measuring other preparedness- and response-related metrics as defined by the Washington State Department of Health (DOH).

The first review of applications will take place for applications received by 11:59pm on Tuesday, May 30th.

Job Duties
  • Evaluate Public Health Emergency Preparedness (PHEP) planning and operational functions as instructed by the Washington State Department of Health (DOH) and CDC.
  • Following an exercise or real-world emergency response, lead a Corrective Action Process for Public Health where stakeholders recognize and define problems, determine their causes, and recommend appropriate measures to prevent their recurrence in future emergency responses.
  • Write After-Action Reports (AARs) and develop Improvement Plans/Corrective Action Plans that follow Homeland Security Exercise and Evaluation Program (HSEEP) formatting.
  • Work with other Preparedness Section managers to develop, track, and report on performance measures for their respective programs.
  • Foster a culture of continuous improvement within the Preparedness Section.
  • Serve in the Planning Section within Public Health's Incident Command System (ICS) during emergencies.
  • Update a limited set of ICS documents and forms based on corrective actions.
Experience, Qualifications, Knowledge, Skills
  • Experience evaluating trainings, drills, exercises, and/or real-world emergency responses.
  • Experience designing surveys and analyzing survey responses.
  • Experience writing clear and concise reports summarizing evaluation findings.
  • Ability to facilitate meetings where participants are asked to share feedback (e.g., strengths, areas for improvement) related to a program or activity.
  • Ability to track progress and completion of performance measures.
  • Ability to identify and display key metrics in graphs and charts that are easy for stakeholders to understand.
  • Demonstrated project management skills with the ability to handle and prioritize multiple projects simultaneously.
  • Excellent verbal communication and coordination skills.
  • Outstanding attention to detail.
  • Willingness to be a self-starter and to take on new challenges.
  • Proficiency with Microsoft Office products (e.g., Word, Excel, PowerPoint, Outlook, SharePoint, and Teams) to complete daily tasks.
Desired Experience, Qualification, Knowledge, Skills
  • Familiarity with CDC Public Health Emergency Preparedness (PHEP) Capabilities and other national preparedness standards.
  • Formal training in the incident command system (ICS), including completion of ICS 100, 200 and 700 courses.
  • Completion of the Homeland Security Exercise and Evaluation Program (HSEEP) certification.
  • Demonstrated experience or certification in process and quality improvement approaches.
  • Experience applying equity and social justice principles to emergency response and preparedness activities.

Work location: The work associated with this position will be performed predominantly by teleworking, complemented with onsite work and meetings as needed. Especially during an emergency response, there may be situations where the employee is required to regularly report to a worksite located throughout King County. The base for this position is the Chinook Building, located at 401 5th Ave in Seattle.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite.

To support employees during this time King County has a robust collection of tools and resources to support working remotely.

Work schedule: This position works a traditional work schedule (Monday through Friday, 8:00 am to 5:00 pm- 40 hours per week) with some flexibility. This position is subject to the Fair Labor Standards Act and is overtime eligible.
