Position Description

The Project Delivery Division of Seattle Information Technology (IT) is seeking candidates for a project manager role to support its continuous work with City partners.

Job Responsibilities

As project manager, you will apply your skills by leading highly-sophisticated, cross-functional, medium to large-scale projects. Additionally, this role will lead all aspects of technology implementations of software or IT infrastructure projects through the full project lifecycle, including system stabilization and project closeout. Assigned projects range in duration from under 12 months to multi-year efforts. The City of Seattle currently has various projects that can be at any stage in the project management lifecycle (PMLC) from concept to execution.

Here's more of what you'll be doing:
Project Initiation and Planning:

  • Initiate and lead detailed project work plans including well-defined work breakdown structure, activities and tasks and dependencies.
  • Build and maintain the resource-loaded project timeline, resource management plans, budget forecasts and spending plans, as well as develop project charters and project management plans.
  • Develop risk and issue management plans in addition to project organizational change and communication plans.
  • Coordinate vital internal reviews (e.g., security, solution architecture design, privacy and data management, racial equity).
Project Execution, Monitoring, and Control:
  • Lead all aspects of project activities including supervising and controlling overall plan and results.
  • Apply project management skills including direction, monitoring, and general oversight for project teams, solution and implementation vendors, consultants, and staff.
  • Identify project risks and maintain risk register with clear and manageable risk mitigation strategies with contingencies.
  • Track, monitor, and report schedule performance against key landmarks and results.
  • Track and supervise actual expenses and report budget performance according to financial reporting standards.
  • Oversee progress toward planned outcomes.
  • Provide regular project status reporting including status of scope, schedule, cost, quality, risks, issues, technical and business readiness, and acceptance.
  • Schedule, prepare, and conduct steering committee meetings and all other key stakeholder meetings.
  • Follow citywide capital information technology portfolio (CITP) processes, standards, and stage gate reviews throughout the project lifecycle.
  • Ensure business analysis activities demonstrate that requirements are developed, maintained, and traced.
  • Define and document processes required for deployments including changes to operational business processes and operational support plans.
Project Closeout:
  • Deliver full scope of projects on time and within budget.
  • Conduct project closeout activities including lessons learned, requirement/scope validations, schedule and budget performance, the handover to operations and maintenance (O&M), and closeout of all contracts and financial reporting.
Thought Leadership:
  • Support the exchange of project management standard methodologies and lessons learned.

Qualifications

Required Qualifications:

  • Minimum three years of solid experience managing projects with growing responsibility, size, and complexity as reflected in the size and cost of the project, size of the project team, depth and breadth of project manager role and responsibility, as well as the span of project impact (i.e., enterprise-wide, multi-departmental, or having a major market or external impact).
  • Excellent written and oral communications skills and the ability to interact with technical teams, executives, business teams, and external agencies.
  • Proven ability influencing stakeholders and driving decisions to closure; adept at moving executive and senior management to action.
  • Strong analytical and critical thinking skills.
Desired Qualifications:
  • BA or advanced degree relevant to Management Information Systems, Systems Development, Project Management, or equivalent alternative.
  • Ability to quickly adapt to changes in technology tools used for daily productivity.
  • Experience with procurement, contracting, negotiating vendor statements of work, and leading vendor teams.
  • Demonstrated ability to lead project budgets, including labor costs.
  • Ability to build trust, establish credibility, and garner respect quickly with all levels of the organization.
  • Ability to lead by influence and achieve results using resources that are outside of the direct reporting structure.
  • Demonstrated success working with virtual teams.
  • Ability to work non-business hours.
  • Experience employing organizational change management practices within technology implementation projects.
  • Familiarity with both Agile and Waterfall methodologies.
  • Process oriented with strong attention to detail.
  • Proficiency using Microsoft Project, Visio, SharePoint, and Office products.
  • Demonstrated success working in a matrixed reporting structure.
  • Demonstrated experience in fostering an environment of equity, inclusion, and diversity.

Workplace Environment (Telework Expectation): Most work is performed in a normal City work/office environment; however, due to the ongoing pandemic, this team is currently working a hybrid schedule with 2 days in-office, 3 days remote. This is subject to change as circumstances dictate.
