JOB SUMMARY
Position provides a wide range of health-related services to the general student population. Tasks include individual assessments, development and implementation of health plans, dispensing medication, training school staff for delegated procedures, conducting general health screenings, generally promoting healthy lifestyle choices and student safety, and reinforcing classroom and district curricula and programs. Coordinates services with families and other community agencies.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties of this position include the following tasks.  Employees in this position perform some or all of the following tasks.  Other duties may be assigned at any time.
 
Direct Services

  1. Prepares evaluation reports and selects and assigns/delegates levels of needed services. Develops and implements medical protocols and treatment plans for students with medical/health issues. Selects type of service including direct, integrated, consultative and monitored. Delivers necessary services, including assistive technology, and re-evaluates service delivery within required timelines. Analyzes results and adjusts treatment and activities as necessary. Coordinates services with other district special education programs, district staff and community resources.
  2. Maintains required records and ensures accuracy and necessary content as required by federal and state laws and regulations and district policies and procedures.
  3. Recommends modifications to the class/school/academic programs for students who require accommodations.
  4. Regularly uses oral, written and electronic communications to students and parents/guardians regarding student progress towards treatment, classroom and district education objectives/goals. Schedules parent conferences as needed or requested or required.
  5. Assists school staff members, students and parents/guardians in understanding the student’s medical issues and the role of the District Nurse.
  6. Observes, evaluates and refers students who need additional services and support.
  7. Coordinates duties of any Licensed Practical Nurses and health staff office assistants.
  8. Works with principals, school staff members and parents/guardians regarding individual student behavior and discipline issues.
  9. Demonstrates knowledge and skill in applying conflict management and dispute resolution techniques.
  10. Works with other local, county and state agencies to prepare for and respond to outbreaks of communicable disease.
  11. Assesses needs of individuals who become ill or are injured at school.  Provides emergency medical interventions/procedures as necessary.
  12. Obtains doctors’ orders or recommendations to be carried out at school, whether through phone calls, email, letters, or clinic visits, when necessary.

Assessments 

  1. Screens referred students, utilizing appropriate procedures, techniques and various formal and informal assessments and evaluates students for needed services and support.
  2. Adequately, timely and clearly interprets assessment results using plain, concise language for diverse audiences. Assessment information and results will be supported by a written report.

Assistance and Support – Internal

  1. Provides direct and consultative services to teachers in classroom settings as needed or requested.
  2. Conducts in-services and other staff training regarding necessary medical protocols and student accommodations. Monitors protocol implementation.
  3. Works collaboratively with parents/guardians, teachers, learning specialists, school psychologists, instructional assistants, occupational therapists, nurses and physical therapists in support of each student’s total educational program.
  4. Participates as necessary in:

 

  • Special Services team meetings;
  • evaluation planning meetings;
  • parent conferences;
  • IEP meetings;
  • placement determination meetings;
  • transition plan meetings;
  • manifestation determination meetings; and
  • other meetings as determined or required.

Assistance and support – External

  1. Consults with public and private community agencies as needed.
  2. Participates in activities that will increase public and professional awareness of the needs and services available for children with medical/health issues.
  3. Communicates with parents either at school, by phone, email, through letters, or by home visits to discuss health problems, counsel toward acceptance and implementation of procedures and assist with and private and appropriate community health resources.
  4. Serves as a liaison between the medical community and the school setting, specifically related to students’ health and possible emergency situations.

General

  1. Works collaboratively with district administrators, teachers and other school staff members to ensure compliance with federal and state laws, federal and state regulations and district policies and procedures regarding IDEA and Section 504 requirements and Medicaid procedures. Completes Medicaid billing forms.
  2. Presents issues and concerns to Executive Director of Student Services for review and resolution.
  3. Keeps abreast of best practices, maintains professional relationships with colleagues, students and families and participates in activities which all enhance service delivery for the benefit of students and their families.
  4. Demonstrates knowledge and understanding of all district policies and procedures.
  5. Maintains consistent, daily and punctual attendance.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES 
Non-essential duties of this position include the following tasks. Employees in this position perform some or all of these tasks. Other duties may be assigned at any time.

  1. Operates various office equipment including audio visual equipment/devices, telephones and photocopy machines.
  2. Attends in-service trainings, staff meetings and other meetings as assigned. Attends professional growth activities related to job responsibilities.
  3. Provides staff development activities and training for staff during in-service meetings.
  4. Serves on building and district committees and councils as assigned.
  5. Communicates information about district, school and/or departmental policies and procedures to students, staff, parents and patrons.
  6. Supervises students.
  7. Reports issues to the principal and the appropriate authorities including safety, sanitary and fire hazards, vandalism, thefts and errant wildlife.
  8. Assists with parent-awareness programs.
  9. Upon request, assists with developing and delivering programs that promote healthy life-style choices to students 

OTHER REQUIREMENTS

  1. Consistently follows all applicable federal and state laws and all district policies, rules and supervisor directions.
  2. Observes ergonomics of sedentary office work including placement of computers and monitors, and sitting alignment.
  3. Observes proper lifting techniques and other strategies to avoid accidents and personal injury while performing job duties.
  4. Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES
All school employees have some responsibility for supervising students and assisting in maintaining a safe environment.

QUALIFICATIONS

  • Education and/or Experience: A Bachelor’s degree in Nursing is required.  A valid Oregon nursing license is required.  A minimum of three years of successful experience related to child and adolescent health, community health or emergency care is required. Experience in a school setting is preferred.  Training in drug and alcohol abuse is preferred.  Knowledge of federal, state and local requirements governing health services for students in a school setting is required.
  • Interpersonal Skills: confidentiality, listening to others, keeping emotions under control, remaining open to others’ ideas and contributing to building a positive team spirit. Demonstrates the ability to remain calm and professional in an environment with frequent interruptions. Interacts with staff and students appropriately.
  • Language Skills: Ability to communicate in English fluently both verbally and in writing, including proficiency in spelling and grammar. Ability to respond to common inquiries or complaints from students, parents, staff, regulatory agencies, vendors and members of the community. Ability to read and interpret documents including governmental regulations, safety rules and operating and maintenance instructions/ instruction manuals. Ability to prepare routine reports and correspondence with high degrees of accuracy and professionalism.
  • Mathematical Skills: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to calculate rates, ratios, percentages and proportions. Ability to read and interpret various charts, bar graphs and similar visual data depictions.
  • Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in oral, schedule or diagram form.  Ability to deal with problems involving more than one variable.
  • Computer Skills: Ability to effectively use office computers and internet access for email, research, word processing, database manipulation, visual presentations and general web-based applications.
  • Other Skills and Abilities: Ability to exercise good judgment and work effectively in a dynamic environment.
  • Certificates, Licenses, Registrations: A valid Oregon Driver’s License is required. First Aid and CPR Trainer certifications are required.  Must have or able to obtain various certificates, licenses and/or registrations as required by federal, state or local law(s) and/or determined by the district.

WORK ENVIRONMENT

The work environment is a standard school health office setting and other sites throughout the district. The noise level of the work environment is usually low to moderate, but occasionally high depending upon the location, the student population and current activities. The employee occasionally will be required to supervise students. The employee is occasionally exposed to wet or humid conditions and outdoor weather conditions, including seasonal heat and cold. The employee will regularly be exposed to contagious diseases, bodily fluids, blood-borne pathogens and a variety of cleaning and antiseptic agents and fumes.
 
The employee may occasionally implement crisis prevention/intervention protocols which involve risk of personal injury from students.
